The activities and presentations of the President in this regard during the previous year and related problems were all demonstrated. The controversies regarding the presidential initiative were di- vided into legal and political. Legal one is the regulation of the institution of referendum in the Constitution of 1997, the political ones result from the opinion and concepts of parties and citizens about the constitution and referendum in its case. Keywords: change of constitution, president, referendum, political science INTRODUCTION During the last year, from 3 May 2017 to 3 May 2018, we witnessed the, still incomplete, process of President Andrzej Duda’s activities regarding the referendum on the amendment to the Constitution of the Republic of Poland. The aim of the article is to present and assess the President’s activities in this area, and also to demonstrate the reactions to the President’s initiative. The research question is the justification, meaningfulness and effectiveness of the presidential initiative; the research hypothesis is the claim that the President’s actions are odd and irrational (pointless). -

AUSTRIAN CHANCELLOR BRUNO KREISKY’S VISITS TO POLAND Polish-Austrian relations after World War II developed in an atmosphere of mutu- al interest and restrained political support. During the Cold War, the Polish People’s Republic and the Republic of Austria were on the opposite sides of the Iron Curtain; however, after 1945 both countries sought mutual recognition and trade cooperation. For more than 10 years following the establishment of diplomatic relations between Austria and Poland, there had been no meetings at the highest level.1 The first con- tact took place when the then Minister of Foreign Affairs, Bruno Kreisky, came on a visit to Warsaw on 1-3 March 1960.2 Later on, Kreisky visited Poland four times as Chancellor of Austria: in June 1973, in late January/early February 1975, in Sep- tember 1976, and in November 1979. While discussing the significance of those five visits, it is worth reflecting on the role of Austria in the diplomatic activity of the Polish Ministry of Foreign Affairs (MFA). The views on the motives of the Austrian politician’s actions and on Austria’s foreign policy towards Poland come from the MFA archives from 1972-1980. The time period covered in this study matches the schedule of the Chancellor’s visits. The activity of the Polish diplomacy in the Communist period (1945-1989) has been addressed as a research topic in several publications on Polish history. How- ever, as Andrzej Paczkowski says in the sixth volume of Historia dyplomacji polskiej (A history of Polish diplomacy), research on this topic is still in its infancy.3 A wide range of source materials that need to be thoroughly reviewed offer a number of 1 Stosunki dyplomatyczne Polski, Informator, vol. -

Address by President of the Republic of Poland Mr Andrzej Duda on the occasion of the New Year`s meeting with the Diplomatic Corps Presidential Palace, 14 January 2019 Your Excellency, Most Reverend Sir, Dean of the Diplomatic Corps, Your Excellencies, the Ambassadors, Honourable Marshal, Honourable Prime Ministers, Excellencies, Most Reverend Bishops, Honourable Ministers, Madam Justice of the Constitutional Court, Generals, Distinguished Guests, Ladies and Gentlemen, It is my great pleasure to welcome you to our fourth joint New Year`s meeting. 2018 is over, a year rich in numerous events, out of which the most significant, truly momentous ones for us, were undoubtedly the celebrations of the centenary of regaining independence. I wish to thank you warmly for making our jubilee visible also in your home countries; it was often an occasion for grand festivities and joy. Last year we commenced our 2-year-long, non-permanent membership of the United Nations Security Council, whereas in Katowice we presided over the session of the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change. Its successful outcome was reflected in the adoption of the so called Katowice Rulebook, which was possible thanks to the readiness for compromise demonstrated by all parties participating in the negotiations. I would like to thank your countries for cooperation and for expressing acknowledgment of our good and effective organization of the Katowice conference. The year 2018 was marked, once again, by high level of my international activity. Throughout the whole year I paid 26 foreign visits, and met with more than 20 international leaders who visited Poland. -

The author of dozens of books and articles, he is head of the International Comparative Studies Department at the Warsaw School of Economics and chair of the Growth and Competitiveness Commission of the Lisbon Council. Andrzej Rzo´nca is a member of the monetary policy committee of the National Bank of Poland and adjunct professor at the chair of international comparative studies at the Warsaw School of Economics. -

LITHUANIAN historical STUDIES 17 2012 ISSN 1392-2343 PP. 39–69 THE ROLE OF CHARITABLE ACTIVITY IN THE FORMATION OF VILNIUS SOCIETY IN THE 14TH TO MID-16TH CENTURIES S.C. Rowell ABSTRACT This article examines the development of charitable activity in the city of Vilnius and elsewhere in the Grand Duchy of Lithuania before the middle of the sixteenth century by studying the foundation of almshouses to care for the poor and destitute and foster the memory and salvation of pious benefactors. Almshouse foundations developed from increasing forms of practical piety within the GDL from the late fifteenth century, following earlier west European and Polish models. The first, dedicated to traditional patrons of such institutions, St Job and St Mary Magdalene, was founded by a Vilnius canon and medical doctor, Martin of Duszniki with the support of the monarch, Sigismund the Old, and his counsellors between 1518 and 1522. The almshouse swiftly became an established part of the city’s sacral topography. The fashion was adopted by Eastern Orthodox parishes in Vilnius too, and later spread to other confessional groups. Twelve charters are published for the first time in an appendix. Christian charity in public spaces flourished throughout Catholic Europe during the 13th to 15th centuries 1. Indeed, the first chari- table intitutions for the poor are known in England from the tenth century. It behoved the bishop elect on taking his oath of office to protect the poor and the sick 2. Providing lodging and food for the deserving poor over time became the function of almshouses, hospitalia. -

