DESCRIPTION Présentation du contenu Ce versement se compose des dossiers établis par François Roussely dans ses fonctions de directeur du cabinet de Pierre Joxe, ministre de l'Intérieur, entre mai 1988 et mai 1989. HISTORIQUE DU PRODUCTEUR François Roussely, né en 1945, est diplômé de l'Institut d'études politiques de Paris et de l'Ecole nationale de l'administration (promotion 1976). Il est conseiller technique au cabinet de Gaston Defferre, ministre de l'Intérieur et de la Décentralisation, de 1982 à mars 1985, date à laquelle il est nommé directeur du cabinet de Pierre Joxe, jusqu'en mars 1986, puis de nouveau en mai 1988. Il est nommé directeur général de la police nationale le 31 mai 1989. The second child in a family of four, he spent his whole childhood in the Paris region, apart from a period during the occupation, and frequent holidays in the department of Tam-et-Garonne, from where his mother originated. First a teacher of French and then director of a special Ministry of Education school for adolescents with problems, his father was an activist in the SFIO (Section franr;aise de l'intemationale ouvrierej. EDUCATION After his secondary education in Sevres, Paris, Meaux and then back in Paris, lionel Jospin did a year of Lettres superieures before entering the Paris lnstitut d'efudes politiquesin 1956. Awarded a scholarship, he lived at that time at the Antony cite universitaire (student hall of residence). It was during these years that he began to be actively involved in politics. Throughout this period, Lionel Jospin spent his summers working as an assistant in children's summer camps (colonies de vacances'J. He worked particularly with adolescents with problems. A good basketball player. he also devoted a considerable part of his time to playing this sport at competitive (university and other) level. After obtaining a post as a supervisor at ENSEP, Lionel Jospin left the Antony Cite universifaire and prepared the competitive entrance examination for ENA.

    ASPJ Africa & Francophonie - 1st Quarter 2012 Mobilizing in Different Political Opportunity Structures The Cases of French and British Muslims IMÈNE AJALA, PHD* ssues related to Islam in the European sphere have increasingly been at the forefront of public spaces and part of decision makers’ agendas. According to the European Union (EU) Monitoring Centre on Racism and Xenophobia, the EU includes at least 13 million Muslims, repre- senting 5 percent of Europeans.1 For Jocelyne Césari, “Muslim immigra- tionI to Europe and North America can be seen as the foundational moment for a new transcultural space—a space where individuals live and experience different cultural references and values that are now disconnected from national contexts and boundaries.”2 Such a transcultural space is characterized by the forceful emergence of a transnational religion (Islam) in a secularized public space (Europe).3 This situation necessarily leads to tensions; that is, Eu- ropean Muslims experience difficult relations with their respective govern- ments.4 The context of the “war on terror” since the attacks of 11 Sep- tember 2001 (9/11) and the security implied have drawn additional attention to Muslims and their claims-making in terms of economic, political, and religious rights in European countries. Muslims’ integration is considered a challenge constructed as a confrontation between religious discourses and secular spaces. Of course, national differences have different effects in terms of the conceptualization of multiculturalism, and one can distinguish among them by different “philosophies of integration.”5 * The author holds a BA in political science from the Grenoble Institute of Political Studies, Grenoble, France, as well as an MA and a PhD in international relations from the Graduate Institute of International and Development Studies, Geneva, Switzerland.

It is a platform for reflections, proposals and experimentations dedicated to public policy in France. Je vais vous parler d'un autre Guy Carcassonne que celui qui vient d'être évoqué et pourtant c'est le même. Je ne prétendrai pas tenter d'exposer ce qu'est la pensée de Guy Carcassonne sur le Parlement. J'essayerais de dire l'action de Guy Carcassonne au Parlement et avec le Parlement. Il fut en effet un acteur de la vie parlementaire, dans des rôles différents, à l'Assemblée Nationale, d'abord dans l'opposition puis auprès du groupe majoritaire, au gouvernement ensuite auprès de Michel Rocard, d'abord au ministère de l'Agriculture puis surtout à Matignon pendant trois ans en charge des relations avec le Parlement. Tout commence en décembre 1978, Guy Carcassonne arrive à l'Assemblée nationale, à mi-temps, comme conseiller juridique du groupe socialiste. C'est Alain Richard, député du Val d'Oise, qui a proposé son recrutement. Quel était son travail ? D'une part préparer, avec Michel Charasse, le secrétaire général adjoint du groupe, les saisines du Conseil constitutionnel, et d'autre part, Guy assistait le petit groupe de députés juristes dénommé « les secrétaires législatifs du groupe » c'est-à-dire Alain Richard, Raymond Forni, Philippe Marchand, François Massot et quelques autres qui devaient veiller à la solidité juridique des amendements et des propositions de loi du groupe socialiste.

    Issue Date: August 23, 1985 Other International News: 2 Charged in Greenpeace Ship Sinking New Zealand arrested a man and a woman July 23 in connection with the explosion that sank the Greenpeace protest vessel Rainbow Warrior in Auckland harbor two weeks earlier. The two appeared in court July 24 and were charged with arson, conspiracy to commit arson and the murder of a Greenpeace photographer who died in the bombing. [See 1985 Other International News: Greenpeace Ship Sunk by Bomb] The man and woman carried Swiss passports identifying them as Sophie Frederique Claire Turenge and Jacques Turenge. However, the French magazine L'Express Aug. 14 said the woman had been recognized from photographs as Dominique Prieur, an army captain and full-time agent for the French secret service, Direction Generale de Securite Exterieure (DGSE). New Zealand police who traveled to Paris to investigate confirmed that identification, but declined to disclose the identity of the man being held with Capt. Prieur. Some reports said that the man was a major at a French secret service sabotage training center in Corsica. Police in New Zealand July 26 had issued warrants for the arrest of three crew members of a French-registered yacht that left Auckland the day before the bombing of the Rainbow Warrior. The three were being charged with arson with the use of explosives, conspiracy to commit arson, and murder. The French government Aug. 8 launched an official inquiry at the direction of President Francois Mitterrand into the ship's sinking. Premier Laurent Fabius named Bernard Tricot, a highly respected civil servant who was a chief of staff under the late president Charles de Gaulle, to head the inquiry.
