India and the Indian Ocean Region: An Appraisal Ajey Lele Introduction The oceans of the world occupy almost three-fourths of the earth’s surface and on average, about three-fourths of the global population lives within 150 km of a coastline. The Indian Ocean, which occupies 20 percent of the world’s ocean surface, is the third largest body in this huge global water mass. Forty-seven countries have the Indian Ocean on their shores. This ocean includes the Andaman Sea, Arabian Sea, Bay of Bengal, Flores Sea, Great Australian Bight, Gulf of Aden, Gulf of Oman, Java Sea, Mozambique Channel, Persian Gulf, Red Sea, Savu Sea, Strait of Malacca, and Timor Sea. The islands of significance in this ocean include the Coco Islands, Andaman Islands, Sri Lanka, Maldives, Diego Garcia, Seychelles and Mauritius. The ocean also has major sea ports like Chittagong in Bangladesh; Trincomalee, Colombo and (Hambantota — planned) in Sri Lanka; Freemantle in Western Australia; Vishakhapatnam, Cochin, Karwar in India; Gwadar and Ormara in Pakistan; Port Louis in Mauritius; Port Victoria in Seychelles; and Phuket in Thailand.1 The region encompasses not only a wide geographical area but is also an area of strategic relevance for the regional states. Some outside states also have lasting interests in the region. The states within the region have their own quest for economic development. A considerable portion of the global sea lanes is located within this region. The region provides major sea routes connecting West and East Asia, Africa, and with Europe and the America. The maritime routes between ports are used for trade as well as for movement of energy resources. -

Formerly USS Trenton, INS Jalashwa along with six Sikorsky SH-3 Sea King helicopters were procured from the United States by India in 2005. She was commissioned on 22 June 2007. INS Jalashwa is the only Indian naval ship to be acquired from the United States. It is based in Visakhapatnam under the Eastern Naval Command. The ship was commissioned as INS Jalashwa on 22 June 2007, at Norfolk. The need for better amphibious landing capability was felt in the aftermath of the 2004 Indian Ocean tsunami, when the Navy's rescue and humanitarian efforts were hampered by inadequacy of existing amphibious ships in its fleet. In 2006, the Indian government announced it would purchase the US Navy's retired Austin-class landing platform dock USS Trenton. Jalashwa features a well deck, which can house up to four LCM-8 mechanised landing craft that can be launched by flooding the well deck and lowering the hinged gate aft of the ship. She also has a flight deck for helicopter operations from which up to six medium helicopters can operate simultaneously. -

State of Tennessee Department of State Tennessee State Library and Archives Albert Gleaves Berry Papers, 1865-1971 COLLECTION SUMMARY Creator: Berry, Albert Gleaves Inclusive Dates: 1865-1971, bulk 1869-1909 Scope & Content: Papers consist primarily of correspondence, military orders, invitations, and memorabilia from Rear Admiral Albert Gleaves Berry’s life and career as a naval officer. Correspondence to and from Berry throughout his naval career and through his retirement is included. The papers are stored in two boxes and one oversize folder. A letter from Berry while attending the U.S. Naval Academy mentions covertly smoking in his room, while others kept watch. Another discusses the 1866 cholera epidemic that struck Annapolis. A number of others detail daily life aboard the U.S.S. Tennessee while stationed in France in 1907. The contents of the letters recall meeting local officials, dancing, and conversing in French with townspeople. The only certificates are from correspondence school for completing a French grammar course and membership to the Navy Mutual Aid Association. Invitations to various dances, dinners, weddings, and other engagements addressed to Berry and his wife comprise an entire folder of material. Most are in English, but a few are in French. Included among these are two elegantly gilded invitations to balls at Iolani Palace with Liliuokalani, Queen of Hawaii, and one to a dinner and musical at the palace. There are a number of invitations to various dinners and events related to the Jamestown Exposition, including the formal opening. The memorabilia is a collection of assorted items Berry obtained in his travels while serving in the Navy. -

THE TANKER WAR AND THE LESSONS OF NAVAL CONFLICT 14.0 The Tanker and Naval Wars The Iran-Iraq War involved two complex forms of naval conflict: Iraq's attempts to weaken Iran by destroying its ability to use tankers to export oil, and a U.S.-led Western naval presence in the Gulf that was intended to ensure the freedom of passage for tankers to Kuwait and the overall security of shipping to and from neutral Gulf countries. Both forms of conflict led to substantial escalation. Iran reacted to Iraq's tanker war by putting increasing military and political pressure on the Southern Gulf states to halt their support of Iraq. The U.S. and Western European presence in the Gulf led to growing clashes with Iran that escalated steadily to the point where they were a major factor in Iran's decision to agree to a ceasefire. The history of these two naval conflicts, and their overall impact on the war, has already been described in some detail. The naval fighting involved the use of a wide range of naval, air, missile, and mine warfare systems, however, and presents a number of interesting lessons regarding the use of these systems in naval warfare. It also provides important insights into the effect of strategic air attacks on naval shipping, and the problems of conflict management and controlling escalation. The key lessons and issues raised by the war may be summarized as follows: • The tanker war was the most important aspect of the fighting at sea, but it never produced a major interruption in Iran's oil exports. -

GW-10 Naval and Amphibious Forces October 15, 1994 Page 860 Chapter Ten: Naval And Amphibious Forces While Seapower played a dominant role in enforcing the UN sanctions and embargo during Desert Shield, it played a largely supportive role in Desert Shield. In spite of the fact that the Coalition deployed more seapower during the Gulf War than had been deployed since World War II, the Gulf War involved few tests of the unique capabilities of seapower. In many areas, lessons are more the exception than the rule. Naval airpower played an important role in supporting the Coalition air campaign, but the unique capabilities of sea- based and amphibious air power were only exploited in missions against a weak Iraqi Navy. Sea control and the campaign against Iraqi naval forces presented only a limited challenge because the Iraqi Navy was so small, and the Coalition's amphibious capabilities were not used in combat. While the Gulf War demonstrated the importance of low cost systems like naval mines and countermine capabilities, the countermine campaign is difficult to analyze because Iraq was allowed to mine coastal waters without opposition during Desert Shield. Naval gunfire supported several Coalition land actions, but its value was never fully exploited because the Coalition had such a high degree of air supremacy, and Iraq was forced to retreat for other reasons. This makes it difficult to draw broad lessons about the role of sea power in contingencies involving major surface actions, sea-air-missile encounters, and actual amphibious landings. at the same time, naval forces did illustrate As a result, the Gulf War's lessons apply more to the details of actual operations than broad doctrinal and operational issues. -
