United Nations A/HRC/39/73/Add.1 General Assembly Distr.: General 7 September 2018 English only Human Rights Council Thirty-ninth session 10–28 September 2018 Agenda item 10 Technical assistance and capacity-building Report of the Special Rapporteur on the situation of human rights in Cambodia* This addendum to the annual report (A/HRC/39/73) focuses on human rights issues leading up to and around the 2018 National Assembly elections. During the interactive dialogue at the Human Rights Council’s thirty-sixth session, many States requested the Special Rapporteur pay particular attention to the human rights impact of the political situation ahead of the national elections. As the annual report to the Council was submitted before the election held on 29 July 2018, this addendum seeks to analyse the human rights situation in Cambodia during the electoral period, as well as the impact of the elections thereon. This addendum includes information up to 15 August 2018, when the final results were announced. Many of the concerns related to legislation and individual cases have previously been raised with the Royal Government of Cambodia in communications. A draft of this addendum was shared with the Government on 20 August. This addendum includes information on specific cases and alleged violations of human rights received by the Special Rapporteur. Some names and other personal identifying details have been withheld where divulging them may place the source at risk: details have only been included with the explicit informed oral consent of the source. Only information considered reliable and credible has been included. -
Revolution, Reform and Regionalism in Southeast Asia
Revolution, Reform and Regionalism in Southeast Asia Geographically, Cambodia, Laos and Vietnam are situated in the fastest growing region in the world, positioned alongside the dynamic economies of neighboring China and Thailand. Revolution, Reform and Regionalism in Southeast Asia compares the postwar political economies of these three countries in the context of their individual and collective impact on recent efforts at regional integration. Based on research carried out over three decades, Ronald Bruce St John highlights the different paths to reform taken by these countries and the effect this has had on regional plans for economic development. Through its comparative analysis of the reforms implemented by Cam- bodia, Laos and Vietnam over the last 30 years, the book draws attention to parallel themes of continuity and change. St John discusses how these countries have demonstrated related characteristics whilst at the same time making different modifications in order to exploit the strengths of their individual cultures. The book contributes to the contemporary debate over the role of democratic reform in promoting economic devel- opment and provides academics with a unique insight into the political economies of three countries at the heart of Southeast Asia. Ronald Bruce St John earned a Ph.D. in International Relations at the University of Denver before serving as a military intelligence officer in Vietnam. He is now an independent scholar and has published more than 300 books, articles and reviews with a focus on Southeast Asia, -

Mission Statement The Center for Khmer Studies promotes research, teaching and public service in the social sciences, arts and humanities in Cambodia and the Mekong region. CKS seeks to: • Promote research and international scholarly exchange by programs that increase understanding of Cambodia and its region, •Strengthen Cambodia’s cultural and educational struc- tures, and integrate Cambodian scholars in regional and inter- national exchange, • Promote a vigorous civil society. CKS is a private American Overseas Research Center support- ed by a consortium of educational institutions, scholars and individuals. It is incorporated in the state of Delaware, USA. It receives partial support for overhead and American fellowships from the US Government. Its pro- grams are privately funded. A/HRC/39/73 Advance Edited Version Distr.: General 15 August 2018 Original: English Human Rights Council Thirty-ninth session 10–28 September 2018 Agenda item 10 Technical assistance and capacity-building Report of the Special Rapporteur on the situation of human rights in Cambodia Note by the Secretariat The Secretariat has the honour to transmit to the Human Rights Council the report of the Special Rapporteur on the situation of human rights in Cambodia, Rhona Smith, submitted pursuant to Council resolution 36/32. It covers the period from June 2017 to June 2018, during which the Special Rapporteur undertook two missions to Cambodia. The Special Rapporteur observes that strong economic growth has provided resources to improve social protection and access to education, decent work and health care. However, she expresses concerns about regression of political rights and the enjoyment of fundamental freedoms, which continue to have implications for the protection and promotion of all human rights in the country. Human rights defenders are particularly at risk. A/HRC/39/73 I. Introduction 1. The present report is submitted pursuant to Human Rights Council resolution 36/32. During the year under review, the Special Rapporteur monitored the situation of human rights in Cambodia, receiving information from different stakeholders, including the Government, civil society organizations and private citizens. She undertook two missions to Cambodia: from 8 to 17 August 2017 and from 5 to14 March 2018. The present report covers the period from June 2017 to June 2018, drawing on the findings from the two missions as well as other information received throughout the year. -

IMD Partner in Democracy A NNUAL R EPORT 2005 The IMD – an institute of political parties for political parties The Institute for Multiparty Democracy (IMD) is an institute of political parties for political parties. Its mandate is to encourage the process of democratisation in young democracies by providing support to political parties as the core pillars of multi- party democracy. IMD works in a strictly non-partisan and inclusive manner. Through this approach, the Institute endeavours to contribute to properly functioning, sustainable pluralistic political party systems. It also supports the activities of civil society groups which play a healthy role in multi-party democracies, even though they are not part of any formal party structure. IMD was set up by seven Dutch political parties in 2000 in response to requests for support from around the world.
