ROAD RACES ACT 1982

MANX GRAND PRIX RACE ORDER 2000

Coming into Operation: 22nd July 2000

In exercise of the powers conferred on the Department of Transport by Sections 1 and 2 of the Road Races Act 1982 (a), and of all other enabling powers on the application of the Manx Motor Cycle Club Limited, the following Order is hereby made:-

Citation and commencement

1. This Order may be cited as the Race Order 2000 and shall come into operation on the 22nd July 2000.

Interpretation

2. In this Order:-

"the Clerk of the Course" means the official so designated by the Promoter in the official Programme of the Manx Grand Prix Races and includes (in the absence of the Clerk of the Course) any Deputy Clerk of the Course so designated;

•"the Course" means the roads and portions of roads set out and described in Schedule 1 and includes parts of the Course,verges, footways and other similar parts of the public highway.

"the Department" means the Department of Transport;

"marshal" means a marshal appointed by the Chief Constable under Section 3 of the Road Races Act 1982;

"practice days" and "practice periods" means the days and periods of time respectively specified in Article 4 (2);

"promoter" means the Manx Motor Cycle Club Limited;

"race" has the same meaning as in section 9 (1) of the Road Races Act 1982. a (a) c.14, p281 Price: £1.50 "race days" subject to Article 6 means the days specified in Article 4 (3);

race periods" subject to Article 6, means the periods of time specified in Article 4 (3) when the Course (subject to Article 3) is closed to traffic in order to permit racing and purposes incidental thereto.

Closure of the Course to traffic and suspension of right of way

3. During the practice periods on the practice days and the race periods on the race days the Course shall, subject to sub-paragraphs (a) to (g) be closed to, and the right of way thereover suspended, for all traffic other than:-

(a) persons appointed as officials for the practices or races and vehicles approved for their conveyance by the Clerk of the Course;

(b) constables, special constables and marshals and vehicles approved for their conveyance by the Chief Constable and by the Clerk of the Course; 40 (c) motor cycles and motor cyclists engaged in the practices, races and parades and their attendants;

(d) His Excellency the Lieutenant Governor and persons and vehicles forming part of the official race party and persons in attendance upon His Excellency and vehicles for their conveyance;

(e) press representatives, photographers and observers approved by the promoter who are wearing the official armlet or permit issued by or behalf of the promoter;

(f) such other persons as the Department or Chief Constable may authorise in writing; and • (g) such other vehicles as are approved by the Clerk of the Course. Use of the Course for motor cycle practices, parades and races

4. (1) The Course may be used for motor cycle races, including preliminary practices and parades, on the days and during the periods specified in sub-paragraphs (2) and (3).

(2) The Course may be used for practices:-

(a) daily on Monday 21" and Wednesday 23rd August 2000 from the hour of 5.40 a.m. until the practices are officially notified as completed in accordance with Article 11 or until the hour of 7.30 a.m., whichever shall be the earlier,

(b) daily on Saturday 19th, Monday 21", Tuesday 22"d, Wednesday 23rd, Friday 25th th August from the hour of 6.00 p.m. until the practices are and Saturday 26 officially notified as completed in accordance with Article 11 or until the hour of 8.30 p.m., whichever shall be the earlier;

(c) on Thursday 24th August 2000 from the hour of 1.30 p.m. until the practices are officially notified as completed in accordance with Article 11 or until the hour of • 5.00 p.m., whichever shall be the earlier; (d) subject to Article 5, on Friday 25 th and Saturday 26th August 2000 from the hour of 5.40 a.m. until the practices are officially notified as completed in accordance with Article 11 or until the hour of 7.30 a.m., whichever shall be the earlier.

(3) The Course may be used for races including practices and parades on Monday 28 th August 2000, Wednesday 30th August 2000 and Friday P t September 2000 from the hour of 9.30 a.m. until the races, practices and parades are officially notified as completed in accordance with Article 11 or until the hour of 5.00 p.m., whichever shall be the earlier.

Provision for the abandonment of practices

5. (1) Notwithstanding the provisions of Article 4(2)(d) the promoter may decide that there 'Phan be no practice on either or both of the mornings of 25 th and 26th August 2000, and upon such decision being notified to the Chief Constable not later than 6.30 p.m. on 24 th and 25th August 2000 respectively, the mornings of 25 th and 26th August 2000 shall cease to be practice periods.

