Coming from a seafaring tradition it was perhaps no wonder that I would follow but not without hardship on the part of my parents as they struggled to raise the necessary funds for my books and officer cadet uniform. Their confidence and encouragement has since allowed me to achieve a great deal and I am only saddened by the fact that they are not here to share this latest and arguably most prestigious attainment. It is also appropriate to mention the ferry industry, made up on an intrepid band of individuals that I have been proud and privileged to work alongside for as many decades as covered by this thesis. -

The Norse element in the Orkney dialect Donna Heddle 1. Introduction The Orkney and Shetland Islands, along with Caithness on the Scottish mainland, are identified primarily in terms of their Norse cultural heritage. Linguistically, in particular, such a focus is an imperative for maintaining cultural identity in the Northern Isles. This paper will focus on placing the rise and fall of Orkney Norn in its geographical, social, and historical context and will attempt to examine the remnants of the Norn substrate in the modern dialect. Cultural affiliation and conflict is what ultimately drives most issues of identity politics in the modern world. Nowhere are these issues more overtly stated than in language politics. We cannot study language in isolation; we must look at context and acculturation. An interdisciplinary study of language in context is fundamental to the understanding of cultural identity. This politicising of language involves issues of cultural inheritance: acculturation is therefore central to our understanding of identity, its internal diversity, and the porousness or otherwise of a language or language variant‘s cultural borders with its linguistic neighbours. Although elements within Lowland Scotland postulated a Germanic origin myth for itself in the nineteenth century, Highlands and Islands Scottish cultural identity has traditionally allied itself to the Celtic origin myth. This is diametrically opposed to the cultural heritage of Scotland‘s most northerly island communities. 2. History For almost a thousand years the language of the Orkney Islands was a variant of Norse known as Norroena or Norn. The distinctive and culturally unique qualities of the Orkney dialect spoken in the islands today derive from this West Norse based sister language of Faroese, which Hansen, Jacobsen and Weyhe note also developed from Norse brought in by settlers in the ninth century and from early Icelandic (2003: 157). -

GD 2020/0058 2020/21 1 Programme for Government October 2020 – July 2021 Introduction The Council of Ministers is pleased to bring its revised Programme for Government to Tynwald. The Programme for Government was agreed in Tynwald in January 2017, stating our strategic objectives for the term of our administration and the outcomes we hoped to achieve through it. As we enter the final year of this parliament, the world finds itself in the grip of the COVID-19 pandemic. This and other external factors, such as the prospect of a trade agreement between the UK and the EU, will undoubtedly continue to influence the work of Government in the coming months and years. What the Isle of Man has achieved over the past six months, in the face of COVID-19, has been truly remarkable, especially when compared to our nearest neighbours. The collective response of the people of our Island speaks volumes of the strength of our community and has served to remind us of the qualities that make our Island so special. At the beginning of the pandemic the Council of Ministers suspended the Programme for Government, and any work within it, to bring to bear the complete resources of the public service in the fight against coronavirus as we worked to keep our island and its people safe. Through the pandemic we have seen behaviour changes in society and in Government, and unprecedented times seem to have brought unprecedented ways of working. It is important for the future that we learn from the experiences of COVID and carry forward the positive elements of both what was achieved, and how Government worked together to achieve it. -

PROGRAMME FOR GOVERNMENT Q1 REPORTING 2017 ACTIONS Actions The Programme for Government ‘Our Island - a special place to live and work’ was approved by Tynwald in January 2017 and in April 2017 a performance framework, ‘Delivering a Programme for Government’, was also approved. The ‘Programme for Government 2016-21’ is a strategic plan that outlines measurable goals for Government. The Council of Ministers have committed to providing a public update against the performance framework on a quarterly basis. This report provides an update on performance through monitoring delivery of the actions committed to. The first quarter for 2017/18 ran April, May, June and reporting for this period has been undertaken during the past 4 weeks. Information has been provided from across Government Departments, Boards and Offices, and the Cabinet Office have collated these to provide this report on Key Performance Indicators. The Programme for Government outlines a number of initial actions that were agreed by the Council of Ministers which will help take Government closer to achieving its overall objectives and outcomes. Departments Boards and Offices have developed action plans to deliver these actions and this report provides an update status report on delivery against these action plans. Cross Solent Ferry Costs 3.1 The Chief Executive of Wightlink reported to the Commission that Wightlink Ltd was a UK Company like any other that would conduct its business in accordance with the Companies Act 2006. However, because it was not a public limited company, it did not have to comply with the Financial Services Regulations 2001. 3.2 Mr Willson outlined the position of the Macquarie European Infrastructure Fund in relation to Wightlink. The company was at present unaffected by the current economic crisis and Wightlink was still planning to invest in its services. 3.3 Members were advised that whilst such information as the incurred debt of Wightlink. when it was purchased in 2005. was available to anybody who wished to know, such information as the purchase price was not in the public domain. 3.4 Mr Willson reported on each of Wightlink’s services. -

Chaque participant doit disposer de son équipement (vélo révisé, matériel de camping, cartes, pièces de réparation, etc.). On peut arriver en cours de voyage, le jour que l’on veut, et repartir à sa guise. Entre deux étapes, chacun-e est libre de rouler seul-e ou en groupe et peut rouler 60 km ou plus, selon sa forme et son humeur (visite de sites, sieste, étape gastronomique). En principe, les participants se retrouvent chaque jour à l’endroit du rendez-vous fixé à l’avance (devant l’hôtel de ville, sur une place etc.), pour un départ groupé à l’heure indiquée, les retardataires peuvent rejoindre le groupe comme bon leur semble. Chacun-e doit gérer ses étapes (hébergement, repas) dans les lieux indiqués ci-dessous ou d’autres lieux de son choix, réserver les billets du ferry pour l’Île de Jersey à Condor ferries / Manche îles express, et se munir du topoguide avec la carte du parcours. Les itinéraires décrits sont un enchaînement de voies vertes, chemins de halage, pistes cyclables, petites routes agricoles et même, en certaines occasions, tronçons de départementales un temps partagées avec les autres catégories d’utilisateurs. Une forme de jeu de piste généralement pas trop difficile à suivre malgré un balisage peu existant, requérant prudence et attention. -

I am married to Joan and have two children Mark and Helen and five grandsons Joe, Jack, Jake, Bobby and Sam. I have served as Minister of Social Care where I instigated an in depth housing review, engaged in a reappraisal of the benefits system in conjunction with Treasury and commissioned an external review of our children and family services. For a short period I was Minister of Community Culture and Leisure during the period of it closure and transfer of functions before being appointed as Minister of Policy and Reform. I have also been Chairman of the Planning Committee, Chairman of the Civil Service Commission and Chairman of two Select Committees – one looking at our jury system and one looking at funding for nursing care homes for the elderly.
