United States African Development Foundation (This page was intentionally left blank) 2 USADF 2015 CONGRESSIONAL BUDGET JUSTIFICATION United States African Development Foundation THE BOARD OF DIRECTORS AND THE PRESIDENT OF THE UNITED STATES AFRICAN DEVELOPMENT FOUNDATION WASHINGTON, DC We are pleased to present to the Congress the Administration’s FY 2015 budget justification for the United States African Development Foundation (USADF). The FY 2015 request of $24 million will provide resources to establish new grants in 15 African countries and to support an active portfolio of 350 grants to producer groups engaged in community-based enterprises. USADF is a Federally-funded, public corporation promoting economic development among marginalized populations in Sub-Saharan Africa. USADF impacts 1,500,000 people each year in underserved communities across Africa. Its innovative direct grants program (less than $250,000 per grant) supports sustainable African-originated business solutions that improve food security, generate jobs, and increase family incomes. In addition to making an economic impact in rural populations, USADF’s programs are at the forefront of creating a network of in-country technical service providers with local expertise critical to advancing Africa’s long-term development needs. USADF furthers U.S. priorities by directing small amounts of development resources to disenfranchised groups in hard to reach, sensitive regions across Africa. USADF ensures that critical U.S. development initiatives such as Ending Extreme Poverty, Feed the Future, Power Africa, and the Young African Leaders Initiative reach out to those communities often left out of Africa’s growth story. -
Child Poverty and Social Protection in Central and Western Africa CROP International Poverty Studies
CROP International Poverty Studies, vol. 5 CROP This timely book deals jointly with multi-dimensional child poverty and so- cial protection in Western and Central Africa in the context of the Sustain- able Development Goals, the Livingstone declaration, and the UN Social Protection Floor. It argues that an improved social protection coverage is needed to prevent and address the consequences of child poverty, be- cause in spite of a decline of child poverty since the start of the millenni- um, concomitant problems such as the increasing number of child brides, Nébié unregulated migration, and child traffi cking remain intractable. Child poverty is different from adult poverty, requiring its own, independent Africa and Western in Central ection Pr and Social et al. (eds.) Child Poverty measurement. This book posits that child poverty should be measured based on constitutive rights of poverty, using a multi-dimensional ap- proach. The case is also made that the underlying drivers of child poverty are inequity and inequality, lack of access to basic social services, and the presence of families without any type of social protection. Mapping current interventions, practices, and contributions of social protection in dealing with child poverty whilst recognizing its limitations, no practical policy recommendations for Western and Central Africa can be devised without acknowledging the results contained in this volume. “Comparative case studies and empirical evidence, along with important theoretical insights on childhood deprivation, are at the core of this out- standing book which should be mandatory reading for policymakers as well as academic researchers and graduate students who are working in Child Poverty and this fi eld.” Jamee K. -

Situation analysis Description of the disaster This Food Security crisis is a regional crisis affecting the Sahel area2; consequently this appeal is part of wider response in the Region and is included in the IFRC Sahel Food Insecurity Regional Operational Strategic Plan. Africa DMU and IFRC Sahel Regional Office has identified 6 strategic areas that would be best appropriate to help expedite the response actions by National Societies and enable the regional office to provide appropriate and timely action. These comprise the following: information gathering and data analysis; communication and advocacy; coordination of project design DREF/Appeals; resource mobilization and enhancing partnerships; timely monitoring and evaluation and accountability and quality assurance. -

The main schools of thought regarding the status of saints have a clear position, while the ongoing debate regarding the practices and procedures of cemetery visits has not reconciled the conflicting views; all this creates considerable confusion in the Islamic community, with repercussions not only in religious behaviour and practices, but also in social relations and sometimes even in politics. -

Funds will allow the Union to expand their cultivation plot to 2 hectares by installing a new irrigation system and building a fence around it to protect it from roaming animals.. Coopérative El Emen Berbâré 2014-2017 $85,526 Sector: Agriculture (Vegetables) 3163-MRT Town/City: Hodh El Gharbi Region Summary: The project funds will be used to install a new irrigation system and fence it to protect it from roaming animals. The Cooperative will set up a borehole extraction system to provide a reliable and constant source of water to the production perimeter. These activities will enable Cooperative members to dramatically increase the volume of vegetables sold and the profit earned by group members. -

pt FEWS Country Report JUNE 1988 MAURITANIA VULNERABILITY ASSESSMENT FAMINE EARLY WARNING SYSTEM Produced by the Office of Technical Resources - Africa Bureau - USAID FAMINE EARLY WARNING SYSTEM The Famine Early Warning System (FEWS) is an Agency-Aide effort coordinated by the U.S. Agency for International Development (USAID)'s Africi. Bureau. Its mission is to assemble, analyze and report on the complex conditions which may lead to famine in any one of the following drought-prone countries in Africa: " Burkir.a a Chad * Ethiopia 0 Mall • Mauritania 9 Mozambique a Niger . Sudan FEWS reflects the Africa Bureau's commitment to providing reliable and timely information to decision-mnkers within the Agency, within the eight countries, and among the broader donor community, so that they can take appropriate actions to avert a famine. FEWS relies on information it obtains fioma a wide variety of sources including: USAID Missions, host governments, private voluntary organizatictns, international donor and relief agencies, and the remote sensing and academic communities. In addition, the FEWS system obtadns information directly from FEWS Field Representatives currently assigned to six USAID Missions. FEWS analyzes the information it collects, crosschecks and analyzes the data, anti systematically disseminates its findings through the following publications: " FEWS Country Rerorts - produced monthly during the growing season, and bimonthly during the rest of the year (for more information on FEWS publications turn to the back inside cover of this report); and " FEWS Bulletins - produced every ten days during tLe growing season In addition, FEWS serves the USAID staff by " preparing FEWS A4ert Memoranda for distribution to top USAID decision-makerswhea dictated by fast-breaking events; " preparing Special Reports, maps, briefings, analyses, etc. -

Summary Mauritania like many countries across the Sahel is facing a deteriorating food and nutrition crisis in 2015. At the end of May, ECHO reported that across the Sahel, close to 7.5 million people require emergency food assistance1 – a figure of a similar order to the last major regional crisis in the Sahel in 2012, and demonstrating the urgent need for emergency response, particularly as the Sahel enters its annual lean season (typically June to September). -
