Item 14.01 Environmental clearance for the Proposed Granite (Building Stone) project for an area of 4.5622 ha. at Survey. No 7/1 in Kuttaramba P.O, Alakkode , of Mr. P.P. SHAMSUDHEEN, M/s. CEEKAY SONS CRUSHERS, Kuttaramba P.O, Alakkode Kannur District, Kerala State- 670 571. (File No. 105/ECA/KNR/2018/DEIAA) Project Presentation was not done by the RQP. So the committee deferred the project for re presentation in the next meeting. The committee observed that the biodiversity details mentioned in the presentation is not proper and asked to redraft the same. The committee asked to submit the statement regarding actual distance from forest to the quarry using GPS coordinates. CSR budget also to be re drafted. The proponent should submit the above documents.

The proposal was considered by DEAC in its 13th meeting of DEAC held on 27/02/2018. The RQP and proponent were present and made a presentation explaining the salient features of the project. The committee deferred the item for field visit. The subcommittee visited the quarry site on 3/3/18. The DEAC committee considered and appraised the proposal in the meeting with the documents submitted by the proponent and field visit report. Based on the above, the committee recommends the proposal before DEIAA with following conditions.

1. A Mines Manager shall be appointed to control, direct manage and supervise the quarrying operations as required under the Mines Act, 1952.

2. Health and welfare measures for the persons employed shall be implemented.

3. Controlled blasting should be practiced and blasting shall be done only during day time. The mitigation measures for control of ground vibrations to arrest the fly rocks and boulders should be implemented.

4. Plantation shall be done which includes a green belt of adequate width around the Mining Lease area excluding the rocky area, along roads, overburden dumps and non mineralized area by planting suitable native specious in consultation with the local DFO/Agriculture Department.

5. The drains should be regularly de silted and maintained properly. Check dam and gully checks shall be constructed wherever required to arrest siltation. De siltation shall also be done every year before the onset of monsoon.

6. Fencing must be maintained properly all around the lease area.

7 The CSR need redrafting with inclusion of felt needs of the locality with special emphasize for implementing ground water recharging techniques in and at the vicinity of the proposed site.

8. Appropriate sign boards should be displayed.

9. The blasting time must be displayed and strictly adhered to.

10. Dust suppression mechanism must be in place.

11. A separate small plot to be maintained in the premise to preserve rare and endemic species, if any, listed in the biodiversity assessment etc.

12. The PPV values must be less than 10 mm/sec.

13. The green belt shall be provided around the periphery

14.Where the height of the bench formed during earlier workings exceeds the maximum each of the excavator engaged for work, such bench height shall be reduced from top to bottom.

15. Loose or hanging rock or mineral boulder on the side wall shall be dressed down before engaging persons for work at the bottom of the bench

16. Permanent boundary pillars should be fixed by the proponent before commencing quarrying.

17. No Quarry blasting to be undertaken and sustained till warning time limit expires and/or when continuous 48 hours cumulative rainfall exceeds 8 cm and blasting shall not be resumed until 24 hrs of rain free situation arises in the quarry locality based on the evaluation by the revenue officials

18. All waste dumps and topsoil dumps shall be properly stabilized by using coir mats or bio- regeneration. Proper drainage system shall be provided so that water is properly diverted away from the dumps slopes with no disturbance to the stability of the slopes.

19. All dump slopes shall be sufficiently stabilized by using appropriate species mix of grass, creepers, shrubs & trees. This shall be done in consultation with the Forest department and local research institutes and experts in stabilization of mine dumps.

20. Garland drains of at least 2M width shall be provided all along 7.5m buffer zone to divert the water from entering the Quarry slopes. These drains shall be cleaned every year before the monsoon season. 21. The water from the garland drainage shall be directed to the silt settling ponds. The clarified overflow from silt settling ponds shall be directed to a Rain Water Harvesting (RWH) pond before releasing the clarified water to the natural watercourse. 22. A retaining wall of stone rubble with wire mesh, of sufficient width and strength (not less than 2m) shall be constructed at the bottom of the slope of the Quarry Lease area to arrest any likely roll of boulders during heavy rainfall.

The proponent should maintain the following general condition of health also.

1. First Aid kit provided in the work site. It shall be periodically maintained properly. Some labourers shall be trained on First Aid. 2 .Whole some drinking water should be provided. 3. Premisses should be maintained as wet to suppress the dust.. 4. Sanitary type of latrines and urinals should be provided. 5. The level should be prominently marked before initiating the work. (iii) Removal of earth should be restricted to 2 m above to the ground water table at the site. (iv) The excavation activity shall not after the natural drinage pattern of the area. (v) The burrowed/excavated pit shall be restored by the project proponent for useful purpose (s) as specified in the application. (vi) Appropriate fencing all around the burrowed/excavated pit shall be made to prevent any mishap. (vii) Measures shall be be taken to prevent dust emission by covering of burrowed/excavated earth during transportation. (viii) Safeguard shall be adopted against health risks on account of breeding of vectors in the water bodies created due to burrowing/excavation of earth. (ix) Workers/laborers shall be provided with facilities for drinking water and sanitation. (x) A beam shall be left from the boundary of adjoining field having a width equal to at least half of the depth of proposed excavation.

