YSTRAD FFLUR COUNCIL MINUTES OF THE MONTHLY MEETING, WHICH WAS HELD ON THURSDAY 20/07/2017 AT THE PANTYFEDWEN HALL LIBRARY, AT 7.00PM 1. CHAIRPERSON’S WELCOME & PERSONAL MATTERS Cllr. Clare Hughes welcomed everyone to the monthly meeting. Condolences were extended to Cllr Gareth Owen on the recent passing-away of his mother-in-law and to Eleri Thomas, on the death of her mother on the 15th July 2017; a minute’s silence was observed in memory of both of them. 2. PRESENT: Councillor Clare Hughes (Chairperson); Cllr. Angharad Jones (Deputy- Chairperson); Cllr Laura Jones; Cllr Non Jones; Cllr Wil Lewis; Cllr Gareth Owen, Cllr Doug Rowbotham. Member of the Public: Mr Alun Price-Jones. Police Community Support Officer (PCSO) John Evans. 3. APOLOGIES FOR ABSENCE: Cllr John Jones, Cllr Mair Jones and County Cllr Ifan Lloyd-Davies apologised for their inability to attend the meeting. 4. POLICE MATTERS There were no significant matters to report according to PCSO John Evans; there had been no recent major burglaries or thefts. Two minor incidents of anti-social behaviour had taken place and a theft involving a works’ van at Mill Street. 4.1 Dogs were left loose on the Maesydderwen Estate. The Dog Warden of County Council could be contacted. ACTION: Members of the Police will visit the estate to offer advice. Information in relation to a dog- fouling spray: not available during this meeting. 5. DECLARATION OF INTEREST: None Declared. 6. CONFIRMATION OF THE MEETING OF THE 15TH JUNE 2017 It was PROPOSED (Cllr Wil Lewis) SECONDED (Cllr Angharad Jones) and RESOLVED that the Minutes of the Meeting of the 15th June 2017 were a correct record. The Minutes were agreed and signed as a correct record by the Chair, Cllr Clare Hughes. 7. MATTERS ARISING 7.1 Co-option of a new member; Community Council: Caron Uwch Clawdd Ward: Three expressions of interest had been received from Mr Alun Price Jones, June Thomas and Esther Wakeling. It was RESOLVED to ask for further information and for candidates to supply responses to the following questions: 1. Why are you interested in becoming a Community Councillor? 2. What have you done, which could help with the role of Community Cllr? 3. What can you offer? 4. What are you involved in locally, within the community e.g. school. The matter will be considered further at the next meeting of Thursday 21st September 2017. 7.2 Broken Panes within the Bus-Shelter: Replacing 2 panes. Bonding/anti- shattering glue could be used. ACTION: Cllr Clare Hughes to assign further attention to the matter. 7.3 Deteriorating Condition of the metal footbridge over the at the rear of Dolau Bach and known as the “Green Bridge”. Response received from Mr Eifion Jones, Public Rights of Way Officer, CCC stated that he is hoping to meet with Highways’ Officers to establish the way forward when resources permit. In the interim, the bridge remains open and it is advised that individuals cross, one at a time. 1

It was reported that rats were evident on the river bank. The path along the river bank was discussed. Information received from the Land Registry earlier in the year in relation to the parcel of land known as Glan yr Afon was considered. This area of land has not been registered with the Land Registry. The Community Council pays for 3 cuts at Glan yr Afon during the season @ £40 per cut. ACTION: Cllr Clare Hughes will walk the area, take photographs and report back at a future meeting. 7.4 Request for: Pedestrian bridge adjacent to the historical bridge of : Cllr Clare Hughes had organised a Petition to increase road safety in this vicinity and requested a pedestrian bridge adjacent to the historical bridge of Pontrhydfendigaid. The Petition, which included 200 names, had been forwarded to Ceredigion County Council. The County Council was asked to support the Proposal and to investigate suitable land for the development. CCC has acknowledged the Petition. ACTION: To contact CCC for further information. 7.5 Request for a Crossing adjacent to the Primary School: Response from Mr Tom Delph-Janiurek, Senior Engineer Traffic Management, Ceredigion County Council – this location would be extremely unlikely to meet criteria associated with the introduction of a pedestrian crossing due primarily to the fact that outside normal opening and closing times during school term, the number of crossing movements is likely to be very low. Ceredigion CC is in the process of proposing the section of the B4343 by the school to the Road Casualty Reduction Partnership for consideration as a safety camera site. If the proposal is accepted camera signage can be installed on approaches to the Village, resources permitting and regular enforcement of the speed limit would take place. The outcome of the assessment process for camera sites is awaited. 7.6 Pantyfedwen Play Area Inspection Rospa 2017: ROSPA has undertaken a park inspection during the month of June for a fee of £66.50. The Report was circulated. 7.7 Green Grant, Ceredigion CC: It was reported that the Bottle Bank was often full to capacity and that bottles were then deposited close to the Bottle Bank. It was RESOLVED to find out whether a sign could be positioned in close proximity to the Bottle Bank under the auspices of the CCC’s Green Grant discouraging people from this practice. CCC’s Environmental Protection Officer could provide signs in relation to fly-tipping (as part of the grant) and was prepared to work with the Community Council to install them in the relevant locations. It was RESOLVED in the previous meeting to contact CCC to try to arrange a site meeting with the relevant Officer to discuss further. Cllr Clare Hughes and Cllr Laura Jones to attend the Meeting. No developments. Action: To request an update from CCC. 7.8 Grass cutting at Maesydderwen: Cllr Angharad Jones had enquired in relation to the cutting of grass within an area at the front of Maesydderwen Estate. Tai Ceredigion confirmed that Tai Ceredigion is not currently maintaining any grassed areas at Maesydderwen. Further information was required re the area in question; Tai Ceredigion would check again and if owned by Tai Ceredigion would be added to the grass cutting programme. It was reported during a previous meeting that Ceredigion CC had only cut the area under their jurisdiction once during the season. In the response from Mr John Hadlow CCC it stated that the target time between cuts on the estate is every 6 weeks and this includes collection and removal of the grass

clippings. Areas maintained by Tai Ceredigion have a target time of 2 weeks between cuts but clippings are not removed.

