FACT SHEET N° 5: CANDIDATES' BIOGRAPHIES LIONEL JOSPJN • Lionel Jospin was born on 12 July 1937 in Meudon (Houts de Seine). The second child in a family of four, he spent his whole childhood in the Paris region, apart from a period during the occupation, and frequent holidays in the department of Tam-et-Garonne, from where his mother originated. First a teacher of French and then director of a special Ministry of Education school for adolescents with problems, his father was an activist in the SFIO (Section franr;aise de l'intemationale ouvrierej. He was a candidate in the parliamentary elections in l'lndre in the Popular Front period and, after the war, the Federal Secretary of the SFIO in Seine-et-Marne where the family lived. Lionel Jospin's mother. after being a midwife, became a nurse and school social worker. EDUCATION After his secondary education in Sevres, Paris, Meaux and then back in Paris, lionel Jospin did a year of Lettres superieures before entering the Paris lnstitut d'efudes politiquesin 1956. Awarded a scholarship, he lived at that time at the Antony cite universitaire (student hall of residence). It was during these years that he began to be actively involved in politics. Throughout this period, Lionel Jospin spent his summers working as an assistant in children's summer camps (colonies de vacances'J. He worked particularly with adolescents with problems. A good basketball player. he also devoted a considerable part of his time to playing this sport at competitive (university and other) level. After obtaining a post as a supervisor at ENSEP, Lionel Jospin left the Antony Cite universifaire and prepared the competitive entrance examination for ENA. -
Fertility and Modernity*
Fertility and Modernity Enrico Spolaore Romain Wacziarg Tufts University and NBER UCLA and NBER May 2021 Abstract We investigate the determinants of the fertility decline in Europe from 1830 to 1970 using a newly constructed dataset of linguistic distances between European regions. We …nd that the fertility decline resulted from a gradual di¤usion of new fertility behavior from French-speaking regions to the rest of Europe. We observe that societies with higher education, lower infant mortality, higher urbanization, and higher population density had lower levels of fertility during the 19th and early 20th century. However, the fertility decline took place earlier and was initially larger in communities that were culturally closer to the French, while the fertility transition spread only later to societies that were more distant from the cultural frontier. This is consistent with a process of social in‡uence, whereby societies that were linguistically and culturally closer to the French faced lower barriers to learning new information and adopting new behavior and attitudes regarding fertility control. Vol. 22 - Comoros June 10, 2016 It was well known that Marilyn Monroe wore Chanel No. 5 perfume when she went to bed. Did you know that Chanel No. 5’s essence (essential oils) comes from the flower called ylang-ylang, which is found in the African country of Comoros? Comoros is also where the so-called “living fossils”, a rare pre-historic species of fish called coelacanths, discovered in 1938 in South Africa after having thought to be extinct, are mostly found. So this time I would like to introduce the country of Comoros, fascinating like Marilyn Monroe and a little mysterious like the coelacanths. Table 1: Comoros Country Information The Union of the Comoros is an archipelago island nation located off the coast of East Africa east of Mozambique and northwest from Madagascar. 4 main islands make up the Comoros archipelago, Grande Comore, Moheli, Anjouan and Mayotte, with Grande Comore, Moheli, and Anjouan forming the Union of Comoros and Mayotte falling under French jurisdiction as an ‘overseas department” or region. The population of the 3 islands making up the Union of the Comoros is about 800,000, while their total land area comes to 2,236 square kilometers, about the same land size as Tokyo, which makes it quite a small country. Nominal GDP is roughly $600 million, which is second from the bottom among the 45 sub-Saharan African countries, just above Sao Tome and Principe, and its population is the 5th lowest (note 1). -

