The term suggests that appropriate and exact information is available in accessible media and forms; that people have access to voice their views, understanding and concerns publicly; and that open spaces for inclusive dialogue and debate are available, such as through community radio or community access programmes in other media. Community – This term signifies a group of people sharing an environment within a geographic region with shared interests due to where they live, as well as differing interests.. To accommodate differences among the people living within an area we talk about identification of ”the communities within the community.”. Community Radio – is a local radio station that is owned by, run by and staffed by people from within a given community. A community radio station produces programmes about the life of the community through involvement by community members. Sometimes stations owned by a religious organisation or even by the state may have most of the traits of a community radio station except for the ownership. Such stations are often referred to as community radio. In Africa community radio is most often geographically defined, but it can also be a station owned and run by a community of interest such as by a NGO dedicated to particular interests.. Empowerment - This refers to increasing the political, social or economic strength of individuals and communities. It often involves people developing confidence in their own capacities, and with self-confidence, power and knowledge starting a change process in their lives and in their communities. Radio Listening Groups (LG): Radio listening groups have the potential to create improved communication within a community. They provide a setting in a village where local people can discuss and debate information that is broadcast over the radio and agree on practical development action. In some cases, the setting up of listening groups can extend to developing local associations. Video Club - is a small cabin set up like a mini cinema but employs a television instead of a screen and uses video recorders to project audiovisual materials such as TV programmes and films. Villagers are charged a nominal fee for entrance. Many video clubs show action and martial arts films that are popular in Madagascar. Sometimes Civil Society organisations use video clubs to show educational videos as well. 5 PREFACE ENSURING EFFECTIVE INFORMATION AND COMMUNICATION FOR DEVELOPMENT Communication and information play an essential role in response to the fundamental problems of society, such as poverty and social exclusion, particularly at the community level where populations often face difficulties to access information and knowledge, or simply have no access at all. Yet often, all that is needed to foster people’s participation and involvement is to provide them with a space where they can express themselves and speak up. Madagascar is honoured to be chosen as a pilot country for testing the tools developed to identify and analyse the information needs of its population under the project “Communication for Empowerment” (C4E). A large island nation, Madagascar often suffers from the distance between and the isolation of its different groups of people. Radio proves to be the most adequate means of communication in the country. The national radio and the hundreds of community and private radio stations cover over 90 percent of the territory and supplement an array of traditional information and communication channels including districts meetings, folk songs, or other forms of outreach communication. Although the present study is based upon a small population sample, the information obtained gives an insight into the expectations and needs of the population and how information can contribute to meeting them. This we see as an important benefit to the country. The President of the Republic of Madagascar has stressed, on several occasions, the need to identify ways to use the media as a privileged partner in sensitizing the populations and raising their awareness of their rights as well as the opportunities available to them, so as to enable them to play an active role in their own development by being empowered. The Malagasy Ministry for Telecommunications, Postal Services and Communication immediately expressed interest in this “Communication for Empowerment” initiative which gives communication a central role, as an information tool, in raising awareness and mobilizing both the population and development partners towards the attainment of the MDGs. Particularly, I would like to congratulate the Ministry for its active involvement with the project’s steering committee. Thanks to its leadership and facilitation capacity, several partners have joined the project and discussions are moving forward very well. I hope that such discussions will lead to concrete action plans aimed at providing the population with

