Solis May, 2018 iii ABSTRACT My dissertation examines media freedom’s measurement and then more specifically the institutional determinants of (1) government attacks against media and (2) journalist killings. Media's ability to freely gather and disseminate information remains a critical aspect of democracy. Studies link media freedom to other concepts ranging from human rights, corruption, the democratic peace and conflict, natural resource wealth, political knowledge, and foreign aid. However, media freedom's many dimensions make it difficult for any one index to reliably measure it. In the first part of my dissertation, I propose a new method for measuring media freedom. To develop a more robust measure, I treat media freedom as a latent variable and analyze 12 extant indicators using an Item Response Theory (IRT) model.

In fact, there are international standards that date back to the 1990s requiring that illegal activities that represent ‘market transactions’ (i.e. are based on mutual agreement) be recorded in a country’s GDP.

14 December 2015 1. Latest update: CCCTB and EU-BEPS Recent papers and statements suggest that the European Commission will, probably on 27 January 2016, present an “anti-BEPS package of legislative and non-legislative measures” that “addresses both third countries and intra-EU situations”. The C(C)CTB re-launch will probably come in summer 2016, in the form two parallel Directive proposals, a 2CTB (without consolidation element) and a 3CTB (with consolidation). The 2CTB proposal should contain an element of temporary cross-border loss offset. The Luxembourg Council presidency has prepared a consolidated anti-BEPS Directive proposal, reflecting the current state of discussions. - Council presidency paper: CCCTB state of play, 1.12.2015: EN - Outcomes of the Council meeting, Press release (p.6), 8.12.2015: EN - Luxembourg presidency anti-BEPS Directive proposal, Explanatory notes, 2.12.2015: EN - Luxembourg presidency anti-BEPS Directive proposal, 2.12.2015: EN 2. CJEU decides on VAT treatment of property investment companies and their management On 9 December 2015, the EU Court of Justice (CJEU) delivered its judgment on the VAT treatment of the management of property investment companies in the Dutch preliminary ruling case Fiscale Eenheid X, C- 595/13. According to the Court, these companies (meeting the conditions that capital is pooled by several investors who bear the risk connected with the management of the assets assembled in those companies with a view to purchasing, owning, managing and selling immovable property to derive a profit which will be distributed to all unit-holders in the form of a dividend, and those unit-holders benefit also from an increase in the value of their holding) are special investment funds in the meaning of the VAT Directive, if the member state concerned has made those companies subject to specific state supervision.

ANNUAL REPORT DECEMBER 31 2017 Extensa Group NV Havenlaan/Avenue du Port 86C b316 ∙ 1000 Brussel/Bruxelles T +32 2 237.08.20 ∙ F +32 2 237 08 21 extensa.eu ∙ [email protected] LETTER OF THE CEO FINANCIAL OVERVIEW 2017 Extensa Group realized an historically-unequalled net result of 75 M€ in 2017, which in turn exceeded the very good 2016 result of 40 M€. Tour & Taxis realized a margin of 17 million euros, generated by the rental and management of properties (such as the Sheds, Hôtel de la Poste, car parks), the sale of apartments in the Gloria residence, and the last contribution of the VAC De Meander project (Herman Teirlinck office property), which was delivered to the tenant (Flemish Government) on a long-term lease basis and eventually sold to Bâloise Group. In Luxembourg, Cloche d’Or realized a margin of 27 million euros, generated by two office projects under construction and the sale of apartments. The balance sheet total decreased from 654 million euros at year-end 2016 to 412 million euros at year-end 2017, primarily due to the disposal of the shares in VAC De Meander and the payment of an exceptional dividend to its shareholder. The equity decreased from 248 million euros at year-end 2016 to 184 million euros. Extensa Group sold its 29.3% interest in Leasinvest Real Estate to Ackermans & van Haaren in 2017 and subsequently paid a dividend of 157 million euro, which explains the significant reduction in Extensa’s equity. OPERATIONAL OVERVIEW 2017 Urban development projects The special zoning plan (BPA/PPAS) for the entire Tour & Taxis site in Brussels was approved in June 2017, creating a clear legal framework for the further development of the site.
