Overview This document reports on how the Community Radio Fund was administered in 2019/20. Ofcom has been tasked by the Department for Digital, Culture, Media and Sport (DCMS) with administering a Community Radio Fund. DCMS provides a sum of money each year for the Fund and grants are awarded to Ofcom-licensed community radio stations. The report sets out how much money was given out as grants, which stations received grants and for what purposes grants were awarded. 1 Community Radio Fund 2. Community Radio Fund End of Year Report 2019/20 2.1 The Community Radio Fund (‘the Fund’) exists to help community radio licensees and to support core costs incurred in the provision of community radio services. 2.2 Ofcom administers the Fund on behalf of the Department for Digital, Culture, Media and Sport (DCMS). The money allocated to the Fund is given out in the form of grants, following a formal application process. 2.3 The decisions on grant applications are made by the Community Radio Fund Panel (‘the Panel’), which reports to the Ofcom Policy and Management Board.1 2.4 DCMS allocated £400,000 to the Fund for the financial year 1 April 2019 to 31 March 2020. In addition, DCMS allocated a further £30,448 to the Fund for the second round. -

The Birth of Broadcasting (1961)
This is the first part of a projected three- or four-volume history of broadcasting in the United Kingdom. The whole work is designed as an authoritative account of the rise of broadcasting in England up to the passing of the Independent Television Act in 1955 and the end of the BBC monopoly. Though naturally largely concerned with the BBC, it will be a general history of broadcasting, not simply an institutional history of the BBC, and will briefly sketch the back- ground of wireless developments in other parts of the world. The Birth of Broadcasting covers early amateur experiments in wire- less telephony in America and in England, the pioneer days at Writtle in Essex and elsewhere, and the com- ing of organized broadcasting and its rapid growth during the first four years of the BBC's existence as a private Company before it became a public Corporation in January 1927. Professor Briggs describes how and why the Company was formed, the scope of its activities, and the reasons which led to its conversion from a business enterprise into a national institution. The issues raised between 1923 and 1927 remain pertinent today. By John Henry Warburton Abstract This work looking at radio over the last 80 years and digital radio today will consider picture radio, one way that the recently introduced DAB1 terrestrial digital radio could be used. Chapter one considers the radio history including early picture radio and television, plus shows how radio has come from the crystal set, with one pair of headphones, to the mains powered wireless with built in speakers. These radios became the main family entertainment in the home until television takes over that role in the mid 1950s. Then radio changed to a portable medium with the coming of transistor radios, to become the personal entertainment medium it is today. Chapter two and three considers the new terrestrial digital mediums of DAB and DRM2 plus how it works, what it is capable of plus a look at some of the other digital radio platforms. Chapter four examines how sound is perceived by the listener and that radio broadcasters will need to understand the relationship between sound and vision. We receive sound and then make pictures in the mind but to make sense of sound we need codes to know what it is and make sense of it. Chapter five will critically examine the issues of commercial success in radio and where pictures could help improve the radio experience as there are some things that radio is restricted to as a sound only medium. -

As such, we have great interest in the Notice of Proposed Rulemaking to permit all AM stations to broadcast an all-digital signal using the HD Radio in-band on-channel (IBOC) mode known as MA3 on a voluntary basis (“Notice”), and we offer the following comments in support of this petition. I. Benefits of All-Digital AM Transmissions It has been well established for more than a decade of operation by many of our stations in the MA1 hybrid digital mode that AM stations stand to gain a great deal from digital operation. Greatly improved audio quality is at the forefront, with audio bandwidth comparable to FM broadcasts, stereo audio and receiver display of title/artist or program title information. When a receiver locks in the digital mode to one of our stations, particularly one playing music, as the receiver blends from analog to digital, the contrast is dramatic. The highs and lows of the audio open up, the stereo image widens out, and the noise that seems to be ever present on almost any AM frequency disappears. Listeners experiencing this effect for the first time are quite often amazed at how good an AM broadcast can sound in this mode. -

The year before I had listened with excitement to the launch of our local commercial station, Liverpool's Radio City, and wanted to find out what other stations I might be able to pick up. In those days the Guide covered TV as well as radio, which could only manage to fill two pages – but then there were only 19 “ILR” stations. -
