Propaganda Broadcasts and Cold War Politics The Carter Administration’s Outreach to Islam ✣ Javier Gil Guerrero Introduction The main international events that shaped and determined Jimmy Carter’s presidency—the Egyptian-Israeli Camp David accords, the Iranian revolution and hostage crisis, and the Soviet invasion of Afghanistan—took place in the Middle East and Southwest Asia. Carter’s achievements and failures in the region underscored the Middle East’s centrality for U.S. interests. Above all, those landmark events signaled the necessity of a new approach to the area and to Muslims more generally. Especially in the cases of Iran and Afghanistan, the rise of militant Islam was interpreted as a phenomenon that needed to be urgently addressed because of its potential to shape the future of the region. The sudden emergence of anti-American sentiment among Muslims added a sense of urgency to the issue. Prompted by revolutionary Iran’s hostility toward the United States, the U.S. effort to influence foreign Muslims took the shape of a public diplomacy campaign that would dispel misunderstandings and fallacies about the United States and its stance in the region. The U.S. government had to underscore its goodwill toward Islam and convey the message that it welcomed the role of religion in the Middle East. The hostage crisis and the growing popularity of Ayatollah Ruhollah Khomeini among Muslims elevated the issue’s importance among U.S. officials on the National Security Council (NSC) staff and at the State Department. A public diplomacy and propaganda effort specifically directed at Muslims was not a novel idea. -

Ostermann, Series Editor This paper is one of a series of Working Papers published by the Cold War International History Project of the Woodrow Wilson International Center for Scholars in Washington, D.C. Established in 1991 by a grant from the John D. and Catherine T. MacArthur Foundation, the Cold War International History Project (CWIHP) disseminates new information and perspectives on the history of the Cold War as it emerges from previously inaccessible sources on “the other side” of the post-World War II superpower rivalry. The project supports the full and prompt release of historical materials by governments on all sides of the Cold War, and seeks to accelerate the process of integrating new sources, materials and perspectives from the former “Communist bloc” with the historiography of the Cold War which has been written over the past few decades largely by Western scholars reliant on Western archival sources. I was glad to note your positive assessment of the efforts I have made since 1993 to be of assistance to Estonia in solving its inter-ethnic problems. I have also studied carefully the papers prepared by your Ministry and sent to the members of the Permanent Council regarding the issues raised during my visit to Tallinn on 8/9 April 1997 and regarding the recommendations I have made to the Government of Estonia during the period from April 1993 to October 1996. Please allow me to send you a detailed reaction which I will also send to the members of the Permanent Council two weeks after you have received this letter. First of all, I should like to make some general remarks about the situation of the over 200,000 persons in Estonia who have neither the Estonian nor any other citizenship. As I have remarked before, I have found no evidence that persons belonging to national minorities in Estonia are systematically persecuted, or that there are persistent violations of their human rights. The assurance I received in July 1993 from the then Prime Minister, Mr Laar, that Estonia does not intend to start a policy of expulsion from Estonia of Russian speakers has been repeated by subsequent Governments and I feel confident that this will continue to be the case in the future. -

perry anderson INCOMMENSURATE RUSSIA t will soon be a quarter of a century since Russia left com munism behind. Its present ruler has been in power for fifteen years, and by the end of his current term in office will have all but equalled the tenure of Brezhnev. From early on, Western Iopinion of his regime divided sharply. That under Putin—after a period of widespread misery and dislocation, culminating in near state bankruptcy—the country had returned to economic growth and political stability, was evident by the end of his first term; so too the popularity he enjoyed because of these. But beyond such bare data, there was no consensus. For one camp, increasingly vocal as time went on, the pivots of Putin’s system of power were corruption and repres sion: a neoauthoritarian state fund amentally inimical to the West, with a wrapping of legal proprieties around a ramshackle pyramid of klep tocracy and thuggery. This view prevailed principally among reporters, though it was not confined to them: a representative sample could be found inEconomist editor Edward Lucas’s The New Cold War (2009), Guardian journalist Luke Harding’s Mafia State (2012), Standpoint contributor Ben Judah’s Fragile Empire (2013), but expressed no less pungently by a jurist like Stephen Holmes. For Lucas, Putin, having seized power with a ‘cynical putsch’, and maintained it with the ‘methods of terrorists and gang sters’, had ‘cast a dark shadow over the eastern half of the continent’. For Harding, under Putin’s tutelage, ‘Russia has become bullying, violent, cruel and—above all—inhuman’. -

