The face of Homeland Security is now heavily focused on the prevention, preparedness, response and recovery of terrorist attacks not only in the United States, but also amongst some of America’s oldest allies. This thesis studies the level of change in homeland security strategy of European NATO members after the 9/11 attacks in the United States. The analysis of strategic components within each NATO member’s homeland security strategy (history, laws, counterterrorism agencies and budget support) shows significant change. The international community’s perspective and role in terrorism and homeland security strategy can be an important component toward the safety and security in the United States. Terrorism’s influence on homeland security programs abroad is evidence that its successful mitigation and defeat will be contingent upon international cooperation and strategy. ! INTRODUCTION In a globalized world, the attacks of 9/11 not only had a profound influence on the United States but also on many other countries. The purpose of this thesis is to examine how America’s close allies—long time members of NATO—responded, what resolutions were adopted, what new laws were enacted, and if agencies reorganized indicating a greater influence of terrorism in strategic parts of the world. “Terrorism” and “Homeland Security” are two terms that have found their way into the vocabulary of society as a result of the attacks on 9/11. Terrorism is often subjective and has different meanings to different governments. Some governments define certain tactics used by groups as terrorism, while others may see these tactics as a form of liberation or nationalism.1 Terrorism’s bias and negative nature inhibit it from having one all-encompassing definition. However, efforts are still being made to discover the commonalities in the term across the international community. In many ways the term parallels the change in terrorism itself. (Winter, 2002-2003), pp. 30-58. ! $ goes onto explain that while the actions of terrorism are in dispute, the following four characteristics are always present: 1. Terrorism always has a political nature. 2. Terrorism’s non-state character distinguishes terrorism, even when the terrorists receive support from state sources. 3. Terrorism deliberately targets the innocent, which also distinguishes it from state uses of force that inadvertently kill innocent bystanders. 4. Terrorists do not abide by international laws or norms and, to maximize the psychological effect of an attack, their activities have a deliberately unpredictable quality.3 Throughout the decades, many attempts to give a concrete and accurate definition to the term “terrorism” have failed. The definition of terrorism is controversial because it is often confused between lawful and unlawful use of force by both state and non-state actors in certain situations. This confuses groups of people across the nations. For example, some countries may consider the bombing of Western targets an act of jihad, while others perceive it as terrorism. Islamic extremists who engage in violence abroad are sometimes considered “freedom fighters”

    Denmark: Extremism & Counter-Extremism Two people were killed and five injured during two gun attacks in Copenhagen, Denmark on February 14–15, 2015. The first attack occurred at a free speech event hosted by Swedish cartoonist Lars Vilks on February 14, 2015. Vilks has faced numerous death threats since publishing cartoons in 2007 depicting the Prophet Mohammad. The second attack occurred at Copenhagen’s Great Synagogue the next day, where one person was shot dead and two others wounded. Danish police shot and killed the suspected perpetrator—identified as Omar El-Hussein, a 22-year-old Danish citizen of Palestinian origin who was reportedly known to Danish intelligence. (Sources: New York Times [1], The Local [2], Guardian [3]) In September 2016, a gunman critically injured two police officers and a bystander in the Christiania district of Copenhagen, and later died from his wounds in a nearby hospital. ISIS claimed responsibility for the attack, referring to the perpetrator as a “soldier of the Islamic State.” Danish authorities swiftly denied ISIS’s role in the shooting, saying they had no evidence the shooter was linked to ISIS, though he may have sympathized with Islamic extremists. (Sources: Independent [4], Fox News [5]) Overview Over the past decade, Danish authorities have identified Islamist extremist ideology as a serious and imminent threat. In particular, authorities have been concerned by the threat from al-Qaeda [6] since the publication of controversial cartoons in 2005 and 2008. More recently, Denmark’s participation in the U.S.-led coalition against ISIS has put the country on a higher alert of Islamist attacks.

