President Juncker on Official Visit to Italy, Friday 26 February Brussels, 26 February 2016 European Commission - Announcement President Juncker on official visit to Italy, Friday 26 February Brussels, 26 February 2016 © European Union 2016 Marco Zeppetella President Juncker had a friendly meeting with Prime Minister Matteo Renzi, in which they agreed on important aspects of Europe's most urgent priorities. The meeting covered a number of issues, from the economy, jobs and growth to progress on the European response to the refugee crisis and, more generally, the current state of European affairs. After the meeting, President Juncker underlined Italy's historic contribution to European integration, and spoke of a "large convergence of views" between the Italian government and the European Commission, including on the further deepening of the Economic and Monetary Union. In the refugee crisis, Italy's efforts were "exemplary and could serve as a role model for other Member States," President Juncker added. On Europe's economic policy, the President said: "This Commission does not condone blind austerity". The Commission last year granted Italy flexibility under the EU's Stability and Growth Pact, helping the country to reboot investment and pursue its ambitious programme of reforms. In January 2015 it adopted a Communication on how it intends to apply this flexibility under the Stability and Growth Pact. "There is an absolute need to rediscover the path of sustainable growth," insisted President Juncker. "From the start I have pleaded for a virtuous triangle of investment, structural reforms and responsible fiscal policy," he said of the Commission's broader economic strategy. Italy is the second-highest beneficiary of the Investment Plan for Europe, whose first wave of projects in Italy will trigger new investment worth 4.8 billion euros and create more than 3,200 new jobs. President Juncker and Prime Minister Renzi both hoped the Investment Plan would continue its promising start and pleaded for its prolongation beyond 2017. During his visit, President Juncker also met with the President of the Republic, Mr Sergio Mattarella, the President of the Senate, Mr Pietro Grasso, the President of the Chamber of Deputies, Ms Laura Boldrini and the former President of the Republic, Mr Giorgio Napolitano. Erano, infatti, gli anni della crisi della Dc in Sicilia, c’era una spaccatura, si stavano affermando Lima e Ciancimino e si preparava il tempo in cui una colata di cemento avrebbe spazzato via le ville liberty di Palermo. Nel 1967 entrò nell’Assemblea Regionale. In politica adottò uno stile tutto suo: parlò di trasparenza, proponendo di ridurre gli incarichi (taglio degli assessorati da dodici ad otto e delle commissioni legislative da sette a cinque e per l'ufficio di presidenza la nomina di soli due vice, un segretario ed un questore) e battendosi per la rotazione delle persone nei centri di potere con dei limiti temporali, in modo da evitare il radicarsi di consorterie pericolose.

By analyzing the words and deeds of the President of the Republic and the case law of the Constitutional Court the paper claims that these two supreme constitutional authorities always refused to identify a set of constitutional values which cannot be touched by the European Union (EU). On the contrary, the paper suggests that both the President of the Republic and the Constitutional Court have endeavoured to emphasize the axiological overlap between the Italian Constitution and the project of European integration, considering Italy’s membership to the EU as the best way to fulfil the Constitution’s mandate.

Conclusions ABSTRACT The paper offers a first analysis of the recent plan to establish a Conference on the Future of Europe to reform the European Union (EU), comparing this initiative with two historical precedents to relaunch the EU – namely the Conference of Messina and the Convention on the Future of Europe – and considering the legal rules and political options for treaty reform in the contemporary EU. To this end, the paper overviews prior efforts to reform the EU, and points out the conditions that led to the success or failures of these initiatives. Subsequently it examines the technicalities of the EU treaty amendment rules and emphasizes the challenge towards treaty reform resulting from the need to obtain unanimous approval by all member states. The paper then assesses the increasing tendency by member states to use inter-se international treaties – particularly in response to the euro-crisis – and underlines how these have introduce new ratification rules, overcoming unanimity. Drawing lessons from these precedents, finally, the paper suggests what will be a condition for the success of the Conference on the Future of Europe, and argues that this should resolve to draft a new treaty – a Political Compact – designed to push forward integration among those member states that so wish.

In a parliamentary democratic republic, the President, elected by Parliament, has the institutional tasks of ensuring compliance with the Constitution (and therefore the constitutional conformity of legislative activity) and that of representing the unity of the State and the Nation. The political role and weight of the President vary according to the person who occupies the office and in relation to specific political circumstances and institutional dynamics. In recent Italian political history, the Presidency of the Republic has become a political/institutional linkage of unprecedented importance – at least at times of change, or at critical junctures, when democracy has had to deal with challenges to its regular functioning, its quality, and its resilience. Since the 1990s, Italy, more than other European democracies, has faced challenges of this kind provoked by an interweaving between external and internal factors.1 It is no coincidence that during the 1990s there was talk of a ‘Second Republic’ following the demise of the ‘First’ one.     Il 4 Novembre a Vittorio Veneto (a cura di Ido Da Ros) Presentiamo una sorta di albo d’oro degli oratori ufficiali che si sono succeduti ai microfoni di Piazza del Popolo per la celebrazione del 4 Novembre, anniversario della Vittoria e giornata dell’Unità nazionale e delle Forze armate. In testa alla graduatoria – a partire dal secondo dopoguerra - troviamo l’on. Tina Anselmi e il colonnello Lorenzo Cadeddu, entrambi con quattro presenze, seguiti dagli onorevoli Carlo Bernini e Marino Corder e dal generale comandante il 1° Fod Giovanni Ridinò con tre presenze; lo stesso numero che può vantare Bernardo Mattarella, padre dell’attuale Presidente della Repubblica. Sono sei i Capi di Stato ad aver presieduto la cerimonia nella nostra città: Giovanni Gronchi, Giuseppe Saragat, Sandro Pertini, Francesco Cossiga, Oscar Luigi Scalfaro e Giorgio Napolitano. Tre, invece, i Presidenti del Consiglio: Vittorio Emanuele Orlando (nel 1919), Amintore Fanfani e, per due volte consecutive, Aldo Moro. La prima celebrazione del 4 Novembre risale al 1919 e vide appunto la presenza del Capo del Governo Vittorio Emanuele Orlando e dell’ex Presidente del Consiglio, Luigi Luzzatti. Nel periodo compreso tra le due guerre mondiali la Festa fu in parte “oscurata” anche a Vittorio Veneto dalla vicinanza cronologica dell’anniversario della Marcia su Roma (28 ottobre), che il regime celebrava in grande stile. Meritano comunque di essere ricordate le celebrazioni del Decennale e del Ventennale, svoltesi alla presenza rispettivamente del re Vittorio Emanuele III (1928) e del principe Umberto di Savoia (1938). Dopo la tragica parentesi della Seconda Guerra Mondiale, le celebrazioni ripresero in quest’ordine: 1948: Maurizio Lazzaro di Castiglioni, generale di Corpo d’Armata e Francesco Franceschini, deputato vittoriese.
