Bush raised the specter of the Iraqi pursuit of nuclear weapons as one jus绳fica绳on for taking decisive ac绳on against Iraq. In the then‐classified Na绳onal Security Direc绳ve 54, signed on January 15, 1991, authorizing the use of force to expel Iraq from Kuwait, he iden绳fied Iraqi use of weapons of mass destruc绳on (WMD) against allied forces as an ac绳on that would lead the U.S. to seek the removal of Saddam Hussein from power. (Note 1) In the aermath of Iraq's defeat, the U.S.‐led U.N. coali绳on was able to compel Iraq to agree to an inspec绳on and monitoring regime, intended to insure that Iraq dismantled its WMD programs and did not take ac绳ons to recons绳tute them. The means of implemen绳ng the relevant U.N. resolu绳ons was the Special Commission on Iraq (UNSCOM). That inspec绳on regime con绳nued un绳l December 16, 1998 ‐ although it involved interrup绳ons, confronta绳ons, and Iraqi aꬫempts at denial and decep绳on ‐ when UNSCOM withdrew from Iraq in the face of Iraqi refusal to cooperate, and harassment. In the south, the governorate is made up of a vast desert plain, intersected by the Shatt Al-Arab waterway which is formed by the confluence of the Tigris and Euphrates rivers at Al-Qurnah and empties into the Persian Gulf. Around Al-Qurnah and Al-Medina a number of lakes can be found, while marshland stretches from the north of the governorate into the neighboring governorates of Thi-Qar and Missan. The governorate is Iraq’s only access to the sea. Similar to the surrounding region, the governorate of Basrah has a hot and arid climate. The temperatures in summer are among the highest recorded in the world. Due to the vicinity of the Persian Gulf, humidity and rainfall are however relatively high. The governorate receives an average amount of 152mm of rainfall a year between the months of October and May. Population and Administrative Division The governorate of Basrah is subdivided into seven districts: Abu Al-Khaseeb, Al-Midaina, Al-Qurna, Al- Zubair, Basrah, Fao, and Shatt Al-Arab. The city of Basrah, the governorate’s capital, is Iraq’s third largest urban center. -

Since 2003, the country suffered from persistent indiscriminating terrorism and communal violence. Previous literature has rarely connected violence to election in Iraq. I argue that violence is responsible for the increases of within group cohesion and distrust towards people from other groups, resulting in politicization of the ethno-sectarian identities i.e. making ethno-sectarian parties more preferable than secular ones. This study is based on a unique dataset that includes civil terror casualties one year before election, the results of the four general elections of January 30th, and December 15th, 2005, March 7th, 2010 and April 30th, 2014 as well as demographic and socioeconomic indicators on the provincial level. Employing panel data analysis, the results show that Iraqi people are sensitive to violence and it has a very negative effect on vote share of secular parties. Also, terrorism has different degrees of effect on different groups. The Sunni Arabs are the most sensitive group. Bush Administration’s (2001 – 2009) efforts to promote democracy in the Arab world, following military occupation in Iraq, and through ‘democracy support’ or ‘democracy assistance’ in Lebanon. While reviewing well rehearsed arguments that emphasise the inappropriateness of the methods employed to promote Western liberal democracy in Middle East countries and the difficulties in the way of democracy being fostered by foreign powers, it focuses on two factors that also contributed to derailing the U.S.’s plans to introduce ‘Western style’ liberal democracy to Iraq and Lebanon. -

Daniel Palmieri is Historical Research Officer at the International Committee of the Red Cross; his work deals with ICRC history and history of conflicts. Abstract: Despite the recurrence of hostage-taking through the ages, the subject of hostages themselves has thus far received little analysis. Classically, there are two distinct types of hostages: voluntary hostages, as was common practice during the Ancien Régime of pre-Revolution France, when high-ranking individuals handed themselves over to benevolent jailers as guarantors for the proper execution of treaties; and involuntary hostages, whose seizure is a typical procedure in all-out war where individuals are held indiscriminately and without consideration, like living pawns, to gain a decisive military upper hand. Today the status of “hostage” is a combination of both categories taken to extremes. Though chosen for pecuniary, symbolic or political reasons, hostages are generally mistreated. They are in fact both the reflection and the favoured instrument of a major moral dichotomy: that of the increasing globalization of European and American principles and the resultant opposition to it — an opposition that plays precisely on the western adherence to human and democratic values. In the eyes of his countrymen, the hostage thus becomes the very personification of the innocent victim, a troubling and haunting image. : : : : : : : In the annals of the victims of war, hostages occupy a special place. -
