    Ms Viviane Reding Vice-President of the European Commission Commissioner for Justice, Fundamental Rights and Citizenship B-10409 Brussels Belgium 10 September 2013 Dear Vice-President Reding Pre-trial detention in the EU As the European Commission, Council and Parliament have recognised, ‘excessively long periods of pre-trial detention are detrimental to the individual, can prejudice cooperation between the Member States, and do not represent the values for which the European Union stands’.1 We are writing to you now to follow-up on the European Union’s work to tackle this problem and to urge the Commission to continue its work in this area beyond the current legislative programme, including developing a timeframe for tabling a legislative proposal setting common minimum standards for the use of pre-trial detention in the EU. We understand that the European Commission is at this stage intending to focus on monitoring the implementation of three Framework Decisions: the European Supervision Order (ESO); the Prisoner Transfer Framework Decision; and the Framework Decision on the application of mutual recognition to judgments and probation decisions and is not currently proposing legislation. We take note of this emphasis on effective implementation but would highlight that only one of the three Framework Decisions, the ESO, has the potential to impact on pre-trial detention. While it may go some way to alleviating problems faced by non-nationals by enabling them to return home while awaiting trial, even this is very limited in scope. In addition, the three Framework Decisions are all pre-Lisbon measures and the European Commission therefore currently has no enforcement powers if problems with their implementation are identified.

    European Commission - Daily News Daily News 31 / 03 / 2016 Brussels, 31 March 2016 Road Safety: new statistics call for increased effort to save lives on EU roads The 2015 road safety statistics published today by the European Commission confirm that European roads remain the safest in the world, despite a recent slowdown in reducing road fatalities. 26 000 people lost their lives on EU roads last year, 5 500 fewer than in 2010 but similar to 2014. In addition, the Commission estimates that 135 000 people were seriously injured on European roads. EU Commissioner for Transport Violeta Bulc said "Every death or serious injury is one too many. We have achieved impressive results in reducing road fatalities over the last decades but the current stagnation is alarming. If Europe is to reach its objective of halving road fatalities by 2020, much more needs to be done. I invite Member States to step up efforts in terms of enforcement and campaigning.     INTERESTED IN POLAND’S PLACE IN WORLD AFFAIRS? LOOKING FOR YOUNG TALENT FOR YOUR ORGANISATION? Who We Are nary network, whose aim is to increase the international orientation and European integration of Poland. YPIN organises discussion groups, seminars and study trips on a wide range of interdisciplinary and cross- border topics. Voluntary and active engagement of its members in civil society is at the core of its activities. Candidates for YPIN membership are Polish citizens under 30 years of age, who have completed their in English, Polish and German is a formal membership requirement. Successful candidates are selected YPIN History Hübner (today member of the EU Parliament), and Gesine Schwan, the former President of the European University Viadrina. Since its launch, YPIN has received over 1235 applications for membership. A rigorous selection process has nominated over 636 candidates to take part in one of the 27 weekend-long recruitment seminars, from which 241 outstanding applicants have successfully joined YPIN. Important personalities of public life (mostly from Poland and Germany) have contributed to the devel- opment of the Group and its members. Amongst YPIN guest speakers in 2012 were Rüdiger Freiherr von Fritsch, German Ambassador to Poland, Dr. Werner Brinker, CEO of EWE AG and Jan Truszyński, Direc- tor General, Education and Culture, European Commission, Prof. dr hab. In addition to its 1000-year history, the city is the place where the Second World War broke out as well as the birthplace of Solidarność, the Solidarity movement, which led to the fall of Communism in Central and Eastern Europe. The European Solidarity Centre www.ecs.gda.pl The European Solidarity Centre is a multifunctional institution combining scientifi c, cultural and educational activities with a modern museum and archive, which documents freedom movements in the modern history of Poland and Europe. The Centre was established in Gdańsk on November 8th 2007. Its new building was opened in 2014 on the anniversary of the August Accords signed in Gdańsk between the workers’ union “Solidarność” and communist authorities in 1980. The Centre is meant to be an agora, a space for people and ideas that build and develop a civic society, a meeting place for people who hold the world’s future dear. Since the efforts of an international civic movement, which even before the political change in 1989/90 made plans for the revival of Kreisau as a European meeting site in the spirit of the Kreisau Circle, many people and institutions have been committed there to support German-Polish and European understanding. The encounter and memorial work, which is supported by our Foundation, is more than ever of great relevance. Thus, its preservation also determines the purpose of the Freya von Moltke Foundation: Together with all its supporters, we want to secure the important work of the New Kreisau – today and in the future! The New Kreisau (2006) Since it was founded at the end of December 2004, the Foundation © Fundacja „Krzyżowa” dla Porozumienia Europejskiego has spent more than € 839,486 in fulfilling its purpose. Of these, around € 408,834 were directly dedicated to projects and the staffing of the international youth meeting and memorial site of the New Kreisau (Begegnungs- und Gedenkstätte Kreisau). The other funds were spent on other projects of the Foundation and its public relations work. The fact that the meeting site also indirectly benefited from these funds was shown by the increasing numbers of visitors and participants of projects in Kreisau over the years.
