Usable potable water supplies are limited to the Matsheng village areas. Economic fresh water supplies identified during recent groundwater investigations are located in village areas of Lokgwabe and Lehututu. Brackish water supplies identified outside the village areas are not available for use by livestock using communal grazing areas as they are either in areas already occupied or in areas with other land use designations. 2. No significant usable water supplies were identified in the communal grazing areas through the MAGI programme, and based on the available geophysical evidence, the chances of striking groundwater supplies for livestock in Matsheng communal areas are poor. 3. Total water consumption in the Matsheng area during the past year (to May 1995) is estimated at 254,200m' (697 m' per day). Of this amount about 150,000 m' (60%) are consumed by livestock watered at about 150 wells, boreholes and dams on pans. 4. Matsheng village households using public standpipes consume about 670 litres per household per week, or 20 litres per person per day (67% of the 30 litre DWA standard rate for rural village standpipe users). Residents of the four RAD settlements served by council bowsers received a ration of about 7 litres per person per day, or just 23% of the DWA standard. -

Bahta | International Livestock Research Institute | Nairobi | Kenya DOI: 10.1481/icasVII.2016.b07 ABSTRACT We conducted a survey to evaluate the growth of goats and sheep under communal grazing, and to determine the relationship between weight, heart girth, shoulder height, and body condition score in Kweneng, Central and Kgalagadi districts, Botswana. The same animals were measured on two separate occasions, approximately one month apart, to allow growth rates to be recorded. Significant differences in growth rates between the three case study districts were found for both goats and sheep. Amongst the goats measured, gains in height and weight were significantly greater in the Kweneng district, while gains in heart girth measurement were greatest in the Central district. In the case of sheep, weight gain was significantly higher in the Central and Kgalagadi districts, increases in girth measurement were significantly higher in the Central district, and shoulder height gain was significantly greater in the Kweneng district. Statistical tests were used to determine the relationships between animal weight and the other measures taken for goats and sheep. Heart girth in both goats and sheep was shown to be a significant predictor of weight across all three districts. Likewise, shoulder height proved to be a statistically significant predictor of animal weight for both goats and sheep, across each district. -

Measuring Social Vulnerability to Natural Hazards at the District Level in Botswana

This study applies the household social vulnerability methodology to measure social vulnerability to natural hazards in Botswana. It examines trends in electoral participation in general and that of the youth in particular and attempts an explanation. It draws on the results of accumulated surveys and opinion polls that have been conducted over the years by the Democracy Research Project (DRP) of the University of Botswana. The article argues that the reasons for the lower participation rates among the youth are to be found in traditional Tswana society's political culture that does not consider public affairs a domain for women and the yoU/h. This culture is reproduced by the major agencies of socialisation such as the family, school system, political parties and the media. Introduction Botswana's constitution embraces a liberal democratic system of government. This system enshrines in it among other principles participation by the general population, at least, in the electoral process. The country has experienced three decades of uninterrupted electoral democracy. It is against this background that this article assesses youth participation in the electoral process. -

INTRODUCTION An objective analysis of constitutional model of Botswana has a start from the colonial era within the political relations among the Tswana politicians, traditional leaders and the representatives of the Great Britain. This article seeks to discuss the role of the traditional leaders and politicians in the constitutional construction of Botswana with specific reference to both the 1965 and 1966 constitutions. With the advent of constitutionalism and democracy in Botswana, the role of the institution of traditional leadership was redefined. The constitutional dispensation had a profound impact on the institution of traditional leadership in Botswana and seemingly made serious inroads in the institution by altering the functions, which traditional leaders had during the pre-colonial and colonial periods. For example, constitutional institution such as the National House of Chiefs was established to work closely with the central government on matters of administration particularly those closely related to traditional communities, traditions and customs. This article will also explore and discuss the provisions of both the 1965 and 1966 Constitutions of Botswana and established how they affected the roles, functions and powers of traditional leaders in Botswana. 2. TOWARDS THE CONSTITUTIONAL CONSTRUCTION For many African countries, the year 1960 was the annus mirabilis in which most of them attained independence. Botswana also took an important step towards self-government in the early sixties. In 1959 a Committee of the Joint Advisory Council (JAC) presented a report recommending that this Council should be reconstituted as Legislative Council (LC). -

PROMOTING PARTNERSHIPS FOR CRIMEPREVENTION BETWEEN THE STATE AND PRIVATE SECURITY PROVIDERS IN BOTSWANA BY MPHO MOLOMO AND ZIBANI MAUNDENI Introduction Botswana stands out as the only African country to have sustained an unbroken record of liberal democracy and political stability since independence. The country has been dubbed the ‘African Miracle’ (Thumberg Hartland, 1978; Samatar, 1999). It is widely regarded as a success story arising from its exploitation and utilisation of natural resources, establishing a strong state, institutional and administrative capacity, prudent macro-economic stability and strong political leadership. These attributes, together with the careful blending of traditional and modern institutions have afforded Botswana a rare opportunity of political stability in the Africa region characterised by political and social strife. The expectation is that the economic growth will bring about development and security. However, a critical analysis of Botswana’s development trajectory indicates that the country’s prosperity has it attendant problems of poverty, unemployment, inequalities and crime. Historically crime prevention was a preserve of the state using state security agencies as the police, military, prisons and other state apparatus, such as, the courts and laws. However, since the late 1980s with the expanded definition of security from the narrow static conception to include human security, it has become apparent that state agencies alone cannot combat the rising levels of crime. The police in recognising that alone they cannot cope with the crime levels have been innovative and embarked on other models of public policing, such as, community policing as a public society partnership to combat crime. To further cater for the huge demand on policing, other actors, which are non-state actors; in particular private security firms have come in, especially in the urban market and occupy a special niche to provide a service to those who can afford to pay for it. -

David Sebudubudu and Bugalo Maripe Professor David Sebudubudu is a professor of Political Science and Head of the Department of Political and Administrative Studies, University of Botswana e-mail: [email protected] Bugalo Maripe is a senior lecturer in the Department of Law, University of Botswana e-mail: [email protected] ABSTRACT The central thesis of this article is that the electoral process in Botswana belies the oft-cited claim that the country is a haven of democracy. Botswana has held ten successive elections since 1965, yet the same party, the Botswana Democratic Party (BDP), has been returned to power without fail. At a glance, and taking these elections into consideration, Botswana would appear to be an extraordinary country in the African context – one where democracy is in the process of consolidation. Far from it. A closer assessment shows that Botswana’s electoral competition is deceptive and that there is a deficit of competitive elections, a key requisite for the consolidation of democracy. The article examines the factors that contribute to the flawed electoral competition and concludes that the country’s electoral process does not satisfy international standards of free and fair elections. INTRODUCTION Since the term democracy was first used, in the fifth century BC (Holden 1993), unending convoluted debates about its definition have preoccupied scholars, practitioners and students of politics. What is evident from the literature is that there is no one satisfactory or acceptable definition of democracy. This remains a puzzle, if not a paradox, as there has been no unanimity in defining it (Morlino 2012; Economist Intelligence Unit – EIU 2010). -
