The effect of the Incentivized Gradual Retirement Plans on municipalities’ employment rate JEL code: J26, J45 A.T.G.J. Rutten M.G. Knoef D.J. Van Vuuren We investigate the effect of incentivized gradual retirement plans (GRPs) on the retirement behavior of older civil servants and the employment levels of younger civil servants at municipalities. The GRP wants to establish that older workers remain employed up to the pension eligibility age, by offering older-employees a reduction in working hours with only a limited decrease in net earnings and little to no reduction in pension accrual. Municipalities use this freed-up capacity by hiring younger employees. Using variation in the availability of GRPs between Dutch municipalities, we use a differences-in-differences design to test whether GRPs succeeded in achieving its goals. We find that this is not the case. More precisely, we find that the adoption of a GRP has a minor significant effect (close to zero) on the exit age of older civil servants. We as well find that GRPs do not increase the hiring rate of young civil servants in the age group 18-30. 1 I Introduction Most western countries are confronted with an increasing life expectancy and a decreasing fertility rate. Because of these developments, most countries implemented numerous reforms to increase the labor force participation rates among older workers (OECD, 2011). However, the implementation of these reforms raised questions about whether older workers can work longer. Therefore, different countries proposed different solutions. For instance, Austria implemented an early retirement pension option for workers in heavy occupations. -

De aanleiding van dit onderzoek is de geplande nieuwbouw van woningen aan de Hooftstraat 133-141 en Hooftstraat 132-134. De begeleiding vond plaats onder saneringsomstandigheden. Tijdens de begeleiding zijn de archeologische resten tot 1 m –NAP onderzocht, de maximale ontgravingsdiepte ten behoeve van de sanering en nieuwbouw. Dit bleek nog niet de onderzijde van de archeologische resten te zijn. Tijdens het onderzoek zijn vondsten vanaf de 15e eeuw aangetroffen. In deze periode wordt het gebied nog niet bewoond, maar er beginnen zich wel al activiteiten af te spelen. -

The show will feature an extensive group of the artist’s sculptural wall reliefs and works on paper from the late 1950s to the mid-1970s in what will be the first significant presentation of the artist’s work in America in over a decade. Regarded as one of the most important Dutch artists of the late twentieth century, Schoonhoven is recognized for his innovative and systematic investigations into light, form, and volume. Despite spending the majority of his life in Delft, the Netherlands, where he worked from 1946 to 1979 as a civil servant for the Dutch Postal Service, Schoonhoven rose to artistic prominence as an active and influential member of the international avant garde. Beginning in the 1950s, he played a central role in the Nederlandse Informele Groep (Netherlandish Informal Group) and the Nul-groep (Nul Group)—which were affiliated with the European Informel movement and the ZERO Group respectively. Rejecting illusionism and subjective expression, these artists shared a collective interest in exploring the essential, objective forms and properties of art. Schoonhoven in particular developed a highly unique body of work that centered on a sustained investigation of serial abstraction, the monochrome, and the grid. -

Zaterdag heeft Midden-Delfland burgemeester Arnoud Rodenburg vanuit Vlaardingen met de fluisterboot een tocht gemaakt door Hof van Delfland. Hierbij gaf Henk van Beek namens Vereniging Regio Water een demonstratie van een gps-app voor de mobiele telefoon. Wie deze app download, hoort via zijn of haar Nokia of Samsung een toelichting op de historie van een aantal vaarroutes, al dan niet via speakertjes. De tocht tussen Midden Delfland en Vlaardingen is er een van. De route werd nu gevaren met een fluisterboot , maar leent zich ook uitstekend voor kano’s, roeiboten en sloepjes. Vereniging Regio Water/ Waterbaan opereert in een kennisnetwerk European Waterways Forward, dat klimaatverandering en duurzaamheid als thema’s hoog op de agenda wil krijgen van lokale overheden. Richting de doelstelling om minder geluid en uitlaatgassen uit te stoten en te zorgen voor doorgaand vaarwater, Vlaardingen en Midden-Delfland zetten met Elektrisch varen een belangrijke stap gezet. De app is te downloaden via www.waterwegwijzer.nl en beslaat een kleine tiental routes in Zuid- Holland . Ze is ontwikkeld samen met de Vereniging Regio Water, met steun van de provincie Zuid- Holland en bibliotheekorganisatie ProBiblio. Het downloaden is eenvoudig. Wie dat toch te ingewikkeld vindt, kan een kant en klaar gps toestel lenen bij de bilbliotheken in Leidschendam- Voorburg, Schiedam en Alphen aan den Rijn. De Krimpen- erwaard telt een grote diversiteit aan kernen en buurtschappen: klein-stedelijk, dorpskernen, buurtschappen, lint- en dijkbebouwing in de uitgestrekte ruimte van de polder. Ze hebben veel gemeen; een groot verenigingsleven, rustige en veilige woonmilieus en gemotiveerde onder- nemers. Van oudsher voelen mensen in de Krimpenerwaard zich sterk met hun eigen kern verbonden. De gemeente wil graag de vitaliteit van de kernen in de Krimpenerwaard behouden en gericht versterken. Niet door overal hetzelfde te doen, maar door aan te sluiten op de kernkwaliteiten die de kern uniek en bijzonder maakt. Halverwege 2015 heeft het College van burgemeester en wethouders het startschot gegeven voor het ontwikkelen van een breed gedragen visie op de kernen en daarop te baseren Kernenbeleid. Vanaf dat moment is een zeer inspirerend proces gaan lopen. In alle kernen hebben zinvolle bijeenkomsten met veel betrokken inwoners en onder- nemers plaatsgevonden. Wij hebben in alle bezochte kernen de vraag vanuit verschillende invalshoeken besproken: wat maakt deze kern uniek? En zijn op zoek gegaan naar de kracht van de totale gemeenschap in de Krimpenerwaard; ‘wat bindt ons nu als Krimpenerwaard’? Er is zo in 2015 en 2016 door velen bijgedragen aan een gezamenlijke visie op de toekomst van de kernen in de Krimpenerwaard.
