  • Chengalpattu District
DISTRICT DISASTER MANAGEMENT PLAN 2020 CHENGALPATTU DISTRICT District Disaster Management Authority Chengalpattu District, Tamil Nadu DISTRICT DISASTER MANAGEMENT PLAN 2020 DISTRICT DISASTER MANAGEMENT AUTHORITY CHENGALPATTU DISTRICT TAMIL NADU PREFACE Endowed with all the graces of nature’s beauty and abundance, the newly created district of Chengalpattu is a vibrant administrative entity on the North eastern part of the state of Tamil Nadu. In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.

He sat behind a desk in his sparsely furnished office on Beach Road. Abdulbhai is reading a Gujarati newspaper, while one of his younger brothers is talking on the phone in Hindi to a client from Bombay. The office is quiet and so is business: our conversation is only interrupted by the occasional friend who peeps into the office to greet Abdulbhai. He begins: Business is dead, all the godowns (warehouses) along the beach are closed; all the other exporters have closed down. But at my father’s time it was all different. During the trade season, there would be hundreds of boats anchored offshore, with barges full of goods going to and fro. There were boats from Bombay, from Gujarat, from Burma and Ceylon, but most of them belonged to Arabs. Down the road there were the British warehouses, and on the other end there is the Beach Hotel, only Britishers stayed there. The beach front was busy with carts and lorries and there were hundreds of Arab sailors walking up and down. The Arab boats arrived as soon as the monsoon was over, in October, and the last left the following May, before the rain started.

  • Contempt and Labour: an Exploration Through Muslim Barbers of South Asia
religions Article Contempt and Labour: An Exploration through Muslim Barbers of South Asia Safwan Amir Madras Institute of Development Studies, University of Madras, Chennai 600020, India; [email protected] Received: 9 September 2019; Accepted: 4 November 2019; Published: 6 November 2019 Abstract: This article explores historical shifts in the ways the Muslim barbers of South Asia are viewed and the intertwined ways they are conceptualised. Tracing various concepts, such as caste identity, and their multiple links to contempt, labour and Islamic ethical discourses and practices, this article demonstrates shifting meanings of these concepts and ways in which the Muslim barbers of Malabar (in southwest India) negotiate religious and social histories as well as status in everyday life. The aim was to link legal and social realms by considering how bodily comportment of barbers and pious Muslims intersect and diverge. Relying on ethnographic fieldwork among Muslim barbers of Malabar and their oral histories, it becomes apparent that status is negotiated in a fluid community where professional contempt, multiple attitudes about modernity and piety crosscut one another to inform local perceptions of themselves or others. This paper seeks to avoid the presentation of a teleology of past to present, binaries distinguishing professionals from quacks, and the pious from the scorned. The argument instead is that opposition between caste/caste-like practices and Islamic ethics is more complex than an essentialised dichotomy would convey. Keywords: barber; Ossan; caste; Islam; contempt; labour; Mappila; Makti Thangal; Malabar; South Asia 1. Introduction The modern nation-state of India has maintained an ambiguous relationship with caste and minority religions especially concerning reservation policies in various state and non-state sectors.

The paper explores the significance of the party‟s engagement with the political structure by being part of governments within the frame of a secular democratic order to achieve its communitarian goal and thus establish political ascendancies from time to time. Muslim League‟s negotiations with electoral politics in order to achieve political power and enhance their stake in the formulations of policies, especially for the Muslim community, are explored in this paper. This paper also examines Muslim League‟s contribution toending the „political alienation‟ experienced by Muslims in the immediate aftermath of independence and enhancing the political consciousness of the community.
