South Bay Cities Council of Governments South Bay Highway Program Strategic Transportation Element Project Scope Identify and install arterial system detectors at select locations within South Bay Cities to support traffic signal operations and network performance measures • Types of detector technologies studied and available: • Split advance loops, Bluetooth readers, Wi-fi readers, Radar, and Video detection • These devices can provide the following benefits • Enable traffic responsive signal operations • Collect traffic data such as volume, occupancy and speed • Measure travel times on key arterials Example Video Detection with Radar Combo Unit Example Radar Example Video Pole Mounted Bluetooth or Wi-fi readers Unit Detection Examples Camera Preliminary Design (Arterial Detection Assessment Reports) Project Consultant: Iteris • Carry out the field review and design Data Requirements Development • Requirements Definition: collect and/or derive requirements for the data needed to support Traffic Responsive Plan Selection (TRPS), which is the targeted functionality Technology Assessment • Technologies assessed: inductive loop, video, microwave, magnetometer, radar, infrared, hybrid video and radar, Bluetooth Methodology for Locating Detectors • Created an approach to identify detector locations based on the data requirements developed Identify Recommended Detector Locations Project Development Design Phase I (Complete) Two Objectives for Phase I 1. Field Investigation • Traffic Responsive Plan Selection (TRPS) – Iteris confirmed the existence and functionality of detectors and confirmed with the County’s inventory of detectors which ones need to be split for optimum responsive operation • Bluetooth Travel Time – Iteris evaluated potential placement of Bluetooth reading devices which included checking traffic signal cabinet and conduits for available space • Video Detection System – Iteris verified conduit fill and any equipment upgrades necessary in the signal cabinet to accommodate video detection systems and evaluate if intersection needs a stop-bar video detection upgrade 2. Video Detection System Design • Iteris designed traffic signal plans for 4 intersections which will receive new video detection systems Design Phase II – Plans, Specifications and Estimates (In progress) Three Objectives of Design Phase II 1. Field Investigation of the remaining intersections not included in Design Phase I (complete) 2. Traffic Responsive Plan Selection (TRPS) Design Plans (In progress) • Iteris will produce design plans for 19 locations requiring detector work for TRPS operation 3. Travel Time Device Design Plans (In progress) • Travel time device installation for most locations will be in table format with typical details • For locations where plans are being developed as part     Environmental Setting, Impacts, and Mitigation Measures CHAPTER 3 - ENVIRONMENTAL SETTING, IMPACTS, AND MITIGATION MEASURES 3-1 INTRODUCTION The purpose of this chapter is to provide the reader with the information necessary to understand and evaluate the potential environmental impacts due to implementation of the proposed Los Angeles Valley College Facilities Master Plan (Master Plan). In accordance with the State CEQA Guidelines (§15128 and §15143), this EIR focuses on the impacts identified in the NOP and during project scoping as needing further analysis (visual resources; air quality, historical resources; archaeological resources; paleontological resources; geology/soils/seismicity; hazardous materials; hydrology and water quality; land use and planning; noise; population and housing; public services; transportation, traffic and parking; and public utilities). A list of the impacts determined to be less than significant and the reasons for that determination are provided in Chapter 5. To assist the reader, each environmental impact category in this EIR is discussed separately. These discussions include a description of the environmental setting, the criteria used to determine significance of potential effects, the potential environmental impacts of the proposed project, mitigation measures, and any unavoidable significant adverse effects that would remain after implementation of the proposed mitigation measures. The environmental setting discussions contain a description of the physical environmental conditions in the vicinity of the project as it existed at the time the Notice of Preparation was distributed (January 2003). The existing environmental conditions described in the setting sections serve as a baseline for the impact analyses in this EIR. The significance criteria identified for each environmental impact category are based on the definitions that have been developed and established by the Los Angeles Community College District, various public agencies, or professional organizations and are consistent with the State CEQA Guidelines.

Roadway 18 circumstances have changed since the certification of the 2008 EIS/EIR and new information is available 19 concerning traffic conditions at study area intersections that calls into question the need for those 20 measures.
