------------------------------------------------------------------------------------------------------------------------------------------------------------ INTRODUCTION This report constitutes a Master Plan Reexamination Report for the Town of Harrison as defined by the New Jersey Municipal Land Use Law (N.J.S.A. 40:55D-89). The purpose of the Reexamination Report is to review and evaluate the local Master Plan and Development Regulations on a periodic basis in order to determine the need for updates and revisions. The Town adopted its last Master Plan in November 2007. This Reexamination Report serves as an amendment to the 2007 Master Plan. Section A of this report identifies the goals and objectives that were established in the 2007 Master Plan. Sections B and C describe changes that have occurred in the Town, the County and the State since the adoption of the 2007 Master Plan related to Town-specific development issues and general shifts in planning assumptions. Finally, Sections D and E discuss recommended actions to be addressed by the Town. It is the intent of this Report to consider and provide recommendations concerning land use and zoning issues in the Town that have arisen during the years since the 2007 Master Plan Report. PERIODIC REEXAMINATION New Jersey Municipal Land Use Law (N.J.S.A. 40:55D-89) requires the Reexamination Report to contain the following: A. The major problems and objectives relating to land development in the municipality at the time of the adoption of the last reexamination report, B. The extent to which such problems and objectives have been reduced or have increased subsequent to such date, C. The extent to which there

(IRUM), is a NYC-based non-profit concerned with reducing motor vehicle congestion and improving the livability of dense urban places. A key IRUM effort is to make the case for transforming the three commuter rail lines serving the NY-NJ-CT metropolitan area into a coordinated regional rail system with frequent service, integrated fares, and thru-running, first at Penn Station and then by linking Penn Station with Grand Central Terminal. The Hudson Tunnel project is a key element of such an effort, and IRUM has followed the development of this project with considerable interest. IRUM submitted scoping comments on the Hudson Tunnel project in a May 17, 2016 letter to the project team, along with a lengthy attachment – The Hoboken Alternative (copies attached). 1. NJ Transit and USDOT responses to IRUM’s comments shown in the Hudson Tunnel Scoping Summary Report are deeply flawed. On Page 31 of the Scoping Summary Report, the Hoboken Alternative is wrongly dismissed as follows: “An alternative that passes near the Hoboken Terminal, would be substantially longer (with proportionally greater cost) than alternatives that go more directly between the NEC alignment near Secaucus and PSNY.” This is simply wrong.

It is responsible for diverting hundreds of thousands of trips each day from the region's congested highway networks, safeguarding the region's air quality, reducing greenhouse gas emissions, providing essential travel to the disabled and those without cars and contributing to the quality of life enjoyed by the region's residents. While historically the rail system focused on serving Manhattan-bound commuters, increasingly it is providing travel options for reaching destinations within the state like the Jersey Shore, downtown Newark and Hudson River Waterfront.

    (Board - 6/27/19) 58 REASSESSMENT AND PROPOSED CHANGES TO THE 2017-2026 CAPITAL PLAN At its meeting on February 16, 2017, the Board adopted the 2017-2026 Capital Plan with total spending of $32.2 billion, including $29.5 billion in direct spending on Port Authority facilities, and a commitment to support debt service payments on $2.7 billion of Gateway Program Development Corporation low-cost borrowing for Phase 1 of the Gateway Program, subject to certain conditions. The approved Capital Plan included a balanced portfolio of critical projects selected after consideration of asset condition, operational and revenue impact, threat assessment, customer service, regional benefit and regulatory or statutory requirements and long-term affordability of the Capital Plan. Since the Capital Plan was adopted, the Port Authority has reached significant milestones in the delivery of Capital Plan projects, including: • Completion of the raising and rebuilding of the roadway of the Bayonne Bridge st enabling record levels of cargo and providing a 21P P century crossing for New Jersey and Staten Island residents; • Opening of the first new 18 gate concourse as part of the complete rebuild of LaGuardia Airport, the first new airport in the U.S. in 25 years; • Completion of the new Goethals Bridge, the first new bridge built by the Port Authority in 87 years; • Groundbreaking for Newark Liberty International Airport’s new Terminal One to replace the long-outdated Terminal A; and • Opening of the new headhouses of PATH’s Harrison Station, the first new PATH station in New Jersey in more than two decades.