(2) Upon the Chief Constable being notified of a decision of the promoter in accordance with paragraph (1) the Chief Constable shall take such measures as he considers appropriate to give public notice that the Course shall not be closed to nor the right of way thereover suspended for traffic during the period in Article 4 (2)(d) which, save for the decision of the promoter, would have been a practice period on either or both of the mornings of 25 th and 26th August 2000.

Provision for the postponement of races

6. (1) In the event of bad visibility, adverse weather conditions or any other circumstances (whether or not they relate to bad visibility or weather conditions) which may obtain on any of the race days:-

(a) the start of racing on any such days specified in Article 4(3) may be postponed from time to time until not later than the hour of 5.30 p.m. in such event, the race period shall, if necessary, for the completion of any race or races, be extended until not later than the hour of 7.30 p.m.,

(b) any race which shall not have been started or which has declared been declared null and void by the promoter on the specified race day may be postponed from such day to any of the days from Tuesday 29th August 2000 to Saturday 2nd September 2000, inclusive, and in such event, this Order shall have effect, unless the contrary is expressly provided, as if the day to which such race may be postponed were substituted for the specified race day including the power to postpone further to any other of the said days; and;

3 (c) notwithstanding the provisions of sub-paragraph (a), if by reason of any such postponement specified in sub-paragraph (b) more than two races are started on any one day, the race period hereinbefore provided • for, on such day, shall be extended for a period not exceeding two hours. (2) (a) in the event of a race being postponed to either Tuesday 29 th August or Thursday 31' August 2000, the race period throughout the Course subject to sub-paragraph (1), shall be either such day be, subject to Article 11, from not earlier than 11.30 a.m.

(b) in the event of a race being postponed to Saturday 2nd September 2000 the race period throughout the Course subject to sub-paragraphs (1) shall be, subject to Article 11, from 9.30 a.m. until not later than 5.00 p.m.

Re-Opening of the Course in the event of postponement of, or intervals between races

7. Notwithstanding any of the provisions of Article 3:- 0 (a) in the event of the start of racing on any day being postponed from time to time, traffic may be permitted to cross or proceed along the Course prior to the start of the first race, but only at such times during such postponements as may be permitted by a constable or special constable and not otherwise and at such points or places as may be sanctioned by the Chief Constable with the approval of the Clerk of the Course and not elsewhere. PROVIDED that vehicular traffic shall not travel in the reverse direction of the Course except with the express authority of the Clerk of the Course.

(b) pedestrian traffic may during any intervals between races for different classes of motorcycles, cross or proceed along the Course at such points and places as may be sanctioned by a constable, special constable or marshal and not otherwise.

(c) Vehicular traffic may, during any intervals between races for different S classes of motor cycles, cross over or proceed along the Course at the following points only :-

Ballaquayle Road/Ballanard Road, St Ninians, Douglas; Stoney Road/Tromode Road, Douglas; Station Road/Eyreton Road, Crosby; Crossroads, Michael; Station Road/Glen Road, ; Sulby Glen Crossroads, ; Albert Square/Princes Road, Ramsey; Vernon Road/Parsonage Road (Cruickshanks Corner), Ramsey; Signpost Corner/Bedstead Corner (Governors Hill), Onchan/Douglas; Governors Road/Victoria Road, Onchan/Douglas; Victoria Road/Second Avenue, Douglas.

only at such times during such intervals as may be sanctioned by the Chief Constable with the approval of the Clerk of the Course and not otherwise.

4 Exemption for certain pedestrian rights of way 4R. (1) Any person may during the practice or race period pass along any footbridge erected over the Course unless not permitted to do so by a constable or special constable.

(2) No persons may during the practice or race periods pass along that portion of the footway which extends from the footbridge at St Ninian's Crossroads to the entrance to Garden City Lane on the western side of , Douglas, except when permitted to do so by a constable or special constable or marshal

(3) No persons shall stop or loiter on any footbridge or the Bray Hill footway.

