Ankara Üniversitesi Dil ve Tarih ECoğrafya Fakültesi Tarih Bölümü’nü bitirdikten sonra doktora ve doçentlik çalışmalarını da aynı bölümde yapmıştır. 1970-81 yılları arasında bu üniversitede Türk İnkılap Tarihi Enstitüsünde ilkin asistan, sonra doçent olarak çalışmıştır. 1982 yılında Orta Doğu Teknik Üniversitesi’ne geçmiş, l989 yılında profesörlüğe yükseltilmiştir. 1991-97 yılları arasında ODTÜ’de Tarih Bölümü Başkanlığı yapmıştır. Gülhane Askeri Tıp Akademisi, Kara Harp Okulu ve Bilkent Üniversitesi’nde de Türkiye Cumhuriyeti Tarihi dersleri vermiştir. Yurt dışında Almanya’da Frankfurt, Amerika Birleşik Devletleri’nde Salt Lake City ve Columbia, Stanford, Fransa’da Strazburg, İsrail’de Kudüs ve Hayfa üniversitelerinde Osmanlı ve Türkiye Cumhuriyeti tarihi üzerine dersler, seminerler, konferanslar vermiş, araştırmalar yapmıştır. Yakın dönem Osmanlı Tarihi ve Türkiye Cumhuriyeti tarihi, Laiklik, Halifelik, Ermeni sorunu ve Kızılay Tarihi Atatürk, Türkiye Cumhuriyeti Tarihi, Türk devrimi, kadın hakları, Amerikalı misyonerler, Osmanlı İmparatorluğunun son dönemi ve Cumhuriyet döneminde eğitim üzerine yurt içinde ve yurtdışında yayınlanmış makaleleri vardır. Prof. Dr. Sina AKŞİN mekli tarihçi. İstanbul Üniversitesi Hukuk Fakültesi’nden Emezundur. Fletcher School of Law and Diplomacy’den iki Yüksek Lisans derecesine sahiptir. Doktorasını İstanbul Üniversitesi Edebiyat Fakültesi’nde tamamlamış, 1961-1967 arasında Robert Kolej’de ders vermiştir. 1971-72 yılları arasında Birleşmiş Milletler bursu ile İngiliz Ulusal Arşivi’nde, 1978-79 yılları arasında Fransız hükümeti bursu ile Fransa Dışişleri Bakanlığı Arşivi’nde araştırmalar yürütmüştür. Ankara Üniversitesi Siyasal Bilgiler Fakültesi’nde 2004 yılında emekli olana kadar görev yapmıştır. Akşin’in Siyasal Bilgiler Fakültesi Dergisi ve Toplum ve Bilim gibi birçok dergide makaleleri yayınlanmıştır. Yayınlanan kitaplarından bazıları şunlardır: Turkey, from Empire to Revolutionary Republic: The Emergence of the Turkish Nation from 1789 to Present (İmparatorluktan Devrimci Cumhuriyete Türkiye: 1789’dan günümüze Türk Ulusunun Ortaya Çıkışı, 2007); Jön Türkler ve İttihat ve Terrakki (1998); Essays in Ottoman-Turkish Political History (Osmanlı-Türk Siyasi Tarihi Üzerine Makaleler, 2000).     TURKISH – ARMENIAN RELATIONS (1918-2008) M. Serdar PALABIYIK* Yıldız DEVECİ BOZKUŞ** Introduction he relations of Turkey with Armenia, is a rarely studied subject in the Tliterature, in general. When speaking of the relations between the two countries, the first thing that often comes to mind is the Armenian “genocide” claims, which has resulted in the undermining of the political, economic and socio-cultural dimensions of the Turkish-Armenian relations. Recently, during the period when the “genocide” claims have frequently been put in front of Turkey, Turkish-Armenian relations, especially the last ten years, has become a subject of study and some articles have been published on this issue. Nevertheless, the publications, especially concerning the relations in the early years of the establishment of Armenian Republic, have remained limited. This article is written to examine the relations between Turkey and Armenia as a whole and to analyze how these countries perceive and assess each other. In doing this, the structure of the problems between the two countries, including the “genocide” issue, and the proposals for a solution that have been developed throughout the years are examined without ignoring the roles of different political actors in foreign policy making. In other words, the aim of this article is to chronologically analyze the relations of Armenia with Turkey since the year 1918 when the Armenian state first gained its independence until today. The article is mainly composed of four parts. In the first part, the direct relations of Democratic Republic of Armenia (1918-1920) – the short-lived state that appeared on the historical scene – and the indirect relations established with Turkey after it fell under Soviet control (1920-1991) is examined.

After the 1915 genocide, a tragic new wave of Armenian immigrants has reached Romania, and some of their descendants are still around. Rumor had it that a government of Armenia could be easily formed in interwar Bucharest by the post-genocide refugees. In recent years, worldwide attention has been devoted to the history, memory, and official recognition of the Armenian genocide. This attention has triggered a multitude of conferences and publications, research programs and civic, education- al, artistic, and media initiatives. With this in mind, an international conference is convened in Bucharest to ex- plore the history of the Armenian genocide and of its lasting consequences (with an emphasis on their conceptual and comparative dimensions), its memory (includ- ing its forgetting, denial, forgiveness, transgenerational trauma, and public signifi- cance), and the related issues of responsibility (from the ethics of memory to politi- cal recognition, from moral solidarity to retrospective justice).

    THE RUSSIAN-SOVIET RESETTLEMENT POLICIES AND THEIR IMPLICATIONS FOR ETHNO-TERRITORIAL CONFLICTS IN THE SOUTH CAUCASUS By Farid Shafiyev A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History Carleton University Ottawa, Ontario © 2015 Farid Shafiyev Abstract This dissertation investigates the Imperial Russian and Soviet resettlement policies in the South Caucasus with a focus on Azerbaijan, and their implications for the ethno-territorial conflicts in the region. The periods of 1817-1840 as well as from 1878- 1914 during Russian Imperial rule are juxtaposed to the period of 1941-1953 of the Soviet administration in the South Caucasus. The selection of this time frame is based on the most active phases of the resettlement practices carried out by respective empires in the South Caucasian borderland. According to this time period, the most affected ethnic groups involved in the Russian-Soviet resettlement policies were Armenians, Azerbaijanis, Germans and Russians. As a contribution to transhistorical studies, this dissertation seeks to find not only parallels and continuity between the resettlement policies of Imperial Russia and the Soviet Union, but also aims at analyzing the modalities and complexities of empire- building in the borderlands under investigation. Thus, the dissertation will focus on differences in methods and approaches employed by the Russian Empire and the Soviet Union as they had different ideologies in empire- and state-building, which subsequently affected their resettlement practices. The research examines the imperial tools employed for refashioning the population in the borderland, such as Christianization and the “civilizing mission” and their connection to resettlement practices.
