President of the First Vice President The Council of State is the executive body of the Cuban legislature, the National Assembly of the People’s Government (ANPP), and First Secretary of Second Secretary of Councils of State and of the Councils of acts on its behalf when it is not in session. Fidel Castro retained the post of party first secretary when he stepped down as ● Holds positions in either Council of State or president of the Councils of State and Ministers; Raul Castro serves as second secretary, and the party's Politburo and Secretariat Ministers and Party leadership provide additional leadership. The last party congress was in 1997; a new one is slated to be held by the end of the year.
