Iraq 2019 Human Rights Report
IRAQ 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Iraq is a constitutional parliamentary republic. The 2018 parliamentary elections, while imperfect, generally met international standards of free and fair elections and led to the peaceful transition of power from Prime Minister Haider al-Abadi to Adil Abd al-Mahdi. On December 1, in response to protesters’ demands for significant changes to the political system, Abd al-Mahdi submitted his resignation, which the Iraqi Council of Representatives (COR) accepted. As of December 17, Abd al-Mahdi continued to serve in a caretaker capacity while the COR worked to identify a replacement in accordance with the Iraqi constitution. Numerous domestic security forces operated throughout the country. The regular armed forces and domestic law enforcement bodies generally maintained order within the country, although some armed groups operated outside of government control. Iraqi Security Forces (ISF) consist of administratively organized forces within the Ministries of Interior and Defense, and the Counterterrorism Service. The Ministry of Interior is responsible for domestic law enforcement and maintenance of order; it oversees the Federal Police, Provincial Police, Facilities Protection Service, Civil Defense, and Department of Border Enforcement. Energy police, under the Ministry of Oil, are responsible for providing infrastructure protection. Conventional military forces under the Ministry of Defense are responsible for the defense of the country but also carry out counterterrorism and internal security operations in conjunction with the Ministry of Interior. The Counterterrorism Service reports directly to the prime minister and oversees the Counterterrorism Command, an organization that includes three brigades of special operations forces. The National Security Service (NSS) intelligence agency reports directly to the prime minister. -

Despite the Government’s strong commitment to address growing human rights violations and lay the ground for institutional reform, violence reached alarming levels in many parts of the country affecting, particularly, the right to life and personal integrity. 2. The Iraqi Government, MNF-I and the international community must increase efforts to reassert the authority of the State and ensure respect for the rule of law by dismantling the growing influence of armed militias, by combating corruption and organized crime and by maintaining discipline within the security and armed forces. In this respect, it is encouraging that the Government, especially the Ministry of Human Rights, is engaged in the development of a national system based on the respect of human rights and the rule of law and is ready to address issues related to transitional justice so as to achieve national reconciliation and dialogue. 3. The preparation of the International Compact for Iraq, an agreement between the Government and the international community to achieve peace, stability and development based on the rule of law and respect for human rights, is perhaps a most significant development in the period. The objective of the Compact is to facilitate reconstruction and development while upholding human rights, the rule of law, and overcoming the legacy of the recent and distant past. 4. UNAMI Human Rights Office (HRO) received information about a large number of indiscriminate and targeted killings. Unidentified bodies continued to appear daily in Baghdad and other cities. -

Annexes 2 1- REQUESTS BY THE WORLD HERITAGE COMMITTEE This report addresses the following requests expressed by World Heritage Committee in its Decision 43 COM 7B.35 (paragraphs 119 – 120), namely: 3. Welcomes the start of conservation work by international archaeological missions at the three cultural components of the property, Ur, Tell Eridu and Uruk, and, the comprehensive survey undertaken at Tell Eridu; 4. Regrets that no progress has been reported on the development of site-specific conservation plans for the three cultural components of the property, as requested by the Committee in response to the significant threats they face related to instability, significant weathering, inappropriate previous interventions, and the lack of continuous maintenance; 5. Urges the State Party to extend the comprehensive survey and mapping to all three cultural components of the property, as baseline data for future work, and to develop operational conservation plans for each as a matter of priority, and to submit these to the World Heritage Centre for review by the Advisory Bodies; 6. -

Housed at the American University of Iraq, Sulaimani (AUIS), the Institute partners with academic institutions and funding agencies from across the world that share IRIS' mission of grounding the policy conversation on Iraq in rigorous research and local expertise. IRIS convenes events throughout the year, including the annual Sulaimani Forum, in order to disseminate research findings and to promote dialogue among a broad range of stakeholders on the most complex policy challenges facing Iraq and the region. Finally, IRIS builds the skills and capacity of young researchers, policymakers, and leaders towards the aim of leveraging policy research into political and social change. 15.5.2004EN Official Journal of the European Union L 180/9 COMMISSION REGULATION (EC) No 979/2004 of 14 May 2004 amending Council Regulation (EC) No 1210/2003 concerning certain specific restrictions on economic and financial relations with Iraq THE COMMISSION OF THE EUROPEAN COMMUNITIES, legal persons, public bodies, corporations, agencies and entities of the previous government of Iraq, to whom the Having regard to the Treaty establishing the European freezing of funds and economic resources should apply.
