STATUTORY INSTRUMENTS 2011 No. 1268 GOVERNMENT RESOURCES AND ACCOUNTS The Whole of Government Accounts (Designation of Bodies) Order 2011 Made - - - - 12th May 2011 Laid before Parliament 13th May 2011 Coming into force - - 4th June 2011 The Treasury make this Order in exercise of the powers conferred by section 10(1) of the Government Resources and Accounts Act 2000(1). In accordance with section 10(7) of that Act the Treasury have consulted the Welsh Ministers where they have thought it appropriate. Citation and commencement 1. This Order may be cited as the Whole of Government Accounts (Designation of Bodies) Order 2011 and shall come into force on 4th June 2011. Designation 2. The bodies listed in the Schedule to this Order are designated in respect of the financial year ending on 31st March 2011 for the purposes of section 10 of the Government Resources and Accounts Act 2000.     LBP0018 Written evidence submitted by The Northern Powerhouse Education Consortium Education Select Committee Left behind white pupils from disadvantaged backgrounds Inquiry SUBMISSION FROM THE NORTHERN POWERHOUSE EDUCATION CONSORTIUM Introduction and summary of recommendations Northern Powerhouse Education Consortium are a group of organisations with focus on education and disadvantage campaigning in the North of England, including SHINE, Northern Powerhouse Partnership (NPP) and Tutor Trust. This is a joint submission to the inquiry, acting together as ‘The Northern Powerhouse Education Consortium’. We make the case that ethnicity is a major factor in the long term disadvantage gap, in particular white working class girls and boys. These issues are highly concentrated in left behind towns and the most deprived communities across the North of England. In the submission, we recommend strong actions for Government in particular: o New smart Opportunity Areas across the North of England. o An Emergency Pupil Premium distribution arrangement for 2020-21, including reform to better tackle long-term disadvantage. o A Catch-up Premium for the return to school. o Support to Northern Universities to provide additional temporary capacity for tutoring, including a key role for recent graduates and students to take part in accredited training. About the Organisations in our consortium SHINE (Support and Help IN Education) are a charity based in Leeds that help to raise the attainment of disadvantaged children across the Northern Powerhouse. Trustees include Lord Jim O’Neill, also a co-founder of SHINE, and Raksha Pattni. The Northern Powerhouse Partnership’s Education Committee works as part of the Northern Powerhouse Partnership (NPP) focusing on the Education and Skills agenda in the North of England.

It is a region with some areas of relative affluence but with pockets of serious deprivation, mainly in the three large cities of Derby, Leicester and Nottingham, where population growth is concentrated. Only two local authorities, Leicester and Rutland, are in the top third nationally of the proportion of students attending a good or outstanding secondary school. In terms of GCSE outcomes, the proportion of pupils in Nottingham gaining five GCSEs grades A*to C, including English and mathematics, is amongst the lowest in the country. Louise Soden, Regional Director, Provision in FE and skills is not yet good enough. East Midlands A third of the provision in the East Midlands requires improvement or is satisfactory. Four out of 10 learners are in provision that is not yet good enough.