ABSTRACT Based upon a reading of Ottoman, Russian, and Bulgarian archival documents, this dissertation examines the response by the Ottoman and Russian states to the accelerated pace of migration and spread of disease in the Black Sea region from the outbreak of the Russo-Ottoman War of 1768-1774 to the signing of the Treaty of Hünkar Iskelesi in 1833. Building upon introductory chapters on the Russian-Ottoman Black Sea frontier and a case study of Bulgarian population movements between the Russian and Ottoman Empires, this dissertation analyzes Russian and Ottoman migration and settlement policies, the spread of epidemic diseases (plague and cholera) in the Black Sea region, the construction of quarantines and the implementation of travel document regimes. Muslim Life in Central Asia, 1943-1985 Eren Murat Tasar, Harvard University, Visiting Research Fellow, Social Research Center, American University of Central Asia The period from World War II to the rise of Gorbachev saw important changes in the realms of Islamic practice, education, and social and moral norms in Soviet Central Asia. In particular, the establishment of four geographic “spiritual administrations” to oversee and manage Muslim religious life in the Soviet Union in 1943 1, the foundation of a special state committee to oversee the affairs of non-Orthodox faiths in 1944, and the opening of the country’s only legal madrasah in 1945 (in Bukhara, Uzbekistan) inaugurated a new chapter in the history of Islam in the Soviet Union. Subsequent decades saw the professionalization of a legally registered, ecclesiastical Islamic hierarchy affiliated with the party-state, as well as the growth of unregistered networks of Islamic teachers and prayer leaders. On a broader societal level, the increased prosperity of the Khrushchev and Brezhnev years (1953-1982) witnessed important social developments such as a sharp decrease in public observance of Islamic rituals and strictures (the prohibition of pork and alcohol consumption, for instance) and, in urban areas, a rise in interfaith marriage. Muslim identity, as well as the social and religious life of Muslim communities, evolved in Central Asia during the Soviet period. Anthropologists, historians, and political scientists studying Islam in Central Asia have debated the nature of this evolution in the realms of social, cultural and political life. Local self-government reforms in Europe: legal aspects of considering the communities' social identity Professor Tetyana SEMIGINA1 Professor Olena MAIDANNYK2 Professor Yuriy ONISCHYK3 Associate professor Yaroslav ZHURAVEL4 Abstract The implementation of local self-government reform is closely linked to the social identity, a concept that includes common territory of residence, history of origin and development, social interaction, moral standards, values, traditions, interests, habits and needs. In order to study the realm of different European countries in implementing of the decentralization policy and the current state of regulation of the local-self government issues with respect to the social identity the comparative-law, formal and legal, and system- structural methods were used. The cross-national comparative study reveals that in Austria, Spain, France, Poland, the formation of local communities’ associations was preceded with regard to the economic criterion and the permission of the executive branch, while the opinion of local communities’ members is only advisory. In Estonia, the legislation regulates the procedure on the formation of unions of townships or cities, as well as a list of issues to be discussed with local communities’ members. However, the decisive move is still left to the government. In Ukraine, it is statutory that a decision to form a united territorial community could be adopted only after positive discussions with members of the relevant local communities. At the same time China experienced rapid growth while most countries in FSUA experienced steep declines. In the paper I argue that this difference is difficult to explain within an n-country, cross-section econometric framework. Instead a case-oriented approach with more institutional specification is chosen. In particular, the role of the former normative and institutional framework of central planning is explored.
