Laporan Kunjungan Kerja Reses Komisi Vii Dpr Ri Ke LAPORAN KUNJUNGAN KERJA RESES KOMISI VII DPR RI KE PROVINSI PAPUA MASA PERSIDANGAN IV TAHUN SIDANG 2015 – 2016 TGL 1 – 4 MEI 2016 A. LATAR BELAKANG Perkonomian Papua didominasi sektor pertambangan, produk domestic regional bruto Papua sangat tergantung pada sektor pertambangan, lebih tegas lagi oleh keberadaan PT Freeport Indonesia. Kontribusi sektor tambang mencapai kisaran 40% hingga 60% tergantung pada dinamika harga komoditas tersebut. Ketergantungan yang tinggi pada sektor pertambangan menyebabkan investasi juga ditentukan oleh prospek jangka panjang sektor tersebut. Oleh karena itu, meski sektor- sektor lain khususnya Pemerintahan aktif melakukan investasi, fluktuasi investasi agregat tetap ditentukan oleh kinerja sektor Penggalian dan Pertambangan terutama emas dan tembaga. Untuk ke depan berdasarkan rilis Commodity Markets Outlook (CMO) Edisi Januari 2016 memproyeksikan harga riil tembaga dan emas 2016 - 2020 akan stabil atau cenderung naik. Ini baik bagi perekonomian Papua. Adanya kesepakatan antara Pemerintah dengan perusahaan tambang utama di Papua dalam hal keberlanjutan usaha jangka panjang diperkirakan akan semakin meningkatkan aktivitas investasi pada periode mendatang. Sebagaimana disebutkan dalam berbagai media masa dan rilis perusahaan tersebut, pemerintah dan induk perusahaan telah menjalin komunikasi intensif terkait keberadaan jangka panjang kegiatan operasionalnya. Pada Oktober 2014 lalu Pemerintah dan perusahaan pertambangan utama di Papua sepakat untuk meneruskan pembangunan pertambangan bawah tanah di Kabupaten Mimika yang akan menyerap investasi jangka panjang US$ ± 18 milyar. Akan tetapi, mengingat belum adanya kontrak resmi terkait keberlanjutan usaha dalam jangka panjang, berpotensi menjadi kendala realisasi investasi. Pelaku usaha pertambangan mengalami kendala regulasi yang bersifat rutin terkait ekspor mineral mentah, ini terkait dengan ketentuan regulasi yang mengharuskan perusahaan memperpanjang kembali izin ekspor setiap enam bulan. Izin tersebut harus diperoleh setidaknya dari Kemeterian Energi dan Sumber Daya Mineral (ESDM) dan Kementerian Perdagangan. Selain tembaga dan emas, di Papua juga memiliki tambang minyak bumi dan gas. Produksi gas dari Wilayah Papua dan Maluku pada tahun 2013 mencapai 2.323 juta kaki kubik per hari (MMSCFD) atau menyumbang sebesar 26,2 persen dari total produksi gas nasional/ Sementara produksi minyak tercatat sebesar 16.408 barel minyak per hari (BOPD) atau 1,9 persen dari total produksi minyak nasional. Produksi gas dan minyak dari wilayah ini disumbangkan oleh BP Indonesia dari Lapangan Tangguh, Petrochina International (Bermuda), JOB Pertamina-Petrochina Salawati, Pertamina EP Field Papua, Kalrez, dan Citic Seram. Khusus untuk Provinsi Papua saat ini ada sejumlah KKKS Eksplorasi di Papua. Diantaranya: 1. Montd’or (Salawati Limited West Salawati Block, 2. Papua BP North Arafura Limitd North Arafura Block Papua, 3. Sarmi Papua Asia Oil Ltd, Northern Papua Block Papua, 4. Niko Resources (Cederawasih Bay III) Block Papua, 5. Niko Resources (Cendrawasih Bay IV) Limited Cendrawasih Bay IV Block Papua 6. BP North Arafura Limited, North Arafura Block Papua. Namun demikian kegiatan usaha pertambangan minyak bumi dan gas menghadapi kendala perizinan karena lokasinya banyak yang berada di kawasan konservasi dan hutang lindung dan kawasan konservasi. Meskipun Papua saat ini merupakan penghasil minyak dan gas yang cukup penting namun menghadapi masalah dalam distribusi. Disparitas harga BBM sangat tinggi dan fluktuatif. Usaha Pertambangan kerap menimbulkan dampak terhadap masyarakat, terutama dampak lingkungan. Perhatian dan Pengawasan yang ketat diperlukan untuk menjaga kelestarian lingkungan. Situs tambang PT Freeport Indonesia yang berada berada pada ketinggian 4.270 meter, suhu terendah mencapai 2 derajat Celcius. Kilang pemrosesan berada pada ketinggian 3.000 m, curah hujan tahuan di daerah tersebut 