Istituto Affari Internazionali IAI WORKING PAPERS 12 | 17 – June 2012 ISSN 2280-4331 The Image of Crisis-Ridden Europe and the Division Between Creditor and Debtor Countries: The Case of Italy Michele Comelli Abstract The eurozone’s debt crisis has exposed structural economic and political rifts within the European Union. Specifically, it has created a new cleavage between creditor and debtor countries, the former being mainly located in Central-Northern Europe and the latter in Southern Europe, each with its own understanding of the causes of and remedies to the crisis. This paper explores how a debtor country - Italy - has changed its political discourse on the EU as a result of the crisis, focusing on political elites, civil society and public opinion. It argues that while the discourse of political elites and of civil society clearly mirrors this cleavage, public opinion does not necessarily follow this pattern, being mainly concerned with the country’s domestic ills. Major International Tobacco Contraband Network Dismantled in Italy and Germany
PRESS RELEASE No 23 /2014 8 December 2014 Major international tobacco contraband network dismantled in Italy and Germany On 27 November 2014, law enforcement authorities in Italy (Agenzia delle Dogane and Guardia di Finanza) and Germany (Zollkriminalamt Köln and Zollfahndungsamt Berlin) succeeded in dismantling an international tobacco contraband network. The European Anti-Fraud Office (OLAF) contributed to the joint efforts that led to this successful operation. Under the coordination of the Prosecutors of Turin and Frankfurt/Oder, law enforcement officials searched a cigarette production plant near Turin which was found to be producing “made in Italy” cigarettes destined in part for the illegal market in the EU. Investigations are continuing, but to date over 10 persons have been arrested and a large amount of documents detailing financial transactions concerning this traffic were seized. The network produced cigarettes in the EU. It then simulated fictitious exports outside the EU or carried out real exports to third countries and subsequently smuggled the cigarettes back into the EU with the aim of avoiding the applicable customs duties and taxes. It is estimated that the harm caused to the Italian budget alone is in excess of €90 million. The final figures are likely to be much higher. OLAF had, since 2012, investigated activities linked to this network and cooperated in the criminal investigations organised jointly by the Italian and German authorities that led to this operation. In this context, OLAF organised a coordination meeting in autumn 2013 with judicial and law enforcement authorities of these countries and cooperated with several other EU Member States (Belgium, Hungary, Lithuania, Poland, Romania and Slovakia) and third countries (Moldavia, Ukraine). -

The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. European Commission - Announcement President Juncker on official visit to Italy, Friday 26 February Brussels, 26 February 2016 © European Union 2016 Marco Zeppetella President Juncker had a friendly meeting with Prime Minister Matteo Renzi, in which they agreed on important aspects of Europe's most urgent priorities. The meeting covered a number of issues, from the economy, jobs and growth to progress on the European response to the refugee crisis and, more generally, the current state of European affairs. After the meeting, President Juncker underlined Italy's historic contribution to European integration, and spoke of a "large convergence of views" between the Italian government and the European Commission, including on the further deepening of the Economic and Monetary Union. In the refugee crisis, Italy's efforts were "exemplary and could serve as a role model for other Member States," President Juncker added. On Europe's economic policy, the President said: "This Commission does not condone blind austerity". The Commission last year granted Italy flexibility under the EU's Stability and Growth Pact, helping the country to reboot investment and pursue its ambitious programme of reforms. In January 2015 it adopted a Communication on how it intends to apply this flexibility under the Stability and Growth Pact. "There is an absolute need to rediscover the path of sustainable growth," insisted President Juncker. "From the start I have pleaded for a virtuous triangle of investment, structural reforms and responsible fiscal policy," he said of the Commission's broader economic strategy. Italy is the second-highest beneficiary of the Investment Plan for Europe, whose first wave of projects in Italy will trigger new investment worth 4.8 billion euros and create more than 3,200 new jobs. -
