Azerbaijan, as a reliable NATO partner and friend of Afghanistan, will continue its significant troop contribution to the Resolute Support Mission and provide a multi-modal transit. Azerbaijan has already several times made substantial donations to the Afghanistan National Army (ANA) Trust Fund. We will continue to support this Fund financially in line with the pledges we made. We remain committed to a long-term political partnership and a practical cooperation with Afghanistan. After conclusion of the Resolute Support Mission, we envisage contribution through the enhanced Enduring Partnership. OFFICIAL CHRONICLE – ОФИЦИАЛЬНАЯ ХРОНИКА OFFICIAL – Azerbaijan’s contribution to the stability and development of Afghanistan goes well beyond our involvement in NATO operations. We support Afghanistan bilaterally on its path of reforms towards self-reliant future by providing practical assistance in the areas of military training, education, infrastructure, transportation, investments, and increasing the role of women in society. This project will connect European and Asian railroads through Azerbaijan. Afghanistan can also join this vital transportation network. Construction of the biggest international trade seaport in the Caspian region in our country provides new opportunities for cooperation in Eurasia. I am sure Afghanistan will also benefit from this project. Azerbaijan-NATO partnership is based upon the principles of international law and indivisibility of security. Regretfully, there are still violations of these principles. The continued use of force against Azerbaijan by Armenia, whose armed forces occupied almost 20% of Azerbaijan’s territories, ethnically cleansed about one million Azerbaijanis, and committed war crimes, not only undermines the territorial integrity of Azerbaijan but also represents a grave threat to regional security. For more than twenty years, Armenia refuses to implement the relevant resolutions of the UN Security Council, which demand immediate, full and unconditional withdrawal of Armenian troops from Azerbaijan. We support the statements of the Co-Chairs of the OSCE Minsk Group as well as the Chairman-in-Office of the OSCE saying that “status-quo is not acceptable”. Changing the status-quo means beginning of de-occupation of the territories of Azerbaijan. We appreciate the renewed commitment by NATO to support Azerbaijan’s territorial integrity, independence and sovereignty, as reiterated in Warsaw Summit Declaration. Thank you. At the same time China experienced rapid growth while most countries in FSUA experienced steep declines. In the paper I argue that this difference is difficult to explain within an n-country, cross-section econometric framework. Instead a case-oriented approach with more institutional specification is chosen. In particular, the role of the former normative and institutional framework of central planning is explored.

Abstract Precise characterization of informational trade barriers is neither well documented nor understood, and thus remain a considerable hindrance to development. Using spatial econometrics on Russian customs data, we document that destination-specific export spillovers exist for developing countries, extending a result that was only known for developed countries. This result suggests behavior responding to a destination barrier. To account for this fact, we build on a monopolistic competition model of trade by postulating an externality in the international transaction of goods. We test the model's prediction on region- and state-level exports using Russian and U.S. data. Our model accounts for up to 40% more of the variation than in gravity-type models without agglomeration. This finding has important development implications in that export policy that considers current trade partners may be more effective than policy that focuses only on the exporting country's industries. EXECUTIVE SUMMARY When the IREX program launched in 2004, the operating environment for the country’s media sector was in decline; this deterioration continued throughout the duration of the program. 2006 saw further crackdowns on Azerbaijani media, as journalists were imprisoned and media outlets harassed and closed. ANS-TV was fined nearly US$2 million for alleged tax manipulation and the station’s broadcast license was not renewed; the station was ordered to close in late 2006. The closure was rescinded in early 2007 and the government granted ANS- TV’s ownership the right to continue broadcasting until final disposition of their licensing situation was settled. Additionally, the government moved to evict Azadlig newspaper from its premises, which had been given to the paper in 1992 when then-President Abulfaz Elchibey ceded the building to them in perpetuity. However, the government claimed that the publication owed more than US$30,000 in rent; the paper offered to pay but asked for a lease which the government was not inclined to provide.

    Nation Making in Russia’s Jewish Autonomous Oblast: Initial Goals and Surprising Results WILLIAM R. SIEGEL oday in Russia’s Jewish Autonomous Oblast (Yevreiskaya Avtonomnaya TOblast, or EAO), the nontitular, predominately Russian political leadership has embraced the specifically national aspects of their oblast’s history. In fact, the EAO is undergoing a rebirth of national consciousness and culture in the name of a titular group that has mostly disappeared. According to the 1989 Soviet cen- sus, Jews compose only 4 percent (8,887/214,085) of the EAO’s population; a figure that is decreasing as emigration continues.1 In seeking to uncover the reasons for this phenomenon, I argue that the pres- ence of economic and political incentives has motivated the political leadership of the EAO to employ cultural symbols and to construct a history in its effort to legitimize and thus preserve its designation as an autonomous subject of the Rus- sian Federation. As long as the EAO maintains its status as one of eighty-nine federation subjects, the political power of the current elites will be maintained and the region will be in a more beneficial position from which to achieve eco- nomic recovery. The founding in 1928 of the Birobidzhan Jewish National Raion (as the terri- tory was called until the creation of the Jewish Autonomous Oblast in 1934) was an outgrowth of Lenin’s general policy toward the non-Russian nationalities. In the aftermath of the October Revolution, the Bolsheviks faced the difficult task of consolidating their power in the midst of civil war. In order to attract the support of non-Russians, Lenin oversaw the construction of a federal system designed to ease the fears of—and thus appease—non-Russians and to serve as an example of Soviet tolerance toward colonized peoples throughout the world.
