    IMD Partner in Democracy A NNUAL R EPORT 2005 The IMD – an institute of political parties for political parties The Institute for Multiparty Democracy (IMD) is an institute of political parties for political parties. Its mandate is to encourage the process of democratisation in young democracies by providing support to political parties as the core pillars of multi- party democracy. IMD works in a strictly non-partisan and inclusive manner. Through this approach, the Institute endeavours to contribute to properly functioning, sustainable pluralistic political party systems. It also supports the activities of civil society groups which play a healthy role in multi-party democracies, even though they are not part of any formal party structure. IMD was set up by seven Dutch political parties in 2000 in response to requests for support from around the world. The IMD’s founding members are the Dutch Labour Party (PvdA), Liberal Party (VVD), Christian Democratic Party (CDA), Democratic Party (D66), Green Party (GroenLinks), Christian Union (ChristenUnie) and Reformed Party (SGP). The legislation was supported by 280 out of 324 MPs who voted – an 86% majority. However, much has changed since then: an overwhelming majority of ordinary South Africans, members of parliament (MPs) and political science experts are now opposed to floor crossing in this country. According to German political scientist Prof. Hans-Joachim Veen, floor crossing is ‘dysfunctional’ in a parliamentary system since it prevents parties in government and in opposition from acting as they should.

    1 (April 27, 2002) Polyarchy dataset Measures of democratization 1999-2000 Tatu Vanhanen Introduction The measures of democratization covering the years 1999 and 2000 are in this dataset the same as in the Polyarchy dataset 1810-1998, with one important change. Because referendums can be regarded to represent an additional dimension of democracy, they are now taken into account in the calculation of the Index of Democratization (ID). Referendums have been used in some countries, especially in Switzerland and the United States, since the 19th century, and their frequency has increased during the last decades (see Butler and Ranney 1994; Butler 1995; Gallagher 2001). As David E. Butler notes, referendums in Switzerland and some American states "have become a way of life, accepted as an essential part of democratic process" (1995: 1044). Generally speaking, referendums are used to deal with major issues or issues that seem to transcend the regular party alignments (see Gallagher 2001). In many European countries, for example, there have been important referendums on European integration (see Hug and Sciarini 2000). It is reasonable to argue that referendums increase the degree of democracy, because they give voters the possibility to decide some issues directly. Thus referendums represent the most important form of direct democracy in contemporary states (cf. Beyle 2000: 25). In the Polyarchy dataset, all types of national referendums and also state referendums are taken into account. Data on state referendums are mainly from the United States. Referendums are combined with the Participation variable in such a way that each national referendum adds the degree of participation by 5 points and each state referendum by 1 point for the year when the referendum took place.

A democratic constitution was adopted in 1985, and a democratically-elected government was inaugurated in 1986. Democratic institutions remain fragile. A 36- year civil war ended in 1996 with the signing of the Peace Accords between the government and the left-wing guerrilla movement. The accords not only ended the civil conflict, but constituted a blueprint for profound political, economic, and social change to address the conflict’s root causes. They outline a profound restructuring of state institutions, with the goals of ending government security forces’ impunity from prosecution, consolidating the rule of law; shifting government funding away from the military and into health, education, and other basic services to reach the rural and indigenous poor; and the full participation of the indigenous population in local and national decision making processes. From1997-2003, U.S. assistance to Guatemala focused on support of the peace process. Aid has declined from about $60 million in FY2002 to $38 million requested for FY2005. In the conference report for the FY2004 omnibus appropriations bill (H.Rept. 108-401), Congress criticized the Administration’s strategy of reducing staffing and funding for Guatemala.