    PEZZOTTAITE FROM AMBATOVITA, MADAGASCAR: A NEW GEM MINERAL Brendan M. Laurs, William B. (Skip) Simmons, George R. Rossman, Elizabeth P. Quinn, Shane F. McClure, Adi Peretti, Thomas Armbruster, Frank C. Hawthorne, Alexander U. Falster, Detlef Günther, Mark A. Cooper, and Bernard Grobéty Pezzottaite, ideally Cs(Be2Li)Al2Si6O18, is a new gem mineral that is the Cs,Li–rich member of the beryl group. It was discovered in November 2002 in a granitic pegmatite near Ambatovita in cen- tral Madagascar. Only a few dozen kilograms of gem rough were mined, and the deposit appears nearly exhausted. The limited number of transparent faceted stones and cat’s-eye cabochons that have been cut usually show a deep purplish pink color. Pezzottaite is distinguished from beryl by its higher refractive indices (typically no=1.615–1.619 and ne=1.607–1.610) and specific gravity values (typically 3.09–3.11). In addition, the new mineral’s infrared and Raman spectra, as well as its X-ray diffraction pattern, are distinctive, while the visible spectrum recorded with the spec- trophotometer is similar to that of morganite. The color is probably caused by radiation-induced color centers involving Mn3+. eginning with the 2003 Tucson gem shows, (Be3Sc2Si6O18; Armbruster et al., 1995), and stoppaniite cesium-rich “beryl” from Ambatovita, (Be3Fe2Si6O18; Ferraris et al., 1998; Della Ventura et Madagascar, created excitement among gem al., 2000). However, highland "tapia" (Uapaca bojeri) woodlands may present a counter-example of indigenous management leading to woodland conservation. Contrary to common wisdom that these woodlands are degraded, tapia woodland extent and composition have seen little change this century. Tapia woodlands harbor many benefits, including wild silkworms (whose cocoons have been harvested for centuries to weave expensive burial shrouds), fruit, woodfuel, mushrooms, edible insects, and herbal medicines. As a result, villagers shape and maintain the woodlands. Burning favors the dominance of pyrophitic tapia trees and protects silkworms from parasites. Selective cutting of non-tapia species and pruning of dead branches also favors tapia dominance and perhaps growth. Finally, local and state-imposed regulations protect the woodlands from over-exploitation. These processes -- burning, cutting, and protection -- are embedded in complex and dynamic social, political, economic, and ecological contexts which are integral to the tapia woodlands as they exist today. As a result, I argue on a normative level that the creation and maintenance of the woodlands should not be seen as “degradation,” rather as a creative “transformation.” INTRODUCTION Few endemic forests exist in highland Madagascar, a region dominated by vast grasslands, rice paddies, dryland cropfields, and pine or eucalyptus woodlots.

    IOTC-2018-WPDCS14-13 REPOBLIKAN’NY MADAGASIKARA FITIAVANA-TANINDRAZANA-FANDROSOANA ____________________________ MINISTERE DES RESSOURCES HALIEUTIQUES ET DE LA PECHE UNITE STATISTIQUE THONIERE D’ANTSIRANANA (USTA) 14TH WORKING PARTY ON DATA COLLECTION AND STATISTICS Victoria-Seychelles, 29th November to 1st December 2018 Gaillord JAONA Yacinthe RAZAFIMANDIMBY ABSTRACT In the framework to improve the fishery statistics in Madagascar, the Ministry of Fisheries, through the Unité Statistique Thonière d’Antsiranana, initiated in 2015 a monitoring system for small-scale and artisanal fisheries of pelagic fish in northern Madagascar with two pilot villages. Since 2016, Monitoring has been expanded in other villages where network of investigators have been established in the various potential fishing areas. At each catch landings, an investigator collects tuna catch data and other catches, and also performs sampling. The date of landing, the time at sea, fishing zone, the weight and total number of individuals landed are recorded; and measurements of tuna and tuna like species are conducted. According to the catch monitoring since the pilot phase in 2015, it can be seen that the tuna season in the northern waters of Madagascar is from June to October. In 2016, catches from small-scale fisheries in these two pilot villages reached 102 tons, including 59 tons of tuna and 43 tons of other catches. The tuna average catch is estimated at 5.3 tons per month. In 2017, total catches in the North of Madagascar reached 3 704 tons including 80 tons of tuna and 4 tons of swordfish from 192 692 landings. Indeed, tuna represents only 2% of total catch for these villages because small-scale and artisanal fishermen still face a challenge, which is the lack of appropriate equipment for catching tuna and tuna like species.