Provision for access of fire service vehicles to the Course

Amp. The Clerk of the Course in consultation with the Chief Fire Officer or his Deputy will use his "Lest endeavours to permit access to the Course as quickly as possible for Fire Service vehicles to attend incidents where:

(a) there is a danger to human life or danger of significant damage to property; and

(b) (i) no other access route is possible; or (ii) the severity of the incident would be aggravated by the delay involved in the use of an alternative access route

PROVIDED NEVERTHELESS that no Fire Service vehicle shall enter the Course without prior consent of the Clerk of the Course and shall proceed only in the direction of race flow and only for the minimum possible distance required for access to the incident. Unless with the express authority of the Clerk of the Course when he is able to confirm that there are no motorcycles or official vehicles on the *Course.

Duty of promoter to erect barriers and diversion signs

10. (1) It shall be the duty of the promoter to ensure that the barriers and diversion signs referred to in paragraph 6 of Schedule 1, are placed in position on the practice days and race days as soon as possible after the times specified in this Order as those at which the Course shall be closed to traffic and before the Course is used for practices or races.

(2) In a case where a barrier consists of a rope stretched across the road, the promoter shall cause a suitable red flag to be attached to the barrier to give adequate warning of the position of the barrier to persons using the road.

uty of the Clerk of the Course to notify completion of practising or racing or of Dpostponement of a race

11. (1) On completion of practising or racing on any day earlier than the time specified in this Order, or in any event, it shall be the duty of the Clerk of the Course(or the senior police officer resent in consultation with the Clerk of the Course) to ensure that such completion is officially notified to the public with all reasonable expedition and for such purpose an official motor vehicle shall leave the top of Bray Hill, Douglas, displaying in a prominent position a notice with the words "Roads Open" thereon and shall proceed around the Course to . The same or another vehicle displaying a similar notice shall leave Ballacraine and shall proceed around the Course to Ramsey. The same or another motor vehicle displaying a similar notice shall leave Ramsey and shall proceed via Mountain Road to the top of Bray Hill. The passing of any portion of the Course by such vehicle or vehicles shall be official notification of the completion of the practices or races as regards such portion so passed which shall thereupon be open again for traffic.

(2) In the event of the start of any race being postponed under Article 6 (1) (b) unless there may be further racing on that day, the Course shall be open to traffic immediately after the postponement has been officially announced to the public at the Grandstand, and it shall be the duty of the Clerk of the Course or the senior police officer present to make such provision as seems to him most expedient for giving public notice of the postponement and of the opening of the course for traffic.

Prohibited areas

12. No pedestrians or other traffic other than persons authorised under Article 3 shall be permitted on any area of land specified in Schedule 2 and indicated by notices bearing the words "Prohibited Area" while the part of the Course adjacent to such area is closed for practices or races under Article 4 or Article 6

Maps of these areas are available for inspection at the offices of the Department of Tourism and Leisure at the Sea Terminal, Douglas.

Provision prohibiting parking on the designated ambulance access routes to the Course

13. No person shall cause a vehicle to wait on a road specified in Schedule 3 during the practice and race periods within 100 metres of the Course as indicated by signs and cones unless: • (a) he is authorised to do so by a constable in uniform; or (b) the vehicle is an ambulance.

Promoter to secure insurances and indemnities

14. The promoter shall secure adequate insurances and indemnities against injury or damage to persons or property arising out of the conduct of the practices or races and the arrangements incidental thereto.

Restriction on breaking up the Course for road works

15. Paragraph 9 (1) of Schedule 4 (the Road Works Code) to the Highways Act 1986 shall apply to ❑ the Course from the 22' d July 2000 to the 2 d September 2000.

Notice of the making of the Order 0 16. Public notice of this Order shall be given by advertisement in one or more newspaper. 6 SCHEDULE 1.

1. That portion of the main road from the Quarterbridge in Douglas leading to Ballacraine by way of and Crosby thence the main road via Glen Helen, Michael, Ballaugh and Sulby to the boundary of Ramsey.

2. The roads through Ramsey from such boundary via Lezayre Road, Parliament Square, Queens Pier Road and May Hill to the .

3. The whole of the Snaefell Mountain Road from the boundary of Ramsey past Ballure, Park Llewellyn, Snaefell, Keppel Gate, Hillberry and Cronk-ny-Mona to the Bemahague Road and along such road to the boundary of Douglas.

