Transport Department Notice Special Traffic And TRANSPORT DEPARTMENT NOTICE SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR 2016 HONG KONG CYCLOTHON Notice is hereby given that special traffic and transport arrangements will be implemented on 25 September 2016 (Sunday) to facilitate the holding of the 2016 Hong Kong Cyclothon: I. TRAFFIC ARRANGEMENTS FOR THE RACE ON 25 SEPTEMBER 2016 (Please refer to Plans 1, 2 and 3) (A) Road Closures The following major roads will be closed to all vehicular traffic at the time specified below (except vehicles with closed road permits issued by the Transport Department): KOWLOON Phase I From 1.00 am to about 11.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) West Kowloon Highway southbound between Tsing Kwai Highway and the slip road leading from West Kowloon Highway to Road D1A(N) southbound; (ii) The slip road leading from Lin Cheung Road southbound to Lai Cheung Road eastbound; and (iii) The slip road leading from Lai Po Road northbound to Tsing Sha Highway eastbound. Traffic Diversions: (i) Vehicles on Mei Ching Road will be prohibited from entering West Kowloon Highway via the slip road leading from Mei Ching Interchange to West Kowloon Highway southbound; and (ii) Vehicles on Lai Po Road northbound will be prohibited from entering the slip road leading to Tsing Sha Highway eastbound. From 1.00 am to about 6.00 pm on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Both bounds of Hung Hom Bypass between Salisbury Road and Hung Hom Road; (ii) Princess Margaret Road Link southbound between Metropolis Drive and Hung Hom Bypass; (iii) The slip road leading from Metropolis Drive to Hung Hom Bypass; (iv) Hong Wan Path; Page 1 of 23 (v) Science Museum Road westbound between Salisbury Road and Science Museum Square; (vi) Both bounds of Salisbury Road Underpass; (vii) Both bounds of Salisbury Road between Science Museum Road and Chatham Road South; (viii) Salisbury Road southbound between Cross Harbour Tunnel Administation Building and Science Museum Road; (ix) Mody Lane; and (x) Mody Road between Mody Lane and Science Museum Road. Traffic Diversions: (i) Vehicles on Hung Hom Road southbound will be directed onto the slip road leading from Hung Hom Bypass to Cheong Wan Road and other destinations; (ii) Vehicles on Princess Margaret Road Link southbound will be diverted to turn right onto Metropolis Drive westbound; (iii) Vehicles on Metropolis Drive eastbound will be diverted to turn left onto Princess Margaret Road Link northbound or the down ramp slip road leading to Hung Lai Road eastbound; (iv) Vehicles on Science Museum Road southbound will be diverted to turn left onto Hong Chong Road northbound; (v) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Chatham Road South northbound along the 1st and 2nd lane (except for franchised buses); (vi) Vehicles on Chatham Road South southbound will be diverted to turn right onto Salisbury Road westbound (except for franchised buses), or diverted to turn right onto Cameron Road westbound during the closure of Salisbury Road westbound in phase II road closure; (vii) Vehicles on Salisbury Road southbound will be diverted onto Hong Chong Road northbound; and (viii) Vehicles on Mody Road eastbound will be diverted onto Mody Road westbound. Phase II From 2.30 am to about 11.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Canton Road southbound between Haiphong Road and Peking Road; (ii) Kowloon Park Drive northbound between Salisbury Road and Canton Road; (iii) Peking Road westbound between Canton Road and Kowloon Park Drive; (iv) Ashley Road southbound between Peking Road and Middle Road; (v) The 2nd and 3rd lanes of Middle Road westbound between Hankow Road and Kowloon Park Drive; (vi) Salisbury Road westbound between Star Ferry Pier and Chatham Road South; (vii) Salisbury Road eastbound between Star Ferry Pier and Canton Road; (viii) The 4th lane of Salisbury Road eastbound between Kowloon Park Drive and Hankow Road; th th (ix) The 4 and 5 lanes of Salisbury Road eastbound between Hankow Road and Nathan Page 2 of 23 Road; (x) Chatham Road South southbound between Mody Road and Salisbury Road (except for franchised buses); (xi) The slip road leading from Lin Cheung Road southbound to Road D1A(N) southbound; and (xii) The 3rd to 6th lanes of Road D1A(N) southbound. Traffic Diversions: (i) Vehicles on Canton Road southbound will be diverted to turn left onto Haiphong Road eastbound; (ii) Vehicles on Salisbury Road eastbound will be prohibited from turning left onto Kowloon Park Drive northbound; (iii) Vehicles on Middle Road westbound will be diverted to turn left onto Kowloon Park Drive southbound; (iv) Vehicles on Nathan Road southbound will be diverted to turn left onto Salisbury Road eastbound; (v) Vehicles on Lin Chueng Road southbound will be prohibited from entering the slip road leading to Road D1A(N) southbound; (vi) Vehicles on Peking Road eastbound will be prohibited from entering Ashley Road; (vii) Vehicles on Chatham Road South southbound will be diverted to turn right onto Cameron Road westbound or turn left onto Mody Road eastbound (except for franchised buses). Phase III From 3.00 am to about 11.