In Accordance with the Open Public Meetings Act, notice of this meeting of The Borough of Paramus Mayor and Council was transmitted to the Bergen Record on August 13, 2020. BOROUGH CLERK’S REPORT:

a. Environmental Commission - Business Plan to Solve a Litter Problem in Paramus Presentation – Tom Donahue “Paramus Green & Clean Initiative” Paramus resident worked with the Environmental Commission to enact the plastic bag ordinance. Mr. Donahue explains a presentation that was distributed to the Council regarding a litter problem in Paramus, and potential solutions to the problem. Mayor LaBarbiera thanks Mr. Donahue for a job well done on an impressive initiative. Mayor LaBarbiera believes that the Paramus Governing Body has been committed to environmental initiatives and has great partners. A lot of the pictures in Mr. Donahue’s presentation were Board of Education property and Mayor LaBarbiera believes they will clean up the problem if made aware. There is always room for improvement. The first step should be the Environmental Commission along with the Borough reaching out to the Board of Education to get this going. This initiative will be brought to the Environmental Commission to get started. Mr. Donahue thanks the Governing Body. b. Millennium Strategies July Grant Report c. Request received from MegaBite Events to hold a food truck festival at the Garden State Plaza on Sunday, August 30th, 2020 from 11 AM to 7 PM. Approved. d. Request received from Just Jersey Fest to hold a food truck festival at the Paramus Park Mall on Sunday, September 20th, 2020 from 11 AM to 7 PM. Approved. e. Request received from Capstone Contracting, for permission to work after hours starting Tuesday, August 25 to August 26 starting from 7 PM to 4:30 AM to demo, prep and install new sidewalk to the entrance of Bergen Town Center at Forest Avenue. Approved. f. Request received from Mr. Dennis Preis to replace Shade Tree Council Liaisons for the remainder of the 2020 year. Mayor LaBarbiera asks Councilman DiPiazza if he has anything to say about this. Mr. DiPiazza believes if the Commissions are going to start removing liaisons, we should start by removing the councilmember who has an ethical violation with their assigned commission. Mr. DiPiazza will not divulge further on the subject but will be raising it next meeting. Mr. DiPiazza believes he is active in the commission but advises that he will do better. g. Request received from Bergen Performing Arts to extend their Sunset Drive in Concert Series at the Garden State Plaza to include September 11, 2020. Mayor LaBarbiera advises that usually on September 11, the Borough has avoided events of all kind and would suggest that the same goes for this. Council agrees. Request denied for that date.

ATTORNEY’S REPORT:

h. Plastic Bag Ordinance Mr. Dan Lagana reminds the Council of a meeting from February of this year where the Council was presented with an exemption request from Glass Gardens. There seems to be confusion on whether or not this ordinance has been rescinded or suspended due to COVID-19. At no point was the ordinance rescinded or suspended. Enforcement was relaxed due to COVID-19 but full enforcement is coming.

COUNCIL MEMBERS REPORTS:

Councilwoman Bellinger Health Department reported 1,120 total positive cases of COVID. 1,117 of those are no longer isolated. There have been over 7,000 negative results and we have not had any deaths in over two weeks. Majority of the total deaths came from long term healthcare facilities. The Health Dept. is still planning on giving out flu shots to seniors but by appointment only.

Councilwoman Tedesco-Santos Recreation has canceled some fall sports. There is a parent organization that has put in a request to use some facilities to have their own fall sports league. They are not associated with the Borough.

Councilman Vartolone no report Councilman DiPiazza Library has a video on Facebook regarding public safety during COVID-19 and they would like if the Governing Body can view it and share it on social media. Shade Tree crew cleaned up from Tropical Storm Isaias.

MINUTES Councilwoman Weber DPW has done an outstanding job cleaning up from Tropical Storm Isaias. The department is continuing to clean up and expect it to be completed by the end of the week. They have collected over 1,000 yards of debris. There are streets that still need paving. The 2019 Tonnage Grant has been submitted to the state. The Borough recycled over 99,000 tons of material.

Councilman Verile The Golf Course has knocked off about $30,000 of their loss due to COVID-19.Mr. Verile explains the Golf Commission recommendation on amending their tee time policy for Paramus residents. This would be done on a trial basis. Councilwoman Bellinger asks if there is currently any benefit of being a Paramus resident at the Golf Course. Mr. DiPiazza advises that Paramus residents pay a smaller fee for their rounds of Golf but they pay the same as non-residents for their membership to the club. An extra day for tee times would be a great benefit for residents. The Golf Course is on Green Acres property and one of the incentives of Green Acres is that the host community is able to provide benefits to their residents. Mayor LaBarbiera raises the point that he hopes this doesn’t turn non-residents away.