4. That portion of the Road in Douglas from its boundary on the Onchan Main Road via Governors Bridge, Glencrutchery Road and Bray Hill to the Quarterbridge.

5. The following portions of the roads for a length of 92 metres:- 1r (i) that portion of Peel Road from the Quarterbridge in Douglas;

(ii) that portion of the Braddan School Road from ;

(iii) that portion of the Peel Road from Ballacraine leading to St. John's;

(iv) that portion of Parliament Square and Parliament Street from Lezayre Road in Ramsey;

(v) that portion of Hillberry Road from Signpost Corner leading to Onchan Village;

6. Those portions of all roads leading into the foregoing roads from such points thereon as may be fixed by or on behalf of the Department and indicated by barriers and diversion signs.

SCHEDULE 2

1. Quarterbridge

(i) the small area on the left hand side of after Devonshire Road

(ii) the full length of the area behind the wall on the Access Road up to and including the railing area on the left hand side at the entrance to Braddan Bridge (except traffic using the Access Road)

2. Union Mills

(i) the left hand side - 'No 2 Glen View'

(ii) the left hand side - 'Glen View Cottage' front garden, drive and side area • (iii) the right hand side - the private garden and drive of 'Skyryllin' 3. Glen Lough

(i) the grass verges and entrance to Glen Lough campsite and farm on the left hand side

4. Crosby

(i) the area in front of the former Waggon and Horses public house.

5. Ballacraine

• (i) the lay-by on the left hand side containing the RAC telephone box

(ii) `Ballacraine Farm' and the yard area abutting the TT Course on the internal apex of the corner

(iii) the Ballacraine shop area, the left hand apex including the wall up to the cottage

(i) the right hand side private land and garden frontage of `Ballaspur Farm'

7. Dorans Bend, (i) the right hand side bank and hedge area from 20 yards past the marshals but at Ballig Bridge to the private garden on the right hand side of the entrance to 'Villa Ludan' from the weir on the river to the property gate entrance and bridge over the river

(i) the right hand apex from the tip gate to the gate by the water pumping station and the beginning of the stone wall.

9. Black Dub, Glen Helen (i) the right hand apex from Glen Mooar filling station walled area extending 50 metres towards Glen Helen 8

(ii) the left hand side from the telegraph pole on the exit to the entrance to the plantation - the back of the road to the bank

10. Sarahs Cottage

(i) the left hand side from Sarahs Cottage to the third telegraph pole beyond - the bank and the area behind the bank

(ii) the left hand side from the 10th milestone for a distance of 100 yards - the bank and the area behind the bank.

11. 11th Milestone, Cronk-y-Voddy

(i) the entrance and grass verges to the private residence 'The Grange,' Cronk-y-Voddy extending to the 1 1 th Milestone location sign

(ii) the cleared area on the internal apex including the new entrances to the private residence `Ballig'

12. Handleys Corner

(i) the new entrances to the private residence 'The Smithy' at Handleys Corner

(ii) the entrance to the drive and hardstanding area to the private residence 'Shough Laigue Cottage' at Handleys Corner

(iii) the right hand driveway and garden to the private residence `Ballamenagh Cottage' and the right hand approach to the corner.

13. Barregarrow

(i) the grassed area beyond the chapel on the left hand side in front of the post and wire fence

(ii) the right hand exit at the top of the hill to the field gate approximately 100 yards on the right hand side from the 30 mph road sign

(iii) the right exit at the bottom of Barregarrow extending 200 yards from the apex and into the fields to a depth of 4 yards

14. (i) the left hand side - the field prior to the Course telephone point in the drive of `Arenthou' to a depth of 4 yards 9

(ii) the left hand side - the private garden of the bungalow 'Balla • Wotnot' (iii) the left hand side - the private gardens of the residence 'Arenthou'

(iv) the right hand side opposite the Orrisdale Road for a distance of 50 yards to a depth of 4 yards

(v) the right hand side field from the end of the stone wall to the lane adjoining 'Roadside Cottage' to a depth of 10 yards within the field along the entire length

15.

