David Cameron MP Prime Minister 10 Downing Street London SW1A2AA Dear Prime Minister, As Members of Parliament for Staffordshire, we write to express our deep concern at the withdrawal of 3rd Battalion, the Mercian Regiment (The Staffards) from the Order of Battle. The Battalion has a proud history which can be traced back to its first raising at the King's Head Inn, Lichfield, in 1705. It served in Martinique, South Africa, Flanders, Gallipoli, Anzio and Arnhem. More recently, photographs of 3 Mercian fighting in Basra, became defining images of the Iraq campaign. We all recognise the difficult financial climate and the constraints that imposes on the Ministry of Defence. We understand that savings must be made. However, we also know that the decision to withdraw 3 Mercian will be distressing for all those currently serving, particularly those that might face redundancy, for their families and for those former Staffards who proudly recall their service. We know that it is the responsibility of the Mercian Regiment, as reorganised, to decide how best to reflect its history and antecedents. But as there is no longer any senior former Stafford serving on its staff, we hope that you will do all you can to encourage the Regiment to preserve and cherish the symbols, traditions and heritage of 3 Mercian within its ranks. 2 Mercian is known now as the Worcester and Sherwood Foresters as a result of previous amalgamations and we hope that a similar formula can be found to remember the Staffords. -

We cover (i) data collection, (ii) estimation, (iii) raw results, and (iv) validity checks. The resulting scales turn out to be highly valid, and provide an excellent guide to MPs' ideologies using data that is completely separate to the voting data that forms the bulk of the evidence in our paper. A1: Collection of Speech Data Speeches come from an original collection of every speech made about issues related to welfare in the House of Commons from 1987-2007, covering the period over which the Labour party moved 1 to the center under Tony Blair, adopted and enacted policies of welfare reform, and won office at the expense of the Conservatives. Restricting the speeches to a single issue area is useful for estimating ideologies because with multiple topics there is a danger of conflating genuine extremism (a tendency to speak in extreme ways) with a tendency or requirement to talk a lot about topics that are relatively extreme to begin with (Lauderdale and Herzog, 2016). -

The 2009 British MPs’ Expenses Scandal: Origins, Evolution and Consequences Jennifer vanHeerde-Hudson and Orlanda Ward This chapter introduces the British MPs’ expenses scandal; its origins, evolution and consequences. We argue that despite some early predictions, the scandal was limited in its impact: the purported ‘revolution’ never occurred. We briefly review the comparative literature on political impact of scandal, which illustrates why the effects of scandals are usually limited and reasons why voters may choose not to punish malfeasant politicians. We situate this scandal against other, international scandals, highlighting similarities and differences in the effects of scandal depending on cultural contexts. The chapter illustrates the mediated nature of the scandal and how it is best understood as comprised of not only the acts of politicians themselves, but a series of moves and counter-moves by the press and other actors. Introduction On 8 May 2009 the Daily Telegraph began publishing un-redacted expenses claims made by British MPs. The revelation of parliamentary expenses showed how, and the extent to which, some MPs took advantage of an unregulated expenses system—a system designed by, and vigorously protected against outside interference, by MPs themselves. The expenses regime was intended to cover the costs of performing parliamentary duties: operating costs for running constituency offices (including staff salaries, rent, computers, etc.) and communications and travel as part of their parliamentary duties. The regime also included Additional Costs Allowances (ACA)1, worth up to £24,000 annually, to reimburse MPs for the expense of staying away from their primary home while performing their parliamentary duties. -

Each of the appellants has been committed for trial at the Crown Court on charges of false accounting. I shall refer to them as “the defendants”. The charges relate to claims in respect of parliamentary expenses and are alleged to have been committed when each defendant was a serving member of the House of Commons. A fourth defendant, Lord Hanningfield, who is a member of the House of Lords, faces similar charges. Each defendant and Lord Hanningfield is facing a separate trial but each of them has raised an important point of law. Each claims that criminal proceedings cannot be brought against him because they infringe parliamentary privilege. A single preparatory hearing pursuant to section 29 of the Criminal Procedure and Investigations Act 1996 was held to consider this point in relation to all four defendants. -

Invest, Don’t Cut The predicted impact of Government policy on funding for schools and academies by 2020 A report by NUT and ATL This report presents findings from an NUT / ATL interactive website which demonstrates the likely impact on schools and academies of the Government’s current school funding policies and its plan to redistribute existing funding between schools in England - www.schoolcuts.org.uk The interactive website allows users to access detailed predictions for every school’s funding per pupil in real terms, as affected by the Government’s proposal to implement a new funding formula for schools alongside a freeze in funding per pupil and cost increases imposed by Government. The predictions are based on publicly available government data and the most robustly constructed proposed funding formula for schools currently available. With schools already struggling to cope, the Government plans what the Institute for Fiscal Studies has described as the largest real terms cut in school funding in a generation. We know that children are already suffering – class sizes are rising, curriculum choices are being cut, pupils with special educational needs and disabilities are losing vital support and school staff are losing their jobs. Instead of investing more money in education to address the funding shortages already hitting schools and academies, the Government plans only to move existing money around the country through a new funding formula. For every school which gains from this, others will lose – and almost every school will lose when the impact of inflation and other cost increases, against which the funding freeze offers no protection, are also taken into account. -