ROMANIAN JOURNAL OF EUROPEAN AFFAIRS Vol. 19, No. 2, December 2019 Common Interests and the Most Important Areas of Political Cooperation between Poland and Romania in the Context of the European Union Justyna Łapaj-Kucharska1 Abstract: The article addresses several issues that constitute the main areas of Polish-Romanian relations in the 21st century in the political dimension and in the broad sense of security. Relations between Poland and Romania have been characterized in the context of the membership of both countries in the European Union. Particular emphasis was placed on the period of the Romanian Presidency of the Council of EU, which lasted from January to the end of June 2019. The article indicates the most important common interests of both countries, the ways for their implementation, as well as potential opportunities for the development of bilateral and multilateral cooperation. The article also takes into account the key challenges that Poland and Romania must face in connection with EU membership. Introduction Polish-Romanian relations were particularly close in 1921-1939, when Romania was the only neighbour, apart from Latvia, who was Poland's ally. -

Leszek Balcerowicz Leszek Balcerowicz, born in 1947, economist, professor at the Warsaw School of Economics, MBA graduate of St. John`s University in New York, author of the economic reforms in the post-communist Poland after 1989, Deputy Prime Minister and Minister of Finance in the first non-communist government of Poland after the World War II, President of the National Bank of Poland (2001- 2007), laureate of over 20 honorary doctorates from universities all around the world; author of more than 100 publications on economic topics issued in Poland and abroad, laureate of many prestigious Polish and international prizes and distinctions. In 2005 Leszek Balcerowicz was awarded the Order of the White Eagle – Poland’s highest distinction for his contribution in the economic and political transformation in Poland. In 2007 Leszek Balcerowicz founded The Civil Development Forum Foundation – FOR, think tank based in Warsaw. Since then he has been serving as the Board Chairman. Education Leszek Balcerowicz graduated with distinction from the Foreign Trade Department at the Central School of Planning and Statistics in Warsaw (SGPiS), now Warsaw School of Economics (SGH), in 1970. In 1974 he received the MBA Diploma at St. John's University in New York; in 1975 he received his Ph.D. in Economics at the SGPiS. Amongst his academic distinctions, he has been offered visiting fellowships at the University of Sussex (1985), at the Marburg University (1988) and at the Stanford University (2011). Since October 1992 Leszek Balcerowicz has been teaching at the SGH where he also heads the Department of International Comparative Studies. -

Firstly, the presidential summit of the Visegrad group organised by Slovakia, which is currently holding the reins of the regional platform. There, many themes were on the agenda. The leaders’ emphasis had been on the attitude towards the EU and migration, but also other issues gained the summit’s attention. For instance, the presidents talked about the economy, energy sector, and technological development. The summit of the Visegrad group did not bring any surprising or radical breakthrough. Rather it was a manifestation of continuity. Then, it is worth mentioning that Slovak Prime Minister Peter Pellegrini paid a visit to the summit of the European Council in Brussels, followed by the Asia-Europe Meeting (ASEM). Regarding the summit of the European Council, the states’ representatives focused on migration and internal security. Additionally, relations with Britain and Brexit were on the summit’s platter. Not surprisingly, the meeting did not conclude with any breakthrough or significant progress on the discussed issues. Besides events, the Slovak military intelligence exposed a cyber-attack on the computers of the Slovak Ministry of Foreign Affairs. Even though the authorities have not been able to point to any certain perpetrators, it is said the attack had come somewhere from abroad.1 Thus, it can be expected that cyber security will play an increasingly important role. -

During the European economic crisis, Poland's economy maintained one of the highest growth rates in the European Union (EU). Its political system stabilized. It has been both an active member of the EU and a strong advocate for liberalization of its eastern neighbors as well as for their inclu sion in European initiatives. -

Ms Viviane Reding Vice-President of the European Commission Commissioner for Justice, Fundamental Rights and Citizenship B-10409 Brussels Belgium 10 September 2013 Dear Vice-President Reding Pre-trial detention in the EU As the European Commission, Council and Parliament have recognised, ‘excessively long periods of pre-trial detention are detrimental to the individual, can prejudice cooperation between the Member States, and do not represent the values for which the European Union stands’.1 We are writing to you now to follow-up on the European Union’s work to tackle this problem and to urge the Commission to continue its work in this area beyond the current legislative programme, including developing a timeframe for tabling a legislative proposal setting common minimum standards for the use of pre-trial detention in the EU. We understand that the European Commission is at this stage intending to focus on monitoring the implementation of three Framework Decisions: the European Supervision Order (ESO); the Prisoner Transfer Framework Decision; and the Framework Decision on the application of mutual recognition to judgments and probation decisions and is not currently proposing legislation. We take note of this emphasis on effective implementation but would highlight that only one of the three Framework Decisions, the ESO, has the potential to impact on pre-trial detention. While it may go some way to alleviating problems faced by non-nationals by enabling them to return home while awaiting trial, even this is very limited in scope. In addition, the three Framework Decisions are all pre-Lisbon measures and the European Commission therefore currently has no enforcement powers if problems with their implementation are identified.