(xi) A minimum distance of 15 m from any civil structure shall be kept from the periphery of the excavation area. (xii) The quantity of O.E. being excavated from each site and to be deposited at each work site shall be fixed. (xiii) The Environmental Clearance shall be liable to be cancelled in any case of violation of any of the above condition.

Item 14.19 Environmental clearance for the Proposed Granite (Building Stone) Quarry project for an area of 0.9995 Ha at Re Sy. No- 1/1 at Payyavoor Village, Thaliparamba Taluk, Kannur District, Kerala of MR. SANJAYAN Paramban, Managing Director M/s Kunnathoor Stone Crusher Pvt Ltd, Anusudha, Edachovva P.O, Chovva, Kannur. (File No. 71/KNR/2017/DEIAA) The proposal was considered by the committee in its 11th meeting held on 28/12/2017. The RQP and proponent were present and made a presentation explaining the salient features of the project. The committee deferred the item for field visit. The subcommittee visited the quarry site on 11/01/2018. The Committee recommended to redraft the CSR plan according to the project cost. The Committee recommended to include ground water recharge in the CSR plan. The Committee recommended to redraft Environmental Management Plan allocating proper budget. And also recommended to redraft the bio diversity detail submitted by the proponent. The committee asked to submit the statement regarding actual distance from forest to the quarry using GPS coordinates. The proponent submitted all the above. The committee considered the proposal in its 12th meeting held on 25/01/2018 and sought clarification regarding distance from forest and slope of the project area. The slope study was done on 16/02/2018 in the presence of DEAC members and observed that the slopes between the points on site are below 45 degrees. The gradients between the set of lowest and highest points 2 &11, 3 & 10 and 4 & 9 were observed to be 1:1.90, 1:1.90 and 1:2 respectively. The distance between the considered points 2 &11, 3 & 10 and 4 & 9 are 84.3m, 77.60m and 83.00 m respectively. The DEAC committee considered and appraised the proposal in the meeting 13th meeting of DEAC held on 27/02/2018. with the above documents. The committee decided to get clarification regarding distance from forest to the quarry from the forest department.the forest departmet confirmed that the distance from the above quarry to forest is 190 m. SoThe DEAC committee considered and appraised the proposal in 14th meeting on 15/03/2018 with the documents submitted by the proponent and field visit report. Based on the above, the committee recommended the proposal before DEIAA with following conditions.

1. A Mines Manager shall be appointed to control, direct manage and supervise the quarrying operations as required under the Mines Act, 1952.

2. Health and welfare measures for the persons employed shall be implemented.

3. Controlled blasting should be practiced and blasting shall be done only during day time. The mitigation measures for control of ground vibrations to arrest the fly rocks and boulders should be implemented.

4. Plantation shall be done which includes a green belt of adequate width around the Mining Lease area excluding the rocky area, along roads, overburden dumps and non mineralized area by planting suitable native specious in consultation with the local DFO/Agriculture Department.

5. The drains should be regularly de silted and maintained properly. Check dam and gully checks shall be constructed wherever required to arrest siltation. De siltation shall also be done every year before the onset of monsoon.

6. Fencing must be maintained properly all around the lease area.

7 The CSR need redrafting with inclusion of felt needs of the locality with special emphasize for implementing ground water recharging techniques in and at the vicinity of the proposed site.

8. Appropriate sign boards should be displayed.

9. The blasting time must be displayed and strictly adhered to.

10. Dust suppression mechanism must be in place.

11. A separate small plot to be maintained in the premise to preserve rare and endemic species, if any, listed in the biodiversity assessment etc.

12. The PPV values must be less than 10 mm/sec.

13. The green belt shall be provided around the periphery

14.Where the height of the bench formed during earlier workings exceeds the maximum each of the excavator engaged for work, such bench height shall be reduced from top to bottom.

15. Loose or hanging rock or mineral boulder on the side wall shall be dressed down before engaging persons for work at the bottom of the bench

16. Permanent boundary pillars should be fixed by the proponent before commencing quarrying.

17. No Quarry blasting to be undertaken and sustained till warning time limit expires and/or when continuous 48 hours cumulative rainfall exceeds 8 cm and blasting shall not be resumed until 24 hrs of rain free situation arises in the quarry locality based on the evaluation by the revenue officials

18. All waste dumps and topsoil dumps shall be properly stabilized by using coir mats or bio- regeneration. Proper drainage system shall be provided so that water is properly diverted away from the dumps slopes with no disturbance to the stability of the slopes.

19. All dump slopes shall be sufficiently stabilized by using appropriate species mix of grass, creepers, shrubs & trees. This shall be done in consultation with the Forest department and local research institutes and experts in stabilization of mine dumps.