7.9 Princess Sapieha Scholarship under the auspices of Ystrad Fflur Community Council: The Chair, Cllr Clare Hughes had attended the Prize Ceremony at the School, which had been held earlier in the day and had presented the Sapieha Scholarship to Gethin Evans, a pupil from Year 6. 7.10 Creating a website for the Village: Dr Del Morgan, One Voice Wales, had been contacted. Up to date Minutes, made available to the public are a statutory requirement. Ceredigion County Council had been contacted in the past and asked whether it would be possible to provide a link to the Community Council but there were no developments. RESOLVED: Cllr Laura Jones to assign further attention to the creation of a Village web-site. Quotes will be requested. 7.11 Parking Restrictions: Traffic problems exist: 1. When leaving Abbey Road and turning towards . A mirror could be positioned on Abbey Road. 2. When leaving Lisburne Road. 3. A vehicle is parked adjacent to Rhydfen Chapel on a continuous basis. To report to Ceredigion County Council. Cllr Clare Hughes will walk the Village to identify further problems. 7.12 Request to install a pavement adjacent to the Bus-Shelter, Penrhiw, : ACTION: to request an update from CCC. 8. CORRESPONDENCE 8.1 Hywel Dda University Health Board: Transforming Clinical Services – Help us improve our NHS for Mid and West Wales: Hywel Dda University Health Board has launched a new clinically-led engagement and listening exercise to ask local residents and stakeholders exactly what they want from their future NHS services. “Transforming Clinical Services” will give people the chance to have their say on how they would like services to improve across Carmarthenshire, Ceredigion and Pembrokeshire. The exercise will run from 22 June to the 15 September 2017 and is the first stage of a longer term plan for change. To take part, residents were asked to read the issues paper and answer an accompanying questionnaire. Documents could also be accessed by email: [email protected] or by visiting the website: www.hywelddahb.wales.nhs.uk/tcs and could be completed online www.hywelddahb.wales.nhs.uk/tcs. It was felt that it was crucial to work in partnership with the community to improve health services in Carmarthenshire, Ceredigion and Pembrokeshire in order to improve the future service. A “Big Conversation” stakeholder workshop style event will be held in each county to discuss the issues relating to “Transforming Clinical Services” in more detail with local stakeholders. Ceredigion: Thursday 13 July 2017, 2pm Village Hall. 8.2 Seafarers: Request to fly the Red Ensign for Merchant Navy Day on the 3rd September 2017: It was agreed to display the poster within the community. 8.3 One Voice Wales: the AGM and monthly meeting had been held on Wednesday 27th April 2017. 8.4 Ombudsman: Public Services Ombudsman For Wales; Annual Report: Making Complaints Serve Wales. 8.5 Footpaths in the area: Response received from Mr Haydn Lewis, Coast and Countryside Section CCC, to the request for an update on the work undertaken during the past year. The footpaths, which run through 3

Llwyngronwen and Llwyngog have been reopened and gates installed, as opposed to stiles. Two gates have been positioned instead of stiles on the footpath which runs from the Village towards Pen y Bannau, as the previous stiles were disintegrating. All stiles will be removed in the future and replaced with gates, where necessary. 8.6 Other Correspondence: For Information Only. 9. PLANNING 10.1 Ceredigion County Council: Development Control Committee: Agenda and Minutes of a recent Meeting. 10.2 Ceredigion County Council: Planning Application: A170592: Applicant(s): Telefonica UK Ltd and CTIL. Proposal: Installation of 2 no. antennas and 2 no. 0.6m diameter dishes on a 20m high monopole, and 3 no. cabinets, a meter cabinet, and associated ancillary works all contained within a 8m x 5m compound enclosed with a 1.8m high palisade fence. Location: The Pavilion, Bridge Street, Pontrhydfendigaid. It was RESOLVED to find out further information concerning this application before submitting observations th by the 25 July 2017. 10.3 Ceredigion County Council: Planning Application: A170615. Applicant: Mr D Curley,Ynys, Ffair Rhos. Proposal: Building of a garage. Community Council’s Observations: No Objections.

11. AOB 11.1 It was reported that off roaders were travelling through the Village at excessive speed and should be confined to the designated tracks. It was stated that they contributed to the local economy. 11.2 Nant yr Helyg/ Cwrt y Wern: waste water was entering the stream and it was enquired whether a licence had been granted. 11.3 Trees in Cambrian Street, Ffair Rhos are in need of cutting. 11.4 A pavement within Heol y Bannau (from 21 – the entrance) is in need of attention – to inform CCC. 11.5 The street- light in close proximity to Arosfa, remains not to work. To inform CCC. 11.6 It was reported that coaches of the Mid West Travel did not collect passengers from designated bus-stops within the Village. Action: To ask if they could do so. 11.7 The recently built wall in close proximity to Fountain Hall was discussed. 11.8 Litter on the streets of the Village: It was stated that certain town and community councils enlisted the services of a pavements’ sweeper eg Tregaron.
