Nonprofit Security Grant Program Threat Incident Report: January 2019 to Present November 15, 2020 (Updated 02/22/2021) Prepared By: Rob Goldberg, Senior Director, Legislative Affairs [email protected] The following is a compilation of recent threat incidents, at home or abroad, targeting Jews and Jewish institutions (and other faith-based organization) that have been reported in the public record. When completing the Threat section of the IJ (Part III. Risk): ▪ First Choice: Describe specific terror (or violent homegrown extremist) incidents, threats, hate crimes, and/or related vandalism, trespass, intimidation, or destruction of property that have targeted its property, membership, or personnel. This may also include a specific event or circumstance that impacted an affiliate or member of the organization’s system or network. ▪ Second Choice: Report on known incidents/threats that have occurred in the community and/or State where the organization is located. ▪ Third Choice: Reference the public record regarding incidents/threats against similar or like institutions at home or abroad. Since there is limited working space in the IJ, the sub-applicant should be selective in choosing appropriate examples to incorporate into the response: events that are most recent, geographically proximate, and closely related to their type or circumstance of their organization or are of such magnitude or breadth that they create a significant existential threat to the Jewish community at large. I. Overview of Recent Federal Risk Assessments of National Significance Summary The following assessments underscore the persistent threat of lethal violence and hate crimes against the Jewish community and other faith- and community-based institutions in the United States.

For the beginning, see İRS-Heritage 2 (21), 3 (22) 2015 n addition to numerous acts of terrorism and wide- spread terrorist crimes related to the organization by Iforeign nationals of illegal armed groups in the terri- tory of Armenia and their participation in the activities of such groups, representatives of the Armenian side to the conflict committed other crimes of a similar nature during the Karabakh war, facts that were recorded on the Azerbaijani side. First of all, we are talking about a Car in which journalist S. The main qualifying feature of this criminal act is the motiva- tion and goal-setting of participation in the crime: those guilty of committing it take action to change the constitutional system or the territorial integrity of the country. Actions of this kind were committed by soldiers of Armenian origin under the commander of the 2nd Battalion of the 336th Motorized Rifle Regiment of the 23rd Motorized Infantry Division of the 4th Army of the CIS Joint Armed Forces under the command of Major Seyran Ohanyan, who not only seized fighting equipment - infantry fighting vehicles (BMP-2) - without a military order, but also used them against Azerbaijani territorial defense units in the battle of 25 February 1992 for the town of Khojali, which subsequently led to mass deaths of civilians in this town.

EUROPEAN PARLIAMENT DELEGATION TO THE PARLIAMENTARY COOPERATION COMMITTEES EU-ARMENIA, EU-AZERBAIJAN AND EU-GEORGIA INFORMATION NOTE ON THE WORK OF THE DELEGATION TO THE EU-ARMENIA, EU-AZERBAIJAN AND EU-GEORGIA PARLIAMENTARY COOPERATION COMMITTEES DIRECTORATE-GENERAL FOR EXTERNAL POLICIES OF THE UNION ______________ 5 June 2014/rev.030714 PK/fc 1 INTRODUCTION Our bilateral relations: where we stand The relations between the European Parliament and the parliaments of the three South Caucasus countries- Armenia, Azerbaijan and Georgia - are currently conducted within the framework of bilateral Partnership and Cooperation Agreements, which all entered into force in July 1999. This framework vis-à-vis Azerbaijan and Armenia is not expected to change in the short term. On the other hand, the EU-Georgia Association Agreement, which features an ambitious Deep and Comprehensive Free Trade Agreement dimension, was signed on 27 June 2014 and is now likely to enter in provisional application before November 2014. This will lead to the further intensification of structured parliamentary dialogue with Georgian legislators in particular, reflecting the clear progress seen in EU-Georgia relations these last few years. EU cooperation and financial assistance to the country (see below) further reflects this fact. This said, the standing PCAs have all already initiated formal interparliamentary cooperation – with three Parliamentary Cooperation Committees exercising parliamentary control over their implementation. Each PCC has the right to receive information from the Cooperation Council and the Cooperation Committee set by the respective PCA: PCCs can also adopt recommendations addressed to the competent Cooperation Committees. The EP-Georgia PCC should however be replaced, before 2015, by an EU-Georgia Parliamentary Association Committee, in order to perform the joint democratic scrutiny function over the proceedings of the Association Council which will be established by the EU-Georgia AA/DCFTA.

  • Armenian Terrorism: a Reappraisal
Gunter 5/13/09 6:51 PM Page 109 The Journal of Conflict Studies Armenian Terrorism: A Reappraisal by Michael M. Gunter ABSTRACT This article reappraises the strategic impact of Armenian terrorism in the twentieth century. From 1973 to 1985, Armenian terrorists earned a deadly and infamous international reputation by murdering Turkish diplomats or members of their families, along with many other non-involved third parties killed in the crossfire, during 188 terrorist operations worldwide. By the mid-1980s, however, Armenian terrorists had fallen into mindless but deadly internal fighting that resulted in the deaths of several of their leading mem- bers. Yet even with the benefit of 20 years of hindsight, it remains dif- ficult to assess definitively the strategic influence exerted by Armenian terrorism. It was an excellent example of how one person’s terrorist can be viewed by some as another’s freedom fighter. In seek- ing revenge for past perceived wrongs and in pursuit of the goal of an independent state, Armenian terrorism also shared common characteristics with such other ethnic-based terrorist movements as the Irish and Palestinians. Although by practically all conventional standards of measurement its ultimate strategic impact was virtually nil, some might still argue that Armenian terrorism did help preserve the memory of what many call the twentieth-century’s first or forgot- ten genocide. INTRODUCTION Tacitly supported by many Armenians and others throughout the world as legitimate revenge for what most observers viewed as genocide1 in the First World War, Armenian terrorism in the twentieth century was an excellent exam- ple of how one person’s terrorist can be viewed by some as another’s freedom fighter.