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Austin Road West westbound between Canton Road and Nga Cheung Road; (ii) The elevated road of Nga Cheung Road northbound between Austin Road West and Jordan Road; (iii) Jordan Road eastbound between Hoi Po Road and Road D1A(N); and (iv) The 4th lane of Jordan Road westbound between Road D1A(N) and Hoi Po Road. Traffic Diversions: (i) Vehicles on Austin Road westbound will be diverted to turn onto Canton Road northbound or Canton Road southbound; (ii) Vehicles on Canton Road northbound will be prohibited from turning left onto Austin Road West westbound; (iii) Vehicles from International Commerce Centre will be diverted to turn left onto the elevated road of Nga Cheung Road southbound; (iv) Vehicles on Jordan Road westbound leading for Lin Cheung Road will be diverted via Jordan Road westbound, roundabout and Jordan Road eastbound; (v) Vehicles on Jordan Road eastbound will be diverted to turn left onto Lin Cheung Road northbound; and Page 3 of 23 (vi) Vehicles on the elevated road of Jordan Road westbound will be diverted to turn left onto the elevated road of Nga Cheung Road southbound. Phase IV From 4.30 am to about 11.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Canton Road northbound between China Hong Kong City and Austin Road west; (ii) Canton Road southbound between Peking Road and Salisbury Road; and (iii) Salisbury Road eastbound between Canton Road and Kowloon Park Drive. Traffic Diversions: (i) Canton Road northbound between China Hong Kong City and Kowloon Park Drive will be re-routed to one-way southbound. The traffic on Western Harbour Crossing (Both Bounds) will remain operation during the above road closure. Traffic Arrangements on Access to the Following Road Sections: Vehicles exceeding 4 tonnes in weight or 7 metres in length will be prohibited from entering the following road sections: Time Road Sections from 8.00 pm on 24 September 2016 to The layby outside Mody Road Garden 6.00 pm on 25 September 2016 from 2.30 am to 11.00 am on 25 Chatham Road South southbound between September 2016; Cameron Road and Mody Road from 2.30 am to 6.00 pm on 25 Mody Road between Chatham Road South September 2016 and Mody Lane NEW TERRITORIES Phase I From 1.00 am to about 8.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Upper Deck of Lantau Link Kowloon bound. Page 4 of 23 Traffic Diversions: (i) Vehicles from Lantau to Kowloon will be diverted via the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; (ii) Vehicles from Lantau to Tuen Mun and Yuen Long will be diverted via the Lower Deck of Lantau Link and Ting Kau Bridge northbound before reaching Tuen Mun Road and Tai Lam Tunnel; (iii) Vehicles from Ma Wan to Kowloon will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and (iv) Vehicles from Ma Wan to Tuen Mun and Yuen Long will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link and Ting Kau Bridge northbound before reaching Tuen Mun Road and Tai Lam Tunnel. Phase II From 1.00 am to about 9.00 am on 25 September 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (i) Eagle’s Nest Tunnel Sha Tin bound; (ii) The slip road leading from Ching Cheung Road eastbound to Tsing Sha Highway northbound; and (iii) The northbound carriageways of Tsing Sha Highway between West Kowloon Highway and portal of Eagle’s Nest Tunnel (Shatin bound).

Event Background 2.1. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event.

Part I Criminal implication of services provided by sex workers Is it legal to be a sex worker in Hong Kong? Prostitution is legal in Hong Kong, but almost everything related to prostitution is not. An individual can be fined up to $10,000 or imprisoned for up to 10 years (although 2 months is the standard for soliciting), depending on the offence. It is illegal: 1. to commit an 'immoral act' including • initiating conversation with a customer or using body language, an expression or attire to signal availability to customer • refer to the services available and price • perform sexual services for commercial gain. 2. to rent out, manage or assist in the management of an establishment for the purpose of prostitution, or operate a massage establishment without a licence. 3. to let premises be used for the purpose of an establishment for the purposes of prostitution. 4. to knowingly live off the earnings of others gained through prostitution or control an individual for the purpose of prostitution, including human trafficking for that purpose. 5. to advertise prostitution services.