4.000-5.000 mm. sedangkan kaki bukit menerima curah hujan tahunan lebih tinggi, 12.100 mm dan suhu berkisar 18-30 derajat Celcius. Dengan kondisi alam seperti ini, kawasan di bawah areal pertambangan Freeport mempunyai tingkat kerawanan tinggi terhadap bencana tanah longsor. Beberapa kejadian tanah longsor yang memakan korban jiwa terjadi di lokasi penambangan PT Freport diantaranya 9 Oktober 2003 terjadi longsoran di tambang terbuka di pegunungan Grasberg dengan korban tewas 13 orang. Lubang tambang di Grasberg dengan diameter lubang 2,4 kilometer pada daerah seluas 499 ha dengan kedalaman mencapai 800 m2 telah merusak bentang alam kawasan tersebut alam seluas 166 km2 di daerah aliran sungai Ajkwa. Selain itu produksi tailing yang mencapai 220 ribu ton per hari dalam waktu 10 tahun terakhir menghasilkan kerusakan wilayah produktif berupa hutan, sungai, dan lahan basah (wetland) seluas 120 ribu hektar. Keberadaan kegiatan pertambangan skala besar d Papua telah menciptakan ketergantungan ekonomi yang khronis terhadap dana bagi hasil. APBD Papua san- gat tergantung pada dana transfer dan dana peribangan termasuk di dalamnya dana bagi hasil migas dan dana bagihasil sumberdaya alam. Sementara pendapatan asli daerah relative kecil. Di tengah merosotnya harga minyak dan gas serta produk pertambangan lainnya telah berpengaruh signifikan terhadap APBD pemerintah provinsi Papua. Anggaran Pendapatan dan Belanja Daerah (APBD) Provinsi Papua 2016 menurun 1,92% dibandingkan dengan dibanding tahun 2015. Ketenagalistrikan berperan penting dalam perekonomian daerah, pasokan lis- trik yang memadai akan meningkatkan kinerja perekonomian daerah. Saat ini Papua mengalami deficit listrik. Untuk menutup deficit PLN mebangun dua pembangkit listrik yakni Pembangkit Listrik Tenaga Uap (PLTU) Holtekam yang terletak di Kota Jayapura dan Pembangkit Listrik Tenaga Air (PLTA) Genyem di Kabupaten Jayapura, dengan kapasitas masing-masing 2x20 Mw. Sampai saat ini pembangkit tersebut belum dapat beroperasi, salah satunya dikarenakan masih terkendala masalah hak ulayat tanah A. TUJUAN KUNJUNGAN KERJA Maksud kunjungan Kerja Masa Reses Komisis VII DPR adalah untuk mendapatkan informasi dan menyerap apirasi melalui forum pertemuan dengan Gubernur Provinsi Papua dan jajarannya, Bupati Mimika, Bupati Puncak Jaya, Bupati Intan Jaya, Bupati Paniai, Kementerian ESDM RI, PT Freeprt Indonsia, PT Pertamina Persero, PT PLN Persero, BPH Migas, SKK Migas, dan KKKS PT Conoco Philips, BP North Arafura B. WAKTU DAN LOKASI KUNJUNGAN KERJA SPESIFIK Kegiatan kunjungan kerja masa reses Komisi VII DPR RI dilaksanakan pada tanggal 1 Mei sampai dengan tanggal 4 Mei 2016 (Jadwal terlampir) C. SASARAN DAN HASIL KEGIATAN Sasaran dari kegiatan kunjungan adalah terkumpulnya masukan, informasi yang terkait dengan: 1. Dana bagi hasil migas dan dana bagi hasil sumberdaya alam Provinsi Papua 2. Tata kelola lingkungan pertambangan terutama wilayah pertambangan yang dikelola oleh PT Freeport Indonesia. 3. Kegiatan eksplorasi dan eksploitasi minyak dan gas yang berada di wilayah Povinsi Papua. 4. Ketersedian dan distribusi BBM di Papua 5. Ketenagalistrikan di Provinsi Papua Hasil yang diharapkan adalah diperolehnya umpan balik untuk memperbaiki kualitas fungsi pengawasan DPR RI khususnya yang terkait dengan pembangunan di Provinsi Papua. D. METODOLOGI PELAKSANAAN KEGIATAN Pelaksanaan kegiatan kunjungan kerja masa reses Komisi VII DPR RI dilakukan dengan tahapan sebagai berikut: 1. Persiapan (menghimpun data dan informasi awal sebagai informasi se- kunder, koordinasi dengan pihak terkait, dan persiapan administrasi kegiatan) 2. Pelaksanaan diskusi dengan pihak terkait dan para pemangku kepenti n- gan. 3. Pelaporan, berisi seluruh rangkaian kegiatan dan hasil kegiatan beserta rekomedasinya. E. Selain itu juga karena factor eksternal berupa akan menimbulkan biaya social yang tinggi, biaya infratruktur dan menimbulkan kerusakan bentang alam yang perlu direklamasi dan direhabilitasi.