(i) the left hand side - from the end of the marshals shelter to and • including 'Alpine House' wall and garden

16. Ballaugh

(i) the garden area on the right hand side of

17. Wild Life Park () - (i) the left hand side - the Wildlife Park car park from but not including the toilet block to the end of the car park and the fields to Sulby Straight

18. Sulby School (i) the grassed verge on each side of the entrance to the school including the driveway

19. Sulby Bridge

(i) the gateway and entrance drive to the private residence 'Rivercroft'

(ii) the field on the left hand side of Sulby Straight adjacent to the private residence 'Rivercroft'

20. Kerrowmooar

(i) the right hand side from the apex of the corner extending approximately 50 yards to 'Kerrowmooar Cottage' 10

(ii) the grounds of the derelict cottage on the left hand side of the bend

21. Glentramman

(i) the left hand side from the Garey Road to the bungalow

(ii) the exit on the right hand side from the apex to the property wall

22. Churchtown Road

(i) the grassed area at the junction of the Course with Churchtown Road 23. Sky Hill • the grass banks on the right hand side adjoining the entrance to (i) Sky Hill Road

24. Ramsey

(i) the forecourt of the 'bus station'

(ii) the garden of the private residence 'Cronk Brae' at the junction of Seamount Road, Queens Pier Road and May Hill

(iii) the right hand side grassed area within the hedges at 'Whitegates' (iv) the entrance to Barrule Park Estate S 25. The Hairpin (i) the grassed area on the inside apex

26. (i) the grassed verges on the left hand side and the right hand side at the gateway to the reservoir and the roadway giving access to the reservoir

27. The Gooseneck

the grassed area on the internal apex

(ii) the area on the left hand side of the bend behind a low wall, extending to and including the area surrounding the marshals shelter •

29. Guthries (i) from the left hand exit of the right hand bend from but not including the flag mans but extending 75 yards and enclosed by the stone wall

30. Mountain Box

(i) the right hand side from but not including the marshals shelter within the fenced area around the apex of the corner • 31. The Black Hut (i) all the grassed banks excluding the marshals shelter and old quarry extending for 75 yards

32. The Bungalow

(i) the hardstanding in front of the marshals shelter

(ii) the grassed island excluding the stone shelter

(iii) the right hand exit of the Bungalow bends - the grassed area enclosed by the TT Course, Tholt-y-Will Road and the post and wire fence

33. Brandywell

(i) the grassed area on the left hand approach on the internal apex

(ii) the right hand exit for a distance of 75 yards past the Brandywell junction enclosed by the fence

34. 32rd Milestone (i) the right hand side from but not including the flag mans but approximately 75 yards past the apex and enclosed by a wire and post fence

35. Windy Corner (i) the grassed area in front of the wall from Windy Corner to the quarry road entrance 12

• 36. 33rd Milestone

(i) the area on the right hand side around the entire corner excluding the flag mans shelter

37. Keppel Gate

(i) the left hand approach and internal apex within the wall

(ii) the right hand side from but not including the marshals shelter for approximately 100 yards to the road sign - bounded by the • fence 38. Kates Cottage

(i) the right hand exit from Kates Cottage for 100 yards to the field gate and to a depth of 7 yards into the field

39. Creg-ny-Baa

(i) the exit to the field on the left hand side for approximately 100 yards to a depth of 5 yards into the field and the 3 yards of grassed area • (ii) the internal grass area enclosed by the bushes and the road 40. (i) the right hand exit from the marshals shelter - the entire corner for a distance of 80 yards and to a depth of 3 yards into the field to the safety fence

41. Cronk-ny-Mona

(i) the garden and hedge of the private residence of '9 Stonecrop Grove' Abbeyfields

(ii) the garden and hedge of the private residence '12 Stonecrop Grove' Abbeyfields •

13 42. Bedstead Corner

from the entrance to Governors Hill on the right hand side for a distance of 100 metres including the sod hedge to a depth of 8 metres into the new building development

43. The Nook

(i ) the left hand exit approximately 75 yards past the apex enclosed by the timber fence

44. Governors Bridge -

(i) the internal apex area enclosed by the roadway

(ii) within the walled triangle at 'The Dip' enclosed by the road on 3 sides

(iii) Glenside Residential Home - the triangular area from the back of the telephone box to the perimeter wall at a depth of 6 yards.
