Of managing water recourses Salah Al-Din Treasury High Federal Court Wasit Treasury IT Directorate Babil Treasury High Judicial Council Central Treasury Supreme Board of Audit Commission of Integrity (5) DFI / MoF Ministry of Planning Ministry of Finance Ministry of Water Resources Ministry of Justice Ministry of Transportation Sh'ia Endowment Council Sunni Endowment Council Baghdad Treasury Federal Cassation Court Basra Treasury Dhi Qar Treasury Karbala'a Treasury Karkuk Treasury Ninewa Treasury Muthana Treasury Najaf Treasury 6 IFMIS Update – Recent Activities • Under the pilot restart program, 10 of the 11 pilot sites and an additional 19 other spending units across Iraq have been brought back on-line for a total of 29 YTD. • On November 11, 2008 the Minister of Finance issued a general order to all GoI ministries and spending agencies directing all identified spending units to begin to use the system as soon as practical. • USAID advisors have begun to conduct end-user training in earnest across Iraq – one team in Baghdad and three more in the provinces. • USAID advisors provided super user training to MoF staff from the IT , Budget and Accounting Directorates. • USAID is providing technical assistance to the MoF’s IT Directorate in support of site-surveys, and a major MoF-funded procurement of new site equipment. • Additionally, USAID advisors have trained seven MoF staffers to be end-user trainers. • An additional 11 more spending units should be on-line this week with the goal of approximately 126 by year-end. 7 IFMIS – Next Steps • Complete refresher and basic training for the spending units in Baghdad and in the provinces. • Project advisors and MoF IT Staff will complete together the implementation of a full Disaster Recovery site at the Adnan Palace. • The IFMIS production servers will be handed over to the MoF in early 2009. System administration functions, such as creating new users and managing access levels have already been handed over to MoF IT. • Starting in January 2009, the MoF will be responsible for maintaining all software licenses and vendor/developer support agreements. These fees will run to $262,000 per annum. • The MoF to finalize the readiness surveys (with USAID assistance) to determine any equipment and internet connectivity issues needed to enable spending units to log into the IFMIS system. • MoF to complete procurement process as determined by the results of the readiness surveys.     IRAQ 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Iraq is a constitutional parliamentary republic. The 2018 parliamentary elections, while imperfect, generally met international standards of free and fair elections and led to the peaceful transition of power from Prime Minister Haider al-Abadi to Adil Abd al-Mahdi. On December 1, in response to protesters’ demands for significant changes to the political system, Abd al-Mahdi submitted his resignation, which the Iraqi Council of Representatives (COR) accepted. As of December 17, Abd al-Mahdi continued to serve in a caretaker capacity while the COR worked to identify a replacement in accordance with the Iraqi constitution. Numerous domestic security forces operated throughout the country. The regular armed forces and domestic law enforcement bodies generally maintained order within the country, although some armed groups operated outside of government control. Iraqi Security Forces (ISF) consist of administratively organized forces within the Ministries of Interior and Defense, and the Counterterrorism Service. The Ministry of Interior is responsible for domestic law enforcement and maintenance of order; it oversees the Federal Police, Provincial Police, Facilities Protection Service, Civil Defense, and Department of Border Enforcement. Energy police, under the Ministry of Oil, are responsible for providing infrastructure protection. Conventional military forces under the Ministry of Defense are responsible for the defense of the country but also carry out counterterrorism and internal security operations in conjunction with the Ministry of Interior. The Counterterrorism Service reports directly to the prime minister and oversees the Counterterrorism Command, an organization that includes three brigades of special operations forces. The National Security Service (NSS) intelligence agency reports directly to the prime minister.

The selection of a landfill is a complex task related to many factors and regulations. Currently, there is no landfill site in Al-Diwaniyah city which the capital of Al- Qadisiyah province that meets scientific and environmental standards. Geographic Information System and analysis hierarchical process method were used to provide the optimum location for the landfill for Al-Diwaniyah city. In this study, fourteen appropriate criteria are selected which are: depth of groundwater, city centers, rivers, clans, soil types, elevation, wind, roads, slope, land use, archaeological sites, power grid, gas pipeline, and railways. These criteria were employed in the Geographic Information System, which is highly capable of managing and analyzing various data. Moreover, the analysis hierarchical process method is used to derive the weighting of the criteria by using a pair comparison matrix. The weighted overlay tool is then used to obtain a map of the relevance index for selected landfill sites. Seven suitable sites for landfills are selected for each region.
