David Cameron MP Prime Minister 10 Downing Street London SW1A2AA Dear Prime Minister, As Members of Parliament for Staffordshire, we write to express our deep concern at the withdrawal of 3rd Battalion, the Mercian Regiment (The Staffards) from the Order of Battle. The Battalion has a proud history which can be traced back to its first raising at the King's Head Inn, Lichfield, in 1705. It served in Martinique, South Africa, Flanders, Gallipoli, Anzio and Arnhem. More recently, photographs of 3 Mercian fighting in Basra, became defining images of the Iraq campaign. We all recognise the difficult financial climate and the constraints that imposes on the Ministry of Defence. We understand that savings must be made. However, we also know that the decision to withdraw 3 Mercian will be distressing for all those currently serving, particularly those that might face redundancy, for their families and for those former Staffards who proudly recall their service. We know that it is the responsibility of the Mercian Regiment, as reorganised, to decide how best to reflect its history and antecedents. But as there is no longer any senior former Stafford serving on its staff, we hope that you will do all you can to encourage the Regiment to preserve and cherish the symbols, traditions and heritage of 3 Mercian within its ranks. 2 Mercian is known now as the Worcester and Sherwood Foresters as a result of previous amalgamations and we hope that a similar formula can be found to remember the Staffords. -

NEWSLETTER UPDATE APRIL 2018 WELCOME TO QUEEN KATHARINE ACADEMY’S NEWSLETTER Welcome to the second edition of the Queen Katharine Academy newsletter. It has been a busy term for the academy and I look forward to sharing our news with you. We have welcomed several important guests to the academy this term, including Dr Barnes, Chair of Trustees for Thomas Deacon Education Trust. Following his visit, Dr Barnes applauded the great enthusiasm of our pupils and was very impressed with the school’s attitude towards learning. The Rt. Hon. The Lord Brian Mawhinney also visited the school this term, witnessing the vast improvement the school has made since becoming Queen Katharine Academy. I was also delighted to discover this term that the number of first choice applications to the school this year have risen, with more parents and carers choosing Queen Katharine Academy as the preferred school for their child. This is an exciting time to be a part of our community and I hope you enjoy reading about the events and activities our students have enjoyed this term. Maths department raise £700 for NSPCC For the first time at Queen Katharine Academy, our maths department put together a week of maths- orientated activities. The aim was to encourage pupils to interact with numbers in a more practical and exciting way. The week ended with a casual clothes day in which students and staff dressed in number-related outfits. By donating to dress down, students and staff at the academy raised £700 for the NSPCC. This was the first time a secondary school in the area has worked with the NSPCC and we are very proud to support a charity that does such vital work for vulnerable children. -

The Individual Responsibility of Ministers: An Outline of the Issues Research Paper 96/27 21 February 1996 The individual responsibility of ministers is a vital aspect of accountable and democratic Parliamentary government, yet it is a 'convention' which is difficult to define with certainty and which, to a large degree, depends on the circumstances of each individual case. This Paper seeks to explore, in general terms, the subject as a whole and several interesting examples from the era of Crichel Down in 1954 onwards to illustrate the issue. It does not seek to provide a comprehensive analysis of ministerial responsibility (including collective responsibility) or Parliamentary accountability. It is often described as a constitutional convention, and this Paper examines its nature in that context, and in relation to collective responsibility and in the light of developments such as the growth of select committees, the development of Next Steps agencies and quangos, and the publication in 1992 of Questions of procedure for Ministers. The nature of individual responsibility in action is described briefly, including aspects short of a ministerial resignation or dismissal. The interesting, if short, debate on ministerial responsibility on 12 February 1996 is considered. A number of modern examples of situations where individual responsibility could be said to have arisen are examined, purely to illustrate various aspects of the 'convention'. It is not intended to be a comprehensive list. It covers significant episodes such as Crichel Down in 1954 (in which Sir David Maxwell Fyfe set out what is often regarded as the classic statement of the traditional doctrine), the Falklands (1982) and Westland (1986), and includes instances where resignation demands were successfully restricted such as Court Line (1975) and the Maze Prison escape (1983). -

OPPOSITION TO THE EUROPEAN UNION IN THE UK 211 Simon Usherwood Opposition to the European Union in the UK: The Dilemma of Public Opinion and Party Management THE MAIN AIM OF THIS ARTICLE IS TO UNDERSTAND SOME OF THE processes at work in the management of European policy formation by political parties in the UK.1 More specifically, it attempts to apply and extend the model proposed by Aspinwall of institutional con- straints on that policy management.2 Whereas Aspinwall limits the application of his model to parliamentary coalitions and effective power, we push the model further by describing and analysing its interaction with other features of the political landscape, most notably the generally low level of interest in European affairs on the part of the British public. For almost all of the post-war period, the question of ‘Europe’ has been one that has occupied the minds of British legislators and governments.3 But the temptation for most commentators to con- centrate on cultural and historical explanations of ‘otherness’ in the British case has resulted in a neglect of the more practical effects of institutional structures. This article addresses some of those effects by first providing a brief overview of Aspinwall’s model, which suggests that the first-past-the-post (FPP) system creates centrifugal forces within the party system, resulting in parties holding com- promise policy positions. “Tory-Normativity” and Gay Rights Advocacy in the British Conservative Party since the 1950s Gay rights advocacy in the Conservative party since the 1950s played-down its difference from Conservative beliefs by emphasising pragmatism over emancipation; discretion over celebration; and responsibility over rights. This positioning was allied to a construction of gay men and women in the image of the idealised conservative citizen: law- abiding, entrepreneurial, and ultimately familial—a process I label “Tory-normativity”. Tory-normativity introduced gay rights advocacy into the party in an acceptable form, and consequently caused party policy to develop. Ultimately, the construction of Tory-normativity has been used to depoliticise gay identity: initially gay men, and then from the 2000s onwards, gay men and women. Introduction Since the 1950s, the Conservative party has repeatedly impeded gay rights legislation. Yet at times individual Conservative politicians, and recently the leadership, have led on reform. The Conservative MP Humphry Berkeley in 1966 introduced a Private Member’s Bill to propose decriminalising male homosexual acts; the Conservative Lord Arran introduced this same Bill in the Lords; the Conservative Lord Boothby introduced the Bill in 1977 to decriminalise homosexuality in Scotland; in 1994, it was MP Edwina Currie who introduced an amendment to The Criminal Justice and Public Order Bill attempting to have the age of consent for gay men set at 16; and it was a Conservative led government who oversaw the Marriage (Same Sex Couples) Act 2013. With other gay rights legislation, such as the Sexual Offences Act 1967; the Sexual Offences (Amendment) Act 2000; the Adoption and Children Act 2002; and the Civil Partnership Act 2004, we see a number of Conservative MPs speaking in favour of progressive legislation.
