There have been a number of conferences held this quarter which discussed various aspects of the forest- ry sector and sought to find sustainable, workable solutions towards environmental conservation. Key among them was the 21st Conference of Parties (COP 21) under the United Nations Framework Convention on Climate Change (UNFCC) that took place in Paris, France, in which Kenya was repre- sented by His Excellency the President, Hon. Uhuru Kenyatta. The Public Relations Society of Kenya (PRSK), sup- ported by the Global Alliance for Public Relations and Com- munication Management also held the first World Confer- ence on Public Relations in Emerging Economies (WCPREE) at the Kenyatta International Convention Centre (KICC) in Nairobi during this quarter. The conference focused on crucial issues affecting emerging economies such as jobs and growth, health, sustainability and climate change. We also touch briefly on the upcoming 20th Ses- sion of the Africa Wildlife & Forestry Commission conference (AWFC) which Kenya notably agreed to host upon request by the FAO. Among the issues to be discussed there include forestry and climate change adaptation and mitigation, op- portunities and challenges in non–wood forest products, implementation of forest and wildlife policies in Africa, val- ue addition and trade in timber and non timber forest prod- ucts in Africa and enhancing sustainability and efficiency of wood fuel production and consumption among others. -

A focus on political theatre is more helpful. This article extends the debate on populist performance, showing how populists typically do not produce rehearsed performances to passive audiences. In drawing ‘the people’ on stage they are forced to improvise. As a result, populist performances are rarely sustained. The article describes the Zambian Patriotic Front’s (PF) theatrical insurrection in 2006 and its evolution over the next decade. The PF’s populist aspect had faded by 2008 and gradually disappeared in parallel with its leader Michael Sata’s ill-health and eventual death in 2014. The party was nonetheless electorally successful. The article accounts for this evolution and describes a ‘post-populist’ legacy featuring hyper- partisanship, violence and authoritarianism. Intolerance was justified in the populist moment as a reflection of anger at inequality; it now floats free of any programme. Journalism and Mass Communication, ISSN 2160-6579 D July 2012, Vol. 2, No. 7, 717-734 DAVID PUBLISHING Newspaper Visibility of Members of Parliament in Kenya* Kioko Ireri Indiana University, Bloomington, USA This research investigates variables that predicted news coverage of 212 members of parliament (MPs) in Kenya by four national newspapers in 2009. The 10 variables examined are: ordinary MP, cabinet minister, powerful ministry, parliamentary committee chairmanship, seniority, big tribe identity, major party affiliation, presidential ambition, commenting on contentious issues, and criticizing government. Findings indicate that commenting on contentious issues, criticizing government, cabinet minister, ordinary MP, powerful ministry, and seniority significantly predicted visibility of the parliamentarians in newspaper news. However, a multiple regression analysis shows that the strongest predictors are commenting on contentious issues, cabinet minister, criticizing government, and big tribe identity. While commenting on controversial issues was the strongest predictor, major party identification and committee leadership were found not to predict MPs’ visibility. Through the mass media, citizens learn what their leaders are doing for them and the nation. Similarly, politicians use the media to make their agendas known to people. It is, thus, rare to come across elected leaders ignorant about the importance of registering their views, thoughts, or activities in the news media. In Kenya, members of parliament have not hesitated to exploit the power of the mass media to its fullest in their re-election bids and in other agendas beneficial to them. -

IMD Partner in Democracy A NNUAL R EPORT 2005 The IMD – an institute of political parties for political parties The Institute for Multiparty Democracy (IMD) is an institute of political parties for political parties. Its mandate is to encourage the process of democratisation in young democracies by providing support to political parties as the core pillars of multi- party democracy. IMD works in a strictly non-partisan and inclusive manner. Through this approach, the Institute endeavours to contribute to properly functioning, sustainable pluralistic political party systems. It also supports the activities of civil society groups which play a healthy role in multi-party democracies, even though they are not part of any formal party structure. IMD was set up by seven Dutch political parties in 2000 in response to requests for support from around the world. The IMD’s founding members are the Dutch Labour Party (PvdA), Liberal Party (VVD), Christian Democratic Party (CDA), Democratic Party (D66), Green Party (GroenLinks), Christian Union (ChristenUnie) and Reformed Party (SGP). Drawing upon new research in foreign archives, it sheds new light on the life of Thurgood Marshall, exploring for the first time an episode that he cared very deeply about: his work with African nationalists on an independence constitution for Kenya. The story is paradoxical, for Marshall, a civil rights legend in America, would seek to protect the rights of white landholders in Kenya who had gained their land through discriminatory land laws, but were soon to lose political power. In order to understand why Marshall would take pride in entrenching property rights gained through past injustice, the Article tells the story of the role of constitutional politics in Kenya’s independence. While Sub-Saharan Africa is often dismissed as a region with “constitutions without constitutionalism,” the Article argues that constitutionalism played an important role in Kenya’s independence. Against a backdrop of violence, adversaries in Kenya fought with each other not with guns but with constitutional clauses. -

Devolution Survey Report July 2013 Prepared By Infotrak Research & Consulting P.O Box 23081,00100 GPO Nairobi Manyani East Rd , Lavington www.infotrakresesarch.com Methodology • The poll was sponsored by Centre for Multiparty Democracy and conducted by Infotrak Research & Consulting between 27th to 31st July, 2013 • A sample of 1500 respondents were interviewed to represent the Kenyan adult population of 19,462358; translating into a minimum margin of error of -/+ 2.53 at 95% degree of confidence. The survey was conducted in 25 counties of Kenya • Using the 2009 Kenya Population & Housing Census as the sampling frame, the sample was designed using Population Proportionate to Size (PPS) and mainly entailed; – Use of stratification, random and systematic sampling in drawing regions to be covered , – Ensuring further distribution by area of residence, age and gender, – Using the counties as the key administrative boundary, – Ensuring that every person in the sampled areas had a known chance of being selected • Fieldwork was done using face to face interviews (by pen and paper). – 25% of the interviews were back checked for quality control purposes • Data processing & analysis was carried using CS-Pro and IBM SPSS 20.0 • The questions asked to the respondents are highlighted under each graphic presentation Margin of Error explained • Margin of error decreases as the sample size increases, but only up to a certain point. • A very small sample, such as 50 respondents, has about a 14 percent margin of error while a sample of 1,000 has a margin of error of 3 percent. • By doubling the sample to 2,000, the margin of error only decreases from +/-3 percent to +/- 2 percent and +/-1.8 percent for a sample size of 4000.
