Reference is made to the attached Jetter from the Director General of the International Atomic Energy Agency (IAEA) inviting the Secretary-General to attend the opening of the fiftywsixth session of the IAEA General Conference- or, should this not be possible, to designate a representative to deliver a message on his behalf. The IABA New York Office has lnfonned ODA that they have no record of receiving the electronic copy ofthe invitation letter, which is dated 8 June 2012, hence the letter was received by ODA only today. 2. The annual session of the General Conference will be held from I 7 to 21 September 2012 in Vienna. In accordance with past practice, pursuant to the request for departmental recommendations for major conferences and events for the Secretary-General's calendar for 2012, ODA advised that should the Secretary General be unable to attend, a message should be delivered on his behalf by the High Representative for Disannament Affairs. 3. Yours sincerely, Susana Malcorra Chef de Cabinet Mr. Yukiya Amano Director General International Atomic Energy Agency Vienna ·---- - -- -·- -- ------------------------ Message from the Secretary-General of the United Nations Fifty-sixth annual regular session of the General Conference of the International Atomic Energy Agency · [For delivery by Ms. Angela Kane, High Representative for Disannament Affairs] 17 September 2012 I am pleased to extend my greetings to the fifty-sixth session of the General Conference of the International Atomic Energy Agency (IAEA). Extraordinary challenges often bring extraordinary opportunities and this certainly applies to the ·activities of the IAEA since its last General Conference. Last year, the Agency was confronted with the consequences of the tragic Fukushima Daiichi nuclear disaster. Global responses have included the High-Level Meeting on Nuclear Safety and Security held at the United Nations in September last year, followed by a Ministerial Conference on Nuclear Safety in Vienna. Another such conference will soon be held in Fukushima. In the field of nuclear security, the Communique adopted last March at the Seoul Nuclear Security Summit reaffinned the essential responsibility and central role of the IAEA in strengthening the international nuclear security framework, while recognizing the value of the IAEA Nuclear Security Plan 2010-2013. On 28 September, I will convene a UN High-level Meeting on Countering Nuclear Terrorism, which I hope will contribute to additional efforts to strengthen the rule of law in this field, With respect to the Nuclear Non-Proliferation Treaty (NPT), one of the highlights of the 2010 NPT Review Conference was the agreement to convene a conference in 2012 on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction, an initiative for implementing the 1995 Resolution on the Middle East. I congratulate the IAEA for convening in November Jast year the Forum on the Experience of Possible Relevance to the Creation ofa Nuclear-Weapons-Free-Zone in the Middle East. This was an excellent opportunity for participants from the Middle East and other interested parties to learn from the experiences of such zones in other regions. I commend Director General Yukiya Amano and his staff at the Agency for the fine work they have been doing in these fields and I am pleased to recognize the close partnership that exists between the IAEA and the UN Secretariat. This cooperation offers a solid foundation for future progress in achieving our common goal, a world free of nuclear weapons. Please accept my best wishes as you address all the challenging issues on your agenda.
