    WHARTON REAL ESTATE REVIEW SPRING 2012 Creating a New Suburban Town Center WITOLD RYBCZYNSKI Tougher economic times, lack of consumer confidence, and rising energy prices are likely to curtail distant ex-urban development in the decades to come, and one of the challenges for real estate developers will be to infill and densify suburban areas. Altering zoning and raising densities in existing residential areas will not be easy, however, not only because of neighborhood opposition to change, but also because most housing in the last three decades has been built as part of planned communities. These communities are governed not by municipal regulations, which can (with difficulty) be changed, but by homeowner associations that have been created in order to make change almost impossible. Housing aside, there is also the problem of how to convert suburban commercial development, which has generally occurred in a piecemeal and uncoordinated fashion, into concentrated, walkable, attractive town centers. Despite the current fashion for lifestyle centers that mimic the Main Street environment of small towns, the suburban centers of the future will not necessarily resemble the downtowns of the past. What follows is an example of how out- of-the-box thinking—and a public-private partnership—produced an innovative solution to a complicated problem. The Deal More than three decades ago, recognizing that the growth of the city of Vancouver was constrained by its location on a peninsula, hemmed in by surrounding water and mountains, Metro Vancouver developed a regional plan—theLivable Region Plan—to direct urban growth into surrounding suburban municipalities. Industry Canada. It provides brief reports on research or policy developments related to themes explored in the 2005 Consumer Trends Report, which is available at: www.consumer.ic.gc.ca/trends. 1. Canadian Retail Market Overview Since the 2005 Consumer Trends Report, the retail sector1 has continued to play an increasingly vital role in the Canadian marketplace, given its contribution to the Canadian economy and its impact on consumers and their consumption activities. In 2011, the sector generated $457.4 billion in retail sales and represented approximately 12 percent of the Canadian workforce (Statistics Canada, 2012c). Despite experiencing falling demand during the recession in 2009, the sector’s sales grew by 17.1 percent between 2006 and 2011 ($457.4 billion in sales in 2011, an increase of $66.9 billion compared to 2006). Even at its lowest ebb in 2009 ($416.6 billion in sales), the sector represented 6.2 percent of Canada’s gross domestic product, an increase of 0.2 percent compared to 2001 (Industry Canada, 2010; Statistics Canada, 2012c). The gains in sales since the recession have been relatively healthy, rising to $457.4 billion for all of 2011, reflecting an increase of 4.0 percent from the previous year (Statistics Canada, 2012c).

    Woodward's after Bankruptcy History Charles Woodward established the first Woodward store at the corner of Main and Georgia Streets in Vancouver in 1892. On September 12, 1902, Woodward Department Stores Ltd. was incorporated, and a new store was built in Vancouver on the corner of Hastings and Abbott Streets. In 1926, a store was opened in Edmonton, and by the late 1940s, the company began to open numerous stores in both provinces. Facing financial difficulties, Woodward's was sold to the Hudson's Bay Company in 1993. Woodward's was a central feature of the retail scene especially in southwestern British Columbia for much of the twentieth century. The chain was distinctive in that the stores included a large supermarket (the "Food Floor") as an adjunct or at some locations part of the department store. When Woodward's sold the Food Floor - long known for its quality and its line of unusual specialties - to Safeway, the flagship food floor became a reduced-size IGA store until the building closed as Safeway showed no interest in that location. Many older western Canadians remember fondly Woodward's famous "$1.49 Day" sales, held the first Tuesday of every month. These sales were advertised widely on radio and in newspapers, and offered everything from canvas-top running shoes to bath oil for the one price. Most Woodward's locations were converted to HBC's Bay or Zellers stores by the end of 1993. Other major retailers took over several stores, and the remaining locations were either closed or were divided into mall retail space.

Of those Canadians who have taken a digital camera with them on vacation, 85% use it primarily for personal purposes. Likewise, 69% of those who have taken a cell phone with them on vacation use it primarily for personal purposes.
