Introduction Game theory applied to political situations offers a unique approach to analyzing and understanding international relations. Yet the rigid structure that lends itself so well to mathematics is not practical in the real world . It lacks a built in mechanism for determining a player's preferences, which is a key part of an international "game" or situation. Strategic culture, another international relations theory, is quite the opposite. Critics claim it suffers from a lack of structure, but it captures the spirit of international actors and what makes them tick. This paper explores the idea of pairing the two otherwise unrelated theories to bolster both in the areas where they are lacking in order to provide a more complete understanding of international states' behavior and motivations. Brief Summary of Major Theories The theories presented in the following pages are drawn from distinct schools of thought; consequently it is necessary to provide some background information. -

Kennedy was elected president in 1960, one of the reasons he ran was because at the height of the Cold War he was fearful that the Eisenhower/Dulles foreign policy of massive retaliation might only lead to nuclear war. Your father, Llewellyn Thompson, who had been US ambassador in Moscow during those late 50’s years was I’m quite certain a career a foreign service officer who was appointed I’m not sure what his title was counselor or maybe Ambassador at Large in the State Department. And if the first step were Soviets firing tactical nuclear weapons, The United States, would have responded at least with tactical nuclear weapons and once both sides were on that nuclear escalator, they would have moved up to strategic weapons and then to all-out warfare, and the scientists say that the explosion of so many large nuclear weapons in both eastern Europe and in North America would have produced, in addition to the bombardment of 100s of thousands and millions of people in both countries, would have resulted in radioactive poisoning of the atmosphere and in time of every dimension of our planet and would be speed via wind and water and even soil to the far reaches of the planet until that planet was uninhabitable: no plant life, no animal life, no human life, and we you and I would not be talking right now. -

Stephens Spine and Neurosciences Institute, University of Arkansas for Medical Sciences, Little Rock, Arkansas The 35th president of the United States, John F. Kennedy (JFK), experienced chronic back pain beginning in his early 20s. He underwent a total of 4 back operations, including a discectomy, an instrumentation and fusion, and 2 relatively minor surgeries that failed to significantly improve his pain. The authors examined the nature and etiology of JFK’s back pain and performed a detailed investigation into the former president’s numerous medical evaluations and treatment modalities. The Press Office: A Presidential News Conference Simulation Topic: President Kennedy’s Press Conferences Grade Level: 9-12 Subject Area: US History after World War II Time Required: 1-2 hours Goals/Rationale President Kennedy was the first US president to hold live televised press conferences. During his years in office he held, on average, one every sixteen days. In this lesson, students act as members of President Kennedy’s Press Office with an assignment to prepare a briefing for the president on topics that may come up in a specific press conference. To fulfill this assignment, students explore the Kennedy Library website, using both primary and secondary sources. As a culminating activity, students participate in a simulated press conference either virtually or in class. Essential Question: How might a president address the public about important issues? John Tiplady p. 1. How did the Doctrine of Flexible Response Contribute to the Resolution of the Berlin Crisis of 1961? The expansion of conventional forces, hardline rhetoric and propaganda initiatives, in anticipation of a crisis affecting US access to West Berlin, served to convince Nikita Khrushchev of the Kennedy administration’s willingness to use military force to protect their position in Berlin. These tactics demonstrated “flexible response” in action and ensured a temporary and peaceful resolution to the Berlin question. John F. Kennedy’s use of political and military pressure resulted in a softening of Khrushchev’s stance on Berlin and the construction of the Berlin Wall; an action which posed a far less significant threat to the US than a Soviet Union (USSR) - East German (GDR) peace treaty which Khrushchev had previously threatened. The actions of the Kennedy administration at the Vienna Summit, actions taken in the lead up to the wall’s construction, and Kennedy’s response thereafter, demonstrated adherence to the key tenets of flexible response: moderation, proportionality and the exploration of diplomacy. Reflecting on the events of 1961 at a North Atlantic Council Ministerial meeting in April 1962, Robert McNamara stated “that it is not unlikely that the North Atlantic Treaty Organization’s (NATO) non-nuclear buildup conveyed to the Soviets the right message about Berlin. Greater manpower in Berlin gave the Soviets second thoughts.”1 This essay will argue that the Kennedy administration’s application of the doctrine of flexible response heavily contributed to a peaceful outcome to the Berlin Crisis by ensuring proportional U.S. -
