Purchase of a partial taking from a residential property located at 19191 St. Andrews Road, south of Beechgrove Side Road, Town of Caledon, Region of Peel, under the "Greenlands Acquisition Project for 2011-2015,” Flood Plain and Conservation Component, Humber River watershed. Moved by: Jack Heath Seconded by: Richard Whitehead THE EXECUTIVE COMMITTEE RECOMMENDS THAT 2.428 hectares (6.0 acres) more or less, being part of Lot 19, Concession 5 East of Hurontario Street, Town of Caledon, Regional Municipality of Peel and being a partial taking from a property municipally known as 19191 St. Andrews Road be purchased from Lorie Anderson and Wayne Anderson; THAT the purchase price be $36,000, together with the vendor's legal fees to a maximum of $1,000; THAT acquisition by Toronto and Region Conservation Authority (TRCA) is conditional on all necessary funding being available; THAT TRCA receive conveyance of the land required free from encumbrance, subject to existing service easements; THAT the firm of Gardiner Roberts LLP, Barristers and Solicitors, be instructed to complete the transaction at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs and disbursements are to be paid; AND FURTHER THAT the authorized TRCA officials be directed to take whatever actions may be required to give effect thereto including the obtaining of necessary approvals and the signing and execution of any documents. CARRIED BACKGROUND Resolution #A94/10 at Authority Meeting #5/10, held on June 25, 2010, approved the Greenlands Acquisition Project for 2011-2015. The property municipally known as 19191 St. Andrews Road is on the east side of St. Andrews Road, south of Beechgrove Side Road. The property is rectangular in shape, improved with a one story single family house and barn and consists of 4.856 hectares (12.0 acres) more or less. The parcel that is being offered for sale to TRCA is the rear unimproved rectangular portion containing a wetland area of 2.428 hectares (6.0 acres) more or less. 237 Negotiations have been conducted with the owner. The offer at hand is supported by an appraised value based on an independent valuation. Attached is a plan showing the location of the subject property. RATIONALE The subject property falls within TRCA’s approved master plan for acquisition for the Humber River watershed as outlined in the approved Greenlands Acquisition Project for 2011-2015. The property is located in the Speersville Wetland Complex, Sleswick Complex Environmentally Significant Area and Lake Simcoe Sub-Lobe Drumlins area of Natural and Scientific Interest. TAXES AND MAINTENANCE This parcel of land will merge with the abutting TRCA-owned property to the east and south and will not significantly impact TRCA’s maintenance costs. Based on a review of environmental criteria for lands that are eligible to receive a property tax exemption under the provincial, Conservation Land Tax Incentive Program, it would appear that all of the subject property would be eligible for exemption for the 2012 taxation year. FINANCIAL DETAILS TRCA staff has approached the Regional Municipality of Peel to provide 50% of the acquisition costs of the subject property. The remainder of the funding would be TRCA land sale revenue. Funding is available in TRCA's land acquisition capital account 004-11-502. Cars, buses and emergency vehicles alike were forced to turn left, entering the infamous "Dufferin Jog". This three block circuitous route through a residential neighborhood added only time and confusion to those wishing to travel further south. Delcan was contracted to remedy this by designing and engineering a smart solution that would seamlessly link the two parts of Dufferin Street. The City of Toronto billed this project as an exercise in "urban place-making", wanting to both improve access and revitalize a community at the same time. If examining the changing and de- veloping physical landscape, then records are in no short supply at various govern- ment archives: census records, municipal planning records, maps, assessment roles, directories, building surveys, and aerial photographs, to name only a few. Retelling the experiences of a community of people, however, requires a slightly different re- search strategy. Personal papers, photographs, letters, home movies, and oral histo- ries offer a glimpse into the lives of residents. Organizational records can provide insight into the cultural, religious, and social needs of a community and the services offered. But what if those records do not exist or cannot easily be located? The Ontario Jewish Archives (OJA) receive over 650 research requests each year. If we divide that by the number of working days (ignoring vacations, stat, and Jewish hol- idays), that equals 2.5 inquiries every day. Some of these inquiries are fairly quick and straightforward, and some are long, protracted research endeavours. We also receive over 50,000 unique users to our website each year; researchers whom we never in- teract with and whose research we never hear about. Of these research requests, a sizable number are related to Jewish spaces and shifting landscapes. “I’m researching the history of Kensington Market”; “Do you have any records on The Ward?”; “I’d like to study the small communities in Ontario”; “I’m interested in how Bathurst Street became the spine of Toronto’s Jewish community.” While these questions may appear well defined, it is the archivist’s job to determine what the researcher is actually asking.