Abstract: In recent decades Western Europe has seen a dramatic increase in the political activity of ethnic groups demanding special institutional provisions to preserve their distinct identity. This mobilization represents the relative failure of centuries of assimilationist policies among some of the oldest nation-states and an unexpected outcome for scholars of modernization and nation-building. In its wake, the phenomenon generated a significant scholarship attempting to account for this activity, much of which focused on differences in economic growth as the root cause of ethnic activism. However, some scholars find these models to be based on too short a timeframe for a rich understanding of the phenomenon or too narrowly focused on material interests at the expense of considering institutions, culture, and psychology. In response to this broader debate, this study explores fifteen ethnic groups in three countries (France, Spain, and the United Kingdom) over the last two centuries as well as factoring in changes in Western European thought and institutions more broadly, all in an attempt to build a richer understanding of ethnic mobilization. This review of practice is mostly based on observations in the departments of Ile de France, Rhône, Puy-de-Dôme, Haute- Garonne and Alpes-Maritimes. However, the conclusions presented in this report on the concrete implementation of asylum policies have been cross-checked and triangulated with observations of these practices in other regions and are supported by findings presented in other reports – be they official or drafted by civil society organisations. -

ECPR Joint Sessions, Rennes (France), 11-16 April, 2008 Abstract: In this paper one considers the variety of forms of parliamentary accountably in South Europe, the functions they can perform and the relevance they have from the viewpoint of the agency theory. In the paper there is also an evaluation of the cases studied. We conclude that there is not a distinctive model of parliamentary accountability in Southern Europe though the three parliaments are “proactive” in checking the executive and Spain and Italy have sound similarities. Plenary debates and policy evaluation are the most relevant activities in France while in Italy there is a big variety of procedures with different functions and high level of activity in committee. In Spain parliamentary accountability have a multifunctional character too and it is very precise and specialized. 1 A) INTRODUCTION The aim of this paper is to estimate the importance of the executive responsibility before the parliament in South European countries. At the same time it evaluates the quality of democracy since parliamentary accountability is one indicator of it. In a democracy parliaments have to ensure that the executive is kept under scrutiny and prevented from abusing its powers. In this paper one only pays attention to ex post accountability or “police patrol oversight” in terms of McCubbins and Schwartz (1984). -

Proceedings 2019 Communication Sciences – Globalization of Cultural Diversity The Integrative Process of the European Union from the Perspective of Intra-Community Secessionist Movements Angela-Mihaela Ene1 Abstract: The prospect of a fully integrated European Union and, equally, symmetrically developed from an economic point of view, is an ideal desiderate that will go through a long and totally uncertain course. If the accession of the states and the establishment of the European Union as a supranational state materialized in one way or another, the process of integration of these states is altogether different. This cultural and economic diversity must go through a broad interconnection and interdisciplinary process, a process that will take place according to the natural or artificial managers involved in this integrative construction. The natural factors are constituted from the empathy of nations to such a process and the artificial factors are characterized by community instruments developed for implementation throughout the European community. In this paper, we intend to give a point of view on the complexity of the European integration process of the Member States and also to address this process from the point of view of the secessionist movements, that have lately become very visible, from our perspective with very serious consequences on the stability and development of the Community framework. Even if the vast majority of secessionist formations are of a small size, their distribution throughout the European space makes this phenomenon a substantial one in the EU integration and development process. To ensure transparency and value for money, parliaments in EU Member states are monitoring and scrutinising Recovery and Resilience Plans (RRPs). y This note presents survey information on the experiences of parliaments in the EU on the scrutiny of the RRPs. The note is based on data from a ECPRD1 survey of European Union countries’ parliaments’ involvement and role in the formulation of RRPs and a ECPRD seminar, with case studies on parliamentary engagement from Spain, France and Italy. y The ECPRD survey highlights active engagement of Government with Parliament in some countries and very limited engagement in other countries, as was the case for Ireland. Only 7 out of 24 countries answered no to all four questions on the scrutiny of the RRPs. This includes Ireland. y While there was a public consultation on Ireland’s Recovery and Resilience Plan, as of mid- May 2021, the Government has not submitted a draft or completed Recovery and Resilience Plan to the Houses of the Oireachtas. There has been no substantive engagement with the Oireachtas or Oireachtas Committees on the plan. There has been limited scrutiny by the Oireachtas in the preparation of the Recovery and Resilience Plan.
