ARE ALLOWED RECREATIONAL DWELLING ZONE MASS BUILD-UP, INCLUDING CONFLICT ZONES THE RECREATION FACILITIES ARE ALLOWED OBJECTS OF PROSPECTIVE TOWN-PLANNING Russia - 2004 Turkey - 2007 Questioner for National Comments on BSSAP and the Draft Regional ICZM Strategy Conclusions: 9The Objectives of the Regional ICZM Strategy should be reformulated; 9The ICZM Principles should be harmonised with the overall BSSAP principles and presented in a separate chapter; 9Legal framework and management instruments, as well as inter-sectoral committees are needed in all BS countries; 9The Black Sea ICZM Strategic Action Plan should be incorporated in the overall BSSAP; 16 14-15 February 2008 BSERP Final Seminar Questioner for National Comments on BSSAP and the Draft Regional ICZM Strategy 9 Romania is the only Black Sea country where legal framework and management instruments have been developed and enforced. 9 The ICZM Guidelines are needed and they have to be developed in a separate document/set of documents; 9 ICZM Protocol to the Black Sea Convention should be developed and adopted. 17 14-15 February 2008 BSERP Final Seminar Questioner for National Comments on BSSAP and the Draft Regional ICZM Strategy National level: 9 Specific ICZM Law development; 9 Legal definition of the CZ boundaries and status; 9 Informational, analytical and economic ICZM instruments development; 9 ICZM information and data base system establishment; 9 Progress indicators for the evaluation of ICZM development and implementation. 18 14-15 February 2008 BSERP Final Seminar Feasibility Study for the ICZM instrument to the Bucharest Convention The objectives: 9To provide an overview of all existing documents relevant for ICZM at national and international levels 9To evaluate the implementation of the existing protocols to the Bucharest Convention; 9To make use of the experiences from other Conventions, in particular in the Baltic and Mediterranean Seas; 9To identify and assess at least 3 options for the ICZM document; 9To identify and to justify the most feasible solution. 19 14-15 February 2008 BSERP Final Seminar Feasibility Study for the ICZM instrument to the Bucharest Convention Conclusion: 9Short-medium term (next 2-5 years) – the adoption and implementation of the suggested combination of ICZM instruments: ICZM Declaration, Code of Practice (ICZM Guidelines) and Action Plan; 9Long-term (5-10 years) - depending on the immediate achievements, a legally binding document – additional protocol to the Bucharest Convention. ; 20 14-15 February 2008 BSERP Final Seminar Next Steps 9Development of ICZM legislation 9Continuation of work with ICZM Methodology 9Implementation of ICZM Pilot Projects 9Exchange of experience 9Development of system indicators for integral assessment of BS CZ ecosystem and ICZM implementation 21 14-15 February 2008 BSERP Final Seminar Thank you!.
