JEL Classification: H54, O18 Keywords: Infrastructure; Transportation; Regional Development; Synthetic Control Abstract Expansions of transport infrastructure networks may have substantial impacts on the development of regions. Observable regional economic effects do not necessarily reflect effi- ciency gains, however; they may also stem from redistribution across regions. In this paper, we propose that efficiency gains result from an improvement in the absolute accessibility of regions, whereas redistribution is caused by changes in their relative accessibility. We investigate this hypothesis based on expansions of the Swiss highway network. Using the synthetic control method developed in Abadie, Diamond and Hainmueller (2010), we an- alyze whether specific highway network expansions led to increases in regional income per capita. We find that effects vary strongly across the different cases. BUILDING A MODERN RAILWAY LINE IN THE GOTTHARD BASE TUNNEL Nicolas Steinmann, AlpTransit Gotthard AG, Switzerland Patrick Favre, AlpTransit Gotthard AG, Switzerland ABSTRACT The Gotthard base tunnel, which will begin operating in 2011, will be the most impressive element of the new transalpine railway line through the Swiss Alps. In view of the difficult accessibility and extreme climatic conditions, ensuring the fast and reliable transit of more than 300 trains per day through the two 57 km long single-track galleries represents a considerable technical challenge. This paper illustrates the process of translating the constraints and design specifications of this project into appropriate technical solutions which it then outlines. 1 INTRODUCTION On 29th November 1998, Swiss voters decided that the confederation should fund two new north-south railway projects : the Lötschberg and the Gotthard base lines. Both are intended to complement existing railway lines built at the end of the 19th century. The mobility requirements of Switzerland's growing population have increased greatly over the past 100 years. Current forecasts indicate that the country's transport sector will continue to grow. Swiss government policy is to ensure sustained mobility by increasing the public transport share of overall traffic and providing reliable basic services nationwide. Within this long-term programme, protection of the environment and the population has been accorded high priority. The NRLA (New Railway Link through the Alps) is one of four ambitious projects undertaken by the government, of which the Gotthard Base Tunnel is the flagship focal point. THE COMMON-PROPERTY FORESTS OF CANTON TICINO, SOUTHERN SWITZERLAND: RELATIONS BETWEEN A TRADITIONAL INSTITUTION AND THE MODERN STATE 1803-2003 R.C. ZIMMERMANN 1994; updated 2004 PREFACE AND ACKNOWLEDGEMENTS This study of 200 years of history of the common-property forests of Canton Ticino, southern Switzerland, in particular of the conflicts between these ancient institutions and the modern state, had its genesis in, of all places, Madagascar. It grew out of discussions, heated at times, held among members of a team of consultants who were in Madagascar in 1991 in order to design an institution-building project in the natural resources field. Madagascar is, of course, a classical case of a poor country with weak state institutions and undergoing massive resource degradation, including deforestation. Its private sector is also embryonic (or was at the time, after a long period of "socialism"), and in the countryside private ownership, especially land titling, was also rudimentary. The question before the project design team, including the writer, was what kind of institutions should be proposed in order to deal with various resource problems. In the case of forests and rangelands, long ignored or mismanaged by the state, the tendency among the team members was to advocate the creation, or revival, of common- property institutions, which would own and manage these resources. This was not surprising since the team's "Bible" was the then newly-published "Governing the Commons" by Elinor Ostrom (1990). The writer, aware of the poor record of forest management by common-property institutions in Switzerland (often the same ones that manage the "alps" or high-altitude pastures quite well) warned against too rosy a view of common-property regimes for forests, especially those on long rotations.

Regione: Valle Leventina Partenza: Airolo, Hotel Alpina Descrizione del percorso Percorso «walkingtested», appositamente selezionato per la pratica del walking e del nordic walking (per valutazioni e giudizi vedere «indicazioni») Corto percorso, adatto anche ai principianti, interessante e variato, che mostra il paese di Airolo da una prospettiva non usuale. Il punto di partenza e arrivo si trova a nord del paese, nei pressi dell’albergo Alpina (dove potrete eventualmente parcheggiare). Si inizia, senza gommini, salendo lungo un bel bosco che presto si trasforma in pineta, al termine della quale si sbuca sugli ampi pascoli che sovrastano il nucleo, con vista verso sud e in primo piano sulla sinistra il motto del Föisc, sulla destra si possono ammirare i ripidi crinali dei pizzi Scheggia e Sassello. Si attraversa tutta la zona chiamata Lüina, dove potete notare il grande «invaso», ora ricoperto di prato, creato per proteggere il paese dalle valanghe («lüina» nel dialetto locale). Continuate su un breve tratto di strada semi-sterrata, dopo un’ampia curva vi ritrovate a procedere, per il rientro, rivolti verso nord lungo una strada asfaltata (mettete i gommini). La vista spazia ora verso la valle Bedretto, il pizzo Lucendro, le frastagliate creste del Poncione di Ruino e Cassina di Baggio.
