Crimea: Anatomy of a decision Daniel Treisman President Vladimir Putin’s decision to seize the Crimean peninsula from Ukraine and incorporate it into Russia was the most consequential of his first 15 years in power.1 It had profound implications for both foreign and domestic policy as well as for how Russia was viewed around the world. The intervention also took most observers—both in Russia and in the West—by surprise. For these reasons, it is a promising case from which to seek insight into the concerns and processes that drive Kremlin decision-making on high-stakes issues. One can distinguish two key questions: why Putin chose to do what he did, and how the decision was made. In fact, as will become clear, the answer to the second question helps one choose among different possible answers to the first. Why did Putin order his military intelligence commandos to take control of the peninsula? In the immediate aftermath, four explanations dominated discussion in the Western media and academic circles. A first image—call this “Putin the defender”—saw the Russian intervention as a desperate response to the perceived threat of NATO enlargement. Fearing that with President Viktor Yanukovych gone Ukraine’s new government would quickly join the Western military alliance, so the argument goes, Putin struck preemptively to prevent such a major strategic loss and to break the momentum of NATO’s eastward drive (see, e.g., Mearsheimer 2014). 1 This chapter draws heavily on “Why Putin Took Crimea,” Foreign Affairs, May/June, 2016. JEMEAA - FEATURE Why Are Warm- Water Ports Important to Russian Security? The Cases of Sevastopol and Tartus Compared TANVI CHAUHAN Abstract This article aims to examine why Russia’s warm-water ports are so important to Russian security. First, the article defines whatsecurity encompasses in relation to ports. Second, the article presents two case studies: the Crimean port of Sevasto- pol and the Syrian port of Tartus. This article proves that warm-water ports are important to Russian security because they enable Russia to control the sea, proj- ect power, maintain good order, and observe a maritime consensus. Each of these categorical reasons are then analyzed in the Crimean and Syrian context. The re- sults are compared in regional perspective, followed by concluding remarks on what the findings suggest about Russian foreign policy in retrospect, as well as Russian security in the future. Introduction General discourse attribute ports with a binary character: commercial or naval. However, the importance of ports is not limited to those areas alone. Security in the twenty- first century has come to constitute multidimensional relationships, so this article will approach the importance of warm- water ports for security by us- ing the broad concept of maritime security, rather than naval security alone. Previ- ously, the maritime context covered naval confrontations and absolute sea control, but today, scholars have elaborated the maritime environment to include security missions spanning from war and diplomacy to maritime resource preservation, safe cargo transit, border protection from external threats, engagement in security operations, and preventing misuse of global maritime commons.1 Thus, maritime security has crucial links to political, economic, military, and social elements. -

8. Ukraine's long and winding road to the European Charter for Regional or Minority Languages Bill Bowring and Myroslava Antonovych 1. Introduction This paper tackles the paradoxical role played by the European Charter for Regional or Minority Languages (ECRML) both in the formulation of government policy, and in the turbulent politics of Ukraine, and the vexed question of the status of the Russian language in the country. The authors contend that the charter has achieved great symbolic signifi- cance in Ukraine. However, the actual content of its ratification remains the subject of confusion. That is, ratification and implementation of the charter have become strictly political rather than policy objectives, not only leading to surprising reversals in the ratification process (Ukraine has ratified it not once but twice), but also to implementation in forms not anticipated in the charter itself. It is ironical that the ECRML was designed: ... [to allay] the fears of governments, who would have reacted negatively to anything seen as posing a threat to national unity of the territorial integrity of the state, but which were more open to accepting the existence of cultural and linguistic diversity on their territories.1 In Ukraine the ECRML has played a very different role. This "symbolic capital" of the charter is explored in the following account and analysis of its history in Ukraine from 1996 to the present. The paper is organised as follows. The authors start with the unintended consequences of Ukraine's ratification of the ECRML and next proceed to an exploration of the interplay of the linguistic and political history of Ukraine. -

DUYGU BAZOGLU SEZER The Changing Strategic Situation in the Black Sea Region Introduction The wider Black Sea region, which includes almost a dozen countries stretching from the Balkans to the Caspian Sea,1 has become one of the world’s most dynamic and fluid areas in the post-Cold War and post-Soviet era. The Black Sea region is bordered on the west by the Balkans; on the east, by the Caucasus, two of the most conflict-ridden sub-regions in the 1990s on the periphery of Europe. Spanning thus the southern belt of the easternmost periphery of Europe, the newly evolving strategic situation in the Black Sea proper has important implications for European security. This paper will address the following questions: What essentially has changed in the Black Sea region? Second, what are the main issues that are on the agenda of Black Sea politics? Clearly, these two questions are interrelated. The discussion is intended to throw light on how the Black Sea region has slowly been acquiring a new significance in and of itself, and how developments in this region relate to and impinge upon European security. What has changed? From Rivalry to Cooperation The end of the Cold War has terminated the Black Sea’s position as one of the immediate zones of global ideological and military confrontation between two power blocs. Only eight years ago the Black Sea, surrounded by three Warsaw Pact countries (the Soviet Union, Romania, and Bulgaria) and one NATO country (Turkey), was considered the microcosm of the Cold War. Today that divide of adversity is history. -

Symbolically, this is illustrated by making the Black Sea city of Sochi Russia’s „summer capital” and a place where Vladimir Putin hosts world leaders and Kremlin officials. l The Black Sea is to become a platform from where Russia is able to exert influence on neighboring regions, including the Middle East, the Balkans and the Mediterranean countries. The Kremlin’s accom- plishments in the Black Sea region and friendly ties with the Turkish authorities successfully obstructed shipping Caspian hydrocarbon supplies to Europe. l Thanks to the annexation of Crimea from Ukraine in 2014 and increased combat capabilities in the immediate vicinity of the peninsula, Russia finally managed to regain dominance across the Black Sea it had lost in 1991. For Russia, it is vital to exert full control over Crimea as it will permit the Kremlin to hold Kiev in check while extending field reconnaissance activities and firing capabilities to the vast area of the Black Sea. -

Alekseev, Nizhny Novgorod, Russian Federation *e-mail: [email protected] The present paper deals with the potential strong tsunamigenic earthquakes with the sources localized in the Black and Azov seas at the entrance and exit of the Kerch Strait, respectively. Since, at present time, the tsunami hazards are usually assessed for the critical earthquake magnitude values, potential strong earthquakes with a magnitude M = 7 are studied. The seismic sources of elliptical form are considered. When choosing the source location in the northeast of the Black Sea, the most seismically dangerous areas of the basin under consideration are allowed for. Numerical simulation is carried out within the framework of the nonlinear shallow water equations with the dissipative effects taken into account. Two possible scenarios of tsunami propagation at the chosen source locations are analyzed. The wave characteristics are obtained for a tsunami wave motion both from the Black Sea through the Kerch Strait to the Azov Sea. The symmetrical problem for a tsunami wave propagation from the Azov Sea through the Kerch Strait to the Black Sea is also considered. Spectral analysis of the tsunami wave field is carried out for the studied basin. The wave and energy characteristics of the tsunami waves in the area of the bridge across the Kerch Strait are subjected to the detailed examination and assessment. -