MAYOR’S REPORT: Kudos to Shade Tree, DPW & first responders in the last few weeks. The storm has made it extremely busy. The power outages were inconvenient but PSEG is offering food reimbursement for those who lost power for over 72 hours. Mayor LaBarbiera offers his condolences to officer Alan Alvarez who passed suddenly two weeks ago. Our residential market is the best it can be right now but commercial is suffering. The mall reports that foot traffic is slowly increasing. Our retail will weather this storm and improve. We suffered with our budget this year and a way to prevent that from happening again is fiscal stability and we need our retail and commercial. The Borough is planning a National Night Out in October and there will be fireworks. We are all looking forward to that event.

ADMINISTRATOR’S REPORT: the COVID-19 team met today and decided that Borough Hall will be opening next week full time. Capital ordinance will be ready for September. There are two new policies for next meeting.

Councilman Vartolone suggests looking into a service to get minutes done quicker. Mayor LaBarbiera gives kudos to the Clerk because the minutes are being approved quicker than ever. Mr. Lagana advises these services are costly and usually take about a month anyway.

PUBLIC COMMENTS: Citizens are welcome to address the Mayor and Council on any governmental item of concern to them, whether or not it is scheduled on the agenda. Comments will be made at the public portion of tonight’s Public Meeting in the Council Chambers. 6:23 PM Borough of Paramus Mayor and Council Public Meeting Work Session held in Caucus Room August 19, 2020, 5:00 P.M. MINUTES Sally Locicero 30 Alden Road – Mrs. Locicero references a time when her husband served on the Council and was told there was a conflict because Tom had a contract with the town for towing. At that time Mayor LaBarbiera told Mr. Locicero it was in the best interest of the residents for him to step down. Mrs. Locicero believes that Councilwoman Bellinger’s running mate has a family member who does business in town at All American Ford. Why isn’t this a conflict? Mayor LaBarbiera advises that Mr. Locicero had an actual contract with the town, that’s why his serving on the council was a conflict. Doing business in Paramus and then serving as a councilmember is not a conflict. Mrs. Locicero alleges that this candidate has done business with the town and submitted bids. Mayor LaBarbiera advises that this candidate has not been elected at this time and if he does get elected in January, then any contracts he may or may not have will be looked into. Mrs. Locicero advises that she is not going away and will make sure that what was done to her husband is done to this candidate.

Mrs. Locicero complains about signs on Route 17 and believes it is a safety concern.

Dennis Dutty Wynetta Place – inquires about if the Council has ever marched together unified during a Fourth of July Parade. Mayor LaBarbiera believes the Council has always done so with the exception of the last few years. Mr. Dutty doesn’t believe the Council is unified and believes their behavior is sickening. Mr. Dutty references the oil spill that happened last week and wants to know why the Mayor did not give timely updates on Facebook and didn’t respond to his messages. Mayor LaBarbiera takes exception to this and insists that he was giving updates. Mr. Dutty is referring to a personal message he sent to the Mayor’s inbox that he read by never replied to. Mr. Dutty references an article that claimed the Mayor and Administrator were at the site talking to residents, but he did not get spoken to. In closing Mr. Dutty encourages the Council to learn to get along.

Debra Piccione 36 Ferndale Road – A letter was sent on July 28th regarding Ridgewood Country Club’s lack of maintenance. An email was immediately sent to the Administrator and Debra appreciates the quick response. Unfortunately the situation has gotten worse since then and insects and mice are appearing due to the situation. There is also poison ivy. Everyone in the Borough has been nice and very understanding but nothing is being done. Borough Administrator Joseph D’Arco advises that all the departments have been there. The Health Department found no violations or poison ivy. They did indicate that the Bergen County Mosquito Commission would be notified and they did. None of the weeds growing were considered noxious weeds. There is no ordinance saying it needs to be trimmed. Quality of Life and the Building Department also found no violations. The administrator, who is also a health officer, will stop by there tomorrow. They are also mowing their lawn at 5:30 AM. The ordinance permits 7:00 AM. Mr. D’Arco will look into it. Debra is a 33 year resident and is very proud of the Governing Body.

Paul Piccione 36 Ferndale Road – advises that the same problem referenced above occurred 5 years ago and Mr. D’Arco sent the Health Department. At that time everything was trimmed. He would like the same thing to happen now.