    UNCLASSIFIED 28 May 2014 Danish Islamist circles with an impact on the terrorist threat to Denmark Summary There are Islamist circles in Denmark which disseminate a militant Islamist ideology. These circles are especially found in and around major cities, and particularly in Copenhagen, Aarhus and Odense. The radicalisation often includes an explicit justification for using violent means in the fight against perceived enemies of Islam. Centre for Terror Analysis (CTA) assesses that there are a few hundred people who actively support a militant Islamist ideology in Denmark, and that the number of sympathisers is much higher. CTA assesses that these circles actively engage in recruitment and radicalisation of young people in a militant Islamist direction. This is done by giving classes in certain mosques, at private locations and through social media. Some of the radicalisers involved in the recruitment of young people to these circles are known to the Danish Security and Intelligence Service from previous Danish terror cases. Since 2010, the Islamist circles have especially used social media to disseminate militant Islamist propaganda. Radicalisers within Islamist circles increasingly use Syria as a platform for recruitment and radicalisation of young people, including for the purpose of sending them to Syria. A growing number of young men and women with links to the Islamist circles travel to Syria to engage in the armed fighting. CTA assesses that some individuals within the Islamist circles share a militant Islamist ideology and intend to commit acts of terrorism in Denmark. CTA further assesses that some individuals from Islamist circles have obtained specific military skills during their stay in Syria, which can be used for committing a terrorist attack in Denmark or against Danish interests abroad.

The second attack occurred at Copenhagen’s Great Synagogue, where one person was shot dead and two others wounded. Danish police shot and killed the suspected perpetrator— reportedly known to Danish intelligence— on February 15, 2015. The threat of Islamic extremism in Denmark has grown since 2005, when images of Mohammed drawn by Danish cartoonist Kurt Vertergaard were published in the newspaper Jyllands-Posten. Danish embassies in Iran, Lebanon, Pakistan, and Syria were attacked between 2005 and 2008 and there have been multiple attempts made on Vertergaard’s life, including an attack by an axe- wielding extremist who forced himself into Vertergaard’s home in 2010. Denmark has sought to strengthen domestic counter-extremism efforts, including by launching an innovative rehabilitation program for returning foreign fighters. Denmark is a member of the U.S.-led coalition against ISIS. Overview Over the past decade, Danish authorities have identified Islamic extremist ideology as a serious and imminent threat. In particular, authorities have been concerned by the threat from al-Qaeda since the publication of controversial cartoons in 2005 and 2008. The problem of young men travelling to conflict zones such as Somalia, Pakistan – and now recently Syria – to engage in combat has become an increasingly apparent security issue in several European countries. The task of this report was to identify and assess methods and initiatives in some selected countries to prevent individuals from traveling to conflict zones and to see which of these responses can offer transferable lessons to a Swedish context. The recommendations made are well in line with the earlier report presented in 2009 by SNDC/CATS to the Ministry of Integration and Gender Equality (“Threats to democracy and fundamental values – a picture of the situation in Malmö” (Hot mot demokrati och värdegrund – en lägesbild från Malmö)). The most important recommendation – then as now – is to try to address the bureaucratic 'gap' between the central government and the municipal level by designating a national actor to coordinate and harmonise preventative actions.

Less research has been made in Denmark on online radicalisation of users in the manosphere. This thesis aims to determine if YouTube’s recommendation algorithm radicalise in anti-feminist ways and examine preventative solutions which can be made in Denmark. This thesis problem field was analysed based on reviews of literature of YouTube’s recommendation algorithm, desk research of preventative measures for online radicalisation, and two conducted expert interviews from Denmark. The thesis finds that YouTube’s recommendation algorithm has been found to guide users towards content with extremist tendencies, and that the algorithm (especially) seems to recommend channels in the manosphere to users watching mainstream political content like CNN, Barack Obama, and Bernie Sanders. On this basis, it is recommended that legislation and governmental bodies in Denmark work to ensure ability to monitor, test, and evaluate machine learning algorithms, so that changes can be ensured when needed.
