Selain sebagai penyalur informasi dan pendidikan, media massa juga menjadi andalan pusat hiburan yang mudah untuk dijangkau. Kemudahan tersebut yang kemudian membuat kebutuhan audien akan informasi meningkat, dan membuat pelaku media madda memenuhi kebutuhan audien, terutama bagi media massa yang paling populer yakni televisi. Saat ini, terdapat 10 stasiun televisi swasta yang telah mewarnai peretelvisian Indonesia. SCTV, RCTI dan Indosiar lah yang merupakan stasiun televisi dengan rating and share tertinggi. Penelitian ini menggunakan metode analisis isi isi dalam menganalisis program-program yang terdapat pada tiga stasiun televisi tersebut berdasarkan unsur edutaiment yakni untuk meningkatkan pengetahuan, mengambil sikap yang positif, menyesuaikan norma sosial, dan mengubah perilaku. Edutainment merupakan salah satu bentuk media pembelajaran yang dikemas dengan nuansa menghibur dan mendidik serta mudah dicerna oleh masyarakat. Dari total 276 program di SCTV, RCTI dan Indosiar, ternyata program yang dapat mengubah perilaku adalah program yang paling banyak jumlahnya persentase nya yaitu (87,02%) diikuti dengan program pengetahuan (3,4%), sikap positif (8,6%) dan norma sosial (0,93%).

Therefore, all the countries in the world give attention to TV broadcasting business. In Indonesia, the government requires TV stations to broadcast locally, except through networking. In this state, there are 763 private TV companies broadcasting free to air. Of these, some companies have many TV stations and build various broadcasting networks. In this article, the author reveals the substantial TV stations that control the market, based on literature studies. From the data analysis, there are 14 substantial free to network broadcast private TV broadcasters but owns by eight companies; these include the MNC Group, EMTEK, Viva Media Asia, CTCorp, Media Indonesia, Rajawali Corpora, and Indigo Multimedia. Broadcasting licensing is a regulation of broadcasting and a decision stage of the state to provide an evaluation whether a broadcasting agency is eligible to be granted or eligible to continue the lease rights on frequency. The Regional Indonesian Broadcasting Commission (KPID) is an independent state institution in Indonesia established in each province serving as a regulator of broadcasting in every province in Indonesia. The license of Broadcasting is the right granted by KPID to broadcasters to conduct broadcasting. The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary requirements so that local TV in Banten can meet the requirements required to manage IPP. However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there is still a violation by local private TV in broadcasting concerning the content of broadcasting. In addition, in taking the policy, KPID is still intervened by the local government in the form of broadcast television broadcasting that is in accordance with local government requests. It set out to understand the growing trend of “Islamisation” in Indonesian television after the end of the authoritarian New Order regime (1962 to 1998), which coincided with the rise of Islamic commodification in other sectors (Fealy, 2008). To achieve this, the thesis looks at the institutional practices, Islamic representation, and the reception of the most-watched television format with an Islamic theme, sinetron religi (religious drama). Studies on Indonesian television so far have focused on its structure, construct, and audience as separate entities (e.g. Sen & Hill, 2000; Kitley, 2000; Ida, 2006; Barkin, 2004; Loven, 2008). This thesis is the first research on Indonesian television that understands the institutional frameworks, identity constructs, and its reception as a whole. As the industry’s livelihood is determined by advertising revenue that relies on audience ratings, it is in the interest of the television stations to broadcast Islamic symbols that are acceptable to the general, “national” viewers. In Indonesia, all television broadcasting is supervised by the Komisi Penyiaran Indonesia/KPI (Indonesian Broadcasting Commission). This commission oversees broadcast television, to ensure all TV broadcasts in Indonesia comply with government regulations. Often the KPI imposes sanctions, but frequent violations still occur. This article describes the results of research on the contradiction between business interests and ethics in the television industry in Indonesia. This study uses the method of evaluation research, where researchers analyze data, here in the form of sanctions documents released by broadcasting commissions. The results reveal that all national private television stations often violate regulations. They prioritize their business interests rather than follow broadcasting guidelines, especially since KPI does not have the full authority to grant and revoke a broadcasting license. The Department of Information, once led By the infamous Minister Harmoko was aBandoned, followed By several major deregulations that changed the media landscape dramatically. From 1998 to 2002, over 1200 new print media, more than 900 new commercial radio and five new commercial television licenses were issued. Over the years, however, Indonesian media went ‘Back to Business’ again. Corporate interests took over and continues to dominate the current Indonesian media landscape. MEDIA OWNERSHIP From Figure 1 we can see that the media landscape in Indonesia is dominated By only 13 groups: the state (with public status) and 12 other commercial entities. There are 12 media groups (see Table 1) have control over 100% of national commercial television shares (10 out of 10 stations).

    BAB I PENDAHULUAN A. Latar Belakang Masalah Televisi merupakan teknologi canggih yang sudah di kenal akrab oleh Masyarakat luas. Televisi juga dikenal sebagai media hiburan, informasi dan juga media edukasi. Perangkat keras ini dianggap sebagai salah satu media yang mempunyai banyak kelebihan dalam penyampaian informasi dan pesan yang disampaikan melalui gambar dan suara yang di tampilkan secara bersamaan. Acara televisi disajikan dengan program yang universal, tetapi fungsi utama dari acara televisi tetap sebagai hiburan. Kalaupun ada program acara yang lebih mengarah pada segi informasi dan pendidikan, hanya sebagai pelengkap saja dalam rangka memenuhi kebutuhan alamiah manusia. Banyak sekali orang menghabiskan waktu luangnya untuk menikmati acara televisi. Benda ini menyuguhkan berbagai macam acara yang beragam dan menarik tanpa kompromi, artinya televisi hadir ditengah-tengah kita dengan sukarela, kapanpun kita ingin menikmatinya kita hanya menekan sebuah tombol. Dangan adanya televisi yang dapat menyuguhkan bervariasi informasi dan hiburan baik didalam maupun diluar negri, maka dengan cepat kita akan mengetahui bagaimana keadaan yang sedang terjadi. Dewasa ini televisi sudah memasyarakat artinya sebagian besar masyarakat sudah banyak yang memiliki televisi, televisi bukan barang mewah lagi yang sulit untuk dimiliki setiap orang. Dampak televisi bagi 1 masyarakat dapat digolongkan menjadi dampak sosial dan dampak budaya. Dampak sosial dan budaya dari media televisi dapat membentuk informasi yang berkaitan di sekitar lingkungan kita, dapat mempengaruhi opini masyarakat, menciptakan agenda isu-isu yang dapat terjadi pada masyarakat sosial dan sebagai hiburan (Littlejohn,1996:277). Dampak yang dihasilkan dapat berpengaruh positif atau bahkan dapat berpengaruh negatif bagi diri pemirsa. Dampak positif dari acara televisi merupakan suatu alat yang menarik dalam upaya-upaya yang sadar atau tidak bagi pemenuhan akan informasi yang akan diterima, tergantung pada penerimaan informasinya.