20. Garland drains of at least 2M width shall be provided all along 7.5m buffer zone to divert the water from entering the Quarry slopes. These drains shall be cleaned every year before the monsoon season. 21. The water from the garland drainage shall be directed to the silt settling ponds. The clarified overflow from silt settling ponds shall be directed to a Rain Water Harvesting (RWH) pond before releasing the clarified water to the natural watercourse. 22. A retaining wall of stone rubble with wire mesh, of sufficient width and strength (not less than 2m) shall be constructed at the bottom of the slope of the Quarry Lease area to arrest any likely roll of boulders during heavy rainfall. The proposed area was found close to Kerala Reserve Forest (190m) and Forest (reserve) and is known to harbour rich flora and faunal diversity. Even though proponent had submitted a vague report on biodiversity, we have learned that area host good wildlife habitat, endemic and endangered;migratory and resident; birds, butterflies, animals etc. Thus if mining operation have to be conducted, we recommend the following: 1. Proper fencing of the site before the mining operation and assure no animal movement occurs in the proposed site. 2. We found seasonal rainwater channels running through the proposed sites; Proper channelization of rainwater channels should be done prior to the work. No direct runoff though the quarrying site should reach the natural stream, check dams and settling ponds should be constructed wherever possible before the water is opened to the natural water body (stream) 3. Modify CSR so that maximum focus is given on biodiversity(Programs to enhance the diversity, address the local wildlife issues, projects benefitting wildlife etc. may be considered) 4. A good Greenbelt shall be maintained using native species of trees from the first year of work. And where even possible the benches (mined out and not to be used) are to be afforested at the earliest. 5. A list of planting trees species should be proposed and committed (number/ year wise) 6. Avoid usage of “rose plants and jasmines” as mentioned in the proposal for plantation rather local and native herbs/shrubs are suggested.

The proponent should maintain the following general condition of health also.

1. First Aid kit provided in the work site. It shall be periodically maintained properly. Some labourers shall be trained on First Aid. 2. Whole some drinking water should be provided. 3. Premisses should be maintained as wet to suppress the dust.. 4. Sanitary type of latrines and urinals should be provided. 5. Resting place should be provided for workers. 6. „No Smoking‟ board should be exhibited according to COTPA Act 7. Work should not be done in night. 8. Details of nearest hospital, shortest route to hospital and contact no. etc. should be available. 9. Approach roads should be maintained properly.

Item 14.21 Environmental clearance for the Proposed Laterite Quarry (for industrial purpose) project for an area of 4.8564 Ha at Re Sy. No. 1/1, Village, , Kannur District, Kerala of Mr. V.S. BASHIR, Manju, Olayil, Thevally P.O., District -691009

The DEAC considered the above proposal in detail in its 12th meeting held on 25/01/2018. The committee deferred the item for next meeting to get clarification regarding biodiversity of the proposed site. The subcommittee visited the quarry site on 15/02/2018. The DEAC committee considered and appraised the proposal in its13th meeting on 27/02/2018& 14th meeting held on 15/03/2018 . The Member secretary and District Geologist inspected the sites and approved the submitted mining plans. Member secretary reported that the proposed sites are mineral specific and suitable for laterite mining and all parameters are within permissible limit as per KMMC rules. . The Committee after examining the application, field inspection report and all other documents submitted decided to recommend for issuance of EC subject to following general conditions and specific conditions

1 The Activity shall not involve blasting 2 The Maximum depth of removal of laterite should not go beyond 6 m from the general ground level of the site. The level should be prominently marked before initiating the work. 3 Removal of laterite should be restricted to 2 m above to the ground water table at the site. 4 The excavation activity shall not alter the natural drainage pattern of the area. 5 The burrowed/excavated pit shall be restored by the project proponent for useful purpose (s) as specified in the application. 6 Measures shall be taken to prevent dust emission by covering of burrowed/excavated earth during transportation. 7 Safeguard measures shall be adopted against health risks on account of breeding of vectors in the water bodies created due to burrowing/excavation of laterite 8 Workers/laborers shall be provided with facilities for drinking water and sanitation. 9 A berm shall be left from the boundary of adjoining field having a width equal to at least half of the depth of proposed excavation. 10 A minimum distance of 50 m from any civil structure shall be kept from the periphery of the excavation area. 11 Quarrying shall be strictly confined to the area allotted for the purpose 12 The applicant shall not win and dispose any type of mineral other than the minerals specified in the environmental clearance 13 The applicant shall provide retention wall/ barricade/ fencing/ compound wall surrounding the applied area in order to prevent accidents by falling of humans, animals, vehicles or any other things into the quarry. 14 The applicant shall also provide all effective preventive measures for the safety of labors as well as the public in general 15 The applicant shall provide sprinkling of water to suppress the dust during quarrying activity 16 The Environmental Clearance shall be liable to be cancelled in any case of violation of any of the above condition

The proponents should maintain the following general conditions of health also.

1. First Aid kit provided in the work site. It shall be periodically maintained properly. Some labourers shall be trained on First Aid. 2. Sanitary type of latrines and urinals should be provided. 3.
