Commission RPP Registrar of Political Parties TOR Terms of Reference [iii] Executive Summary The Office of the Registrar of Political Parties is a state office established under the Political Parties Act, 2011 with the mandate to register and regulate political parties as well as administer the Political Parties Fund. This report summarizes the achievements of the office, highlights challenges and makes recommendations on how to address the challenges and the way forward in the implementation of the Political Parties Act, 2011. The Act is the primary legal reference for management of political parties pursuant to Articles 91 and 92 of the Constitution, which envisage that political parties respect internal democracy and their constitutional status in the Kenyan political system. Political parties provide an avenue important discourse as well as being vehicles for seeking elective leadership and therefore fulfilling the aspirations of the electorates. As a result, they are critical institutions of social, economic and political governance. Strong and vibrant political parties guarantee democratic competition. Chapter one highlights the mandate of the ORPP, the strategic direction including vision, mission, core values. The chapter also presents the hierarchical arrangement with regard to lines of authority, communication and duties as outlined in the ORPP organizational structure. Chapter two summaries the achievements of the Office under the following thematic areas; Legal reforms; Registration of Political Parties; Regulation of Political Parties; Integrated Political Parties Management System; Institutional Capacity Building; ORPP Corporate Image; and Strategic Partnerships and Collaborations. Chapter three presents management and administration of ORPP finances for the financial year 2019/2020 while chapter four and five highlights the planned activities for FY 2021/22, challenges faced by ORPP and the recommendations respectively. [iv] Foreword The Office of the Registrar of Political Parties is pleased to present its annual performance report for the financial year 2019/2020 to all our stakeholders and the public in general. The Political Parties Act, 2011 established the Office of the Registrar of Political Parties as a State Office within the meaning of Article 260 of the Constitution of Kenya.
