INVEST ATLANTA Streetcar East Extension Engineering Eastside TAD INVEST ATLANTA Streetcar East Extension Engineering Eastside TAD PURPOSE: To approve an amount up to $300,000 from the Eastside TAD to leverage additional funding for design and engineering of the Atlanta Streetcar east extension. PROJECT NAME: Atlanta Streetcar East Extension Engineering PROJECT SPONSOR/ APPLICANT: Atlanta Beltline, Inc. (ABI) LOCATION: Eastside TAD and BeltLine TAD Council District: 2 NPU: M & N PROJECT DESCRIPTION: The proposed project will start preliminary engineering database development for the Atlanta Streetcar east extension. The project extents are Jackson Street on the Atlanta Streetcar A-Line alignment and Ponce de Leon Avenue on the Atlanta BeltLine East corridor. The alignment runs on Edgewood Avenue from Jackson Street to Randolph Street, then north to Auburn Avenue and connects to the BeltLine East corridor at Irwin Street, terminating at Ponce de Leon Avenue. This segment is approximately 2.06 miles in length. BACKGROUND: The Atlanta Streetcar System Plan (SSP) was adopted by Atlanta City Council in December 2015 and includes 53 miles of streetcar service. In 2015, ABI applied for Surface Transportation Board (STB) funds through ARC in partnership with GDOT. The grant application was approved, and in April 2016 ARC requested that GDOT flex $2.8M of these Federal Highway Administration (FHWA) funds to the Federal Transit Administration (FTA) for two projects: • $800K allocated to National Environmental Policy Act (NEPA) work on the Crosstown Downtown corridor. This required a local match, which Invest Atlanta provided from the Westside TAD in April 2017. • $2M allocated to Atlanta Streetcar east extension engineering design. This requires $500K in local match and is the subject of this request. • The grant amount of $2.8M was officially awarded to the City (ABI as agent) on March 3, 2018. The extents of the project (see attached map) fall within the BeltLine TAD (approximately 0.86 miles or 42%) and the Eastside TAD (approximately 1.2 miles or 58%). As a result, ABI can contribute only the local match that falls within the BeltLine TAD and the remainder is what ABI is requesting from the Eastside TAD. The engineering design of the streetcar east extension will continue the progress that ABI has made towards implementing the BeltLine transit program. This work is critical in getting the first light-rail transit in the BeltLine corridor to further the realization of the complete Atlanta BeltLine transit mission. Today, many of those systems are increasing service, both because many of the remaining riders need it, and in the hope that riders from the pre-COVID era will come back. Offices are re-opening slowly and carefully in some transit-rich cities, and many venues that historically attracted tourists (even if only for a day trip) are still shut down. Wherever it is located, transit must fight a protracted battle to remain relevant and regain some of the ground it captured during the past several decades, and then lost during the past several months. In this report, we will look at how transit providers in the US and Canada are doing, especially with respect to the amount of service they are offering. Some providers are back to offering the level of service that they offered before the virus hit. Others still offer reduced service, while some lines are still shut down completely.
