MH 2562/2014/06.02.03 PROTECTED AREA TYPE NAME OF SITE NATURA 2000 SITE REGIONAL ORGANISATION AUTHOR(S) Metsähallitus TITLE Principles of Protected Area Management in Finland ABSTRACT Most of Finland’s protected area surface is state-owned and managed by the government agency Metsähallitus, Parks & Wildlife Finland (formerly Natural Heritage Services, NHS). “The Principles of Protected Area Management in Finland – Guidelines on the aims, functions and management of state-owned protected areas” was approved for publication by Metsähallitus (then the Finnish Forest and Park Service) originally in 1992. These recommendations were updated several times. In 2007, the guidelines were revised completely and their coverage enhanced. In 2010, and further now in 2014, the structure and theme emphasis were somewhat altered and quite a few supplementations and specifications were added. The document describes the role of protected areas in the conservation and sustainable use of biodiversity, defines protected areas in Finland and explains the basis of their adaptive planning and management. It also covers the practices and principles of conservation and management of habitats, species and cultural heritage as well as those of securing sustainable protected area use. The protected area management principles are partly determined directly by national legislation and partly by Parks & Wildlife Finland (P&WF) as the land owner and site manager. Many of the principles are also national and regional best practice that has been developed and agreed over time. This document is not intended to set out binding rules under the legislation or standards, but rather to provide a practical guide for the management of protected areas. In addition to guiding agency best practice, the document is one way to communicate the activities of P&WF to stake- holders. The Principles of Protected Area Management in Finland pertain to the following protected area types governed and managed by Parks & Wildlife Finland: statutory nature reserves, wilderness reserves and sites designated in national Nature Conservation Programmes and in the EU Natura 2000 network that will be established as statutory nature reserves by proper site-specific enactments. These principles may be used also to support the management of state-owned protected forests and national hiking areas, which are managed by P&WF. They do not directly concern the manage- ment of private protected areas, even though many of these are managed by P&WF. The Principles of Protected Area Management are updated regularly at two to three year intervals. Metsähallitus vahvisti jo vuonna 1992 luonnonsuojelu- alueiden hoidon periaatteita koskevan suosituksen, jota on päivitetty ja täydennetty useaan ottee- seen. Nyt hyväksytyn ohjeen rakennetta ja asiapainotuksia on jonkin verran muutettu, ja periaattei- siin on tehty joitakin lisäyksiä sekä koko joukko täsmennyksiä. Julkaisussa kuvataan suojelualueverkoston rooli monimuotoisuuden suojelussa ja kestävän käytön edistämisessä, määritellään suojelualueet ja esitellään suojelualueiden sopeutuvan suunnittelun ja hoidon perusteet. Lisäksi käydään läpi luontotyyppien, lajien ja kulttuuriperinnön suojelun ja hoi- don käytännöt ja periaatteet sekä suojelualueiden virkistyskäytön, erätalouden ja muiden käyttö- muotojen ohjaus kestävyyden varmistamiseksi ja niihin liittyvät periaatteet. Osa suojelualueiden hoidon ja käytön periaatteista johtuu suoraan säädöksistä ja osa on luonto- palvelujen alueiden haltijana ja hoitajana määrittelemiä parhaita käytäntöjä. Julkaisu ei ole normi- lainsäädännön tarkoittama sitova ohje vaan ensisijaisesti luontopalvelujen oman henkilöstön käy- tännön työn tueksi tarkoitettu työväline. Se on myös tapa ja väline kertoa sidosryhmille luontopal- velujen toimintaperiaatteista. Suojelualueiden hoidon ja käytön periaatteet koskevat luontopalvelujen hallinnassa ja hoidossa olevia lakisääteisiä luonnonsuojelualueita, erämaa-alueita sekä lakisääteisinä luonnonsuojelualueina toteutettavia kansallisten luonnonsuojeluohjelmien ja Natura 2000 -verkoston kohteita. Periaatteita voidaan soveltuvin osin käyttää tukena myös mm. luontopalvelujen hoidossa olevien suojelumetsien ja valtion retkeilyalueiden hoidossa. Periaatteet eivät koske yksityismaiden suojelu- alueiden hoitoa. Periaatteet päivitetään yleensä noin kahden kolmen vuoden välein. Forststyrelsen fastställde redan år 1992 en rekommendation om principerna för skötseln av naturskyddsområden, och denna har senare har uppdaterats i flera omgångar. Den nu godkända anvisningens struktur och betoningar har änd- rats i någon mån, och principerna har ställvis kompletterats och på många punkter preciserats. I publikationen beskrivs den roll nätverket av skyddsområden har i skyddet av den biologiska mångfalden och främjandet av hållbar användning, ges en definition av skyddsområdena och presenteras grunderna för iterativ planering och skötsel (adaptive planning and management) av naturskyddsområden. Därtill presenteras praxisen och principerna för skydd och skötsel av naturtyper, arter och kulturarv samt styrningen av och principerna för rekreationsbruk, jakt och fiske och andra användningsformer på naturskyddsområden i syfte att trygga en hållbar använd- ning. En del av principerna för skötseln och användningen av skyddsområden baserar sig direkt på lagstiftningen medan andra grundar sig på bästa praxis som har definierats av naturtjänsterna i egenskap av den instans som besitter och förvaltar områdena. Publikationen är inte en sådan bindande anvisning som avses i normlagstiftningen utan i första hand ett verktyg som är avsett att stöda naturtjänsternas egen personal i dess praktiska arbete. Detta dokument är också ett sätt att presentera naturtjänsternas verksamhetsprinciper för intressentgrupperna. Principerna för skötseln och användningen av skyddsområden gäller i naturtjänsternas förvalt- ning varande lagstadgade naturskyddsområden, ödemarksområden, och objekt som ingår i de nationella naturskyddsprogrammen och i nätverket Natura 2000 och som förverkligas i form av lagstadgade naturskyddsområden. De nya principerna kan dock i tillämpliga delar användas som stöd även vid skötseln av bl.a. skyddsskogar och statens strövområden som förvaltas av naturtjänsterna. Principerna gäller inte för skötseln av skyddsområden på privat mark. Principerna uppdateras i allmänhet med två till tre års mellanrum. In addition, the interest towards national parks has grown, which can be seen also as an increasing trend in the development of the number of visits to national parks. The aim of this thesis is to explain the cross-sectional variation in the visitation data representing different parks and hiking areas. Another aim is to explore the question of why the visitation in national parks has increased in Finland. These questions are studied separately for the national parks and hiking areas, because the development of the number of visits in national parks and hiking areas has been different. In addition, the separation is made also between Southern Finland and Northern Finland due to for example the size differences and close link of the national parks in Northern Finland with the ski-resort centers. Explanatory factors are divided into supply side factors (services inside and outside the park) and demand side factors (economic and demographics factors).