    REPORT FOR ACTION Improved Safety for Cyclists and Pedestrians - Dufferin Street Date: May 3, 2021 To: Toronto and East York Community Council From: Acting Director, Traffic Management, Transportation Services Wards: Ward 9 - Davenport SUMMARY At its meeting on December 16, 17 and 18, 2020, City Council directed Transportation Services to conduct a review of various safety and operational concerns for cyclists and pedestrians on Dufferin Street (Ward 9 - Davenport). This report provides an overview of the assessments and improvements proposed by Transportation Services, with the exception of the requests for additional traffic control signals. The evaluation of additional traffic control signals on Dufferin Street requires further review by Transportation Services and will be addressed in a subsequent report to the June 24, 2021 meeting of Toronto and East York Community Council (TEYCC). All other actions identified within this report will be implemented in 2021 and a summary report will be provided. RECOMMENDATIONS The Acting Director, Traffic Management, Transportation Services recommends that: 1. Toronto and East York Community Council receive this report for information. FINANCIAL IMPACT All costs associated with the safety and operational improvements are included in the Transportation Services 2021 Operating Budget. This report recommends that the private right of way located between Dufferin Street and Keele Street be named “York University Busway”. RECOMMENDATIONS The City Surveyor recommends that: (1) the private right of way located between Dufferin Street and Keele Street be named “York University Busway”; and (2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto, including the introduction of a naming by-law. Financial Impact There are no financial implications resulting from the adoption of this report. ISSUE BACKGROUND The new TTC York University bus route is located between Downsview Station and York University. Part of the bus route, between Dufferin Street and Keele Street, is on a private right of way and is not officially identified. To assist in the dispatch of emergency services, the right of way should be officially named as the “York University Busway”. Street Naming – York University Busway COMMENTS The name “York University Busway” has been circulated for comment and is acceptable to the Toronto Transit Commission, Councillor Perruzza, the North York Preservation Panel, Police, Fire and Emergency Medical Services. The proposed name is consistent with the City of Toronto Street Naming Policy approved by City Council at its meeting held on August 1, 2, 3 and 4, 2000 and amended May 30, 31 and June 1, 2001 and should therefore be approved for identifying the private right of way.

    STAFF REPORT ACTION REQUIRED 3130 Dufferin Street - Zoning by-law Amendment - Request for Direction Report Date: June 11, 2015 To: North York Community Council From: Director, Community Planning, North York District Wards: Ward 15 – Eglinton-Lawrence Reference 12 142013 NNY 15 OZ Number: SUMMARY This application proposes to amend the former City of North York Zoning By-law No. 7625 to permit a mixed use building containing 374 residential dwelling units and 1,379m2 of retail floor space at 3130 Dufferin Street. The application proposes a 12- storey building element abutting Dufferin Street, a 6-storey building component abutting Apex Road, a 24-storey tower situated internally to the site (in the southwest corner) and a 6-storey building element connecting the 24-storey and 12-storey towers. With 45,814m2 of gross floor area, the application proposes a Floor Space Index of 5.84. The applicant has appealed the proposed Zoning By-law Amendment application to the Ontario Municipal Board (OMB), citing Council's lack of decision on the application within the time frame specified in the Planning Act. A Pre-Hearing Conference was held on March 10, 2015 and a second Pre-hearing Conference on this appeal is scheduled for July 7, 2015. The purpose of this report is to seek Council's direction with respect to the position of the City at the Ontario Municipal Board. A hearing date has not yet been scheduled.
