Description The Feasibility study to be carried out on the E30 railway line, section Opole Zachodnie– Kędzierzyn Koźle–Katowice–Kraków and on the CE30 railway line, section Opole- Groszowice–Pyskowice––Katowice Muchowiec–Mysłowice–Kraków includes:

- updating of traffic data in passenger and freight operations and traffic forecasts until 2025 (at intervals of 2005, 2010, 2015, 2020 and 2025) taking due note of different types of passenger and freight traffic – including intermodal operations and transport of dangerous goods; - demand forecasts for railway services in the context of circumstances influencing changes in the demand for maritime, civil aviation and road services; - forecasts and proposals for the economic use of the line to achieve integration with trans-European networks, and in particular TEN–Corridors; - assessment of tariff levels assuring profitability for operator and infrastructure manager work.

The study should:

- cover the railway line with supporting railway engineering infrastructure; - take into consideration passenger and freight stations, loading stations (including terminals), shunting yards and rolling stock in use in the scope necessary for achievement of AGC and AGCT parameters; - include recommendations resulting from proposed technologies and organisation of operational works, concerning elimination of unnecessary traffic posts and redundant infrastructure; - include guidelines and bases for design works at the stage of technical design and tender dossier preparation; - provide for the transfer of know-how to PKP PLK S.A. and relevant support to PKP PLK S.A., which might be useful in developing further plans and analyses; - determine scope of required works and involved costs as well as features of traffic forecasts for passenger and freight operations; - cover different modernisation options, scope and implementation schedule, including cost assessment and financial/economic analyses for each option; - identify elements important for regional development and creation of demand for railway transport services; - have relevant substance, the scope and detail of which should provide a basis for the Polish Government to make substantial decisions on modernisation of the line.

The consultant should also assist the competent authorities in determining the environmental impact assessment and in preparing the standard application for EU funds.

The second element of the project will comprise the preparation of tender documentation in accordance with “design and build” works contract procedures and ISPA procedures. The tender dossier must be prepared on the basis of a detailed modernisation concept on the assumption that works contracts will be implemented as “design and build” contracts in accordance with “Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant and for Building and Engineering Works Designed by the Contractor” – FIDIC 1999 first edition.

Objectives The objectives of the assistance derive from AGC and AGCT agreements, Accession Partnership, National Programme of Preparation to Accession, Plan of development of the transport infrastructure to 2015, and the National Strategy for Regional Development.

The objective of the project is the modernisation of E30/CE30 railway line on section Opole– Katowice–Kraków.

This application covers:

- carrying out the Feasibility study for modernisation of the E30 railway line, section Opole Zachodnie–Kędzierzyn Koźle–Katowice–Kraków and of CE30 railway line, section Opole Groszowice–Pyskowice–Gliwice–Katowice Muchowiec–Mysłowice– Kraków and Synthesis; - carrying out the Environmental impact assessment; - preparation of relevant applications for EU assistance; - preparation of tender documentation for “design and build” works contract.
